these certificates have become one of the "tickets" to gaining admission to top universities in Vietnam.
Currently, in most educational levels from primary school to university, foreign language certificates such
as VSTEP, TOEIC, especially IELTS, are being prioritized. Many schools have shown favoritism by offering
direct admissions or bonus points for candidates with these certificates or their equivalents. Many 12-
year-old students are being praised for having an IELTS certificate, with some primary schools even
offering IELTS preparation classes. Many public schools also set the goal of achieving IELTS certification,
requiring parents to pay additional fees for the school to collaborate with language training institutes,

in their children's preparation at training centers with the aim of achieving the highest scores. However,
university admission quotas based on foreign language certificate assessment are limited, intensifying the
fierce competition and burdening students with pressure. The scenario of a student simultaneously
preparing for high school graduation exams, aiming for international foreign language certificates, and
taking competency assessments to enhance their chances of selection further exacerbates the heavy
burden. Yet, the misuse of foreign language certificates leads to repercussions such a
vreating inequality;
potentially misjudging students’ abilities, and causing societal waste.
