By the deadline of 8 December 2023, FIFA had received three bids in relation to the bidding process
• A joint bid by the Royal Belgian Football Association, the German Football Association and
• a joint bid by the Mexican Football Association and the U.S. Soccer Federation.
The following steps will take place in accordance with the FIFA Women’s World Cup 2027™ Bidding
Regulations approved by the FIFA Council on 14 March 2023 (hereafter “Bidding Regulations"):
(i) The Bid Evaluation Task Force, supported by the FIFA general secretariat, will evaluate all
submitted bids and will submit to the FIFA Council and the FIFA Congress a written report
outlining its evaluation (with the exception of any withdrawn bids) (hereafter the “Bid
Evaluation Report”). In the event that, based on the results of the technical evaluation, a bid
is assessed as having failed to meet the minimum hosting requirements, the bid will be
excluded from the Bidding Process and will not be eligible for consideration by, nor
(ii) The FIFA Council will review all bids presented to it and the Bid Evaluation Report and
designate a maximum of three (3) bids for submission to the FIFA Congress for the final
decision.
(iii) The FIFA Congress shall review all bids presented to it and the Bid Evaluation Report and select
the host association(s) of the final competition of the FIFA Women’s World Cup 2027™. This
vote will take place at the 74th FIFA Congress scheduled for 17 May 2024.
The present document will define in more detail the voting procedure to be followed by the FIFA
Council and FIFA Congress in connection with awarding the right to host the FIFA Women’s World

is to shortlist a maximum of three bids, all bids which are assessed as meeting the minimum
hosting requirements (see par (i) of the Preamble) will be automatically designated for

submission to the FIFA Congress for the final decision without the need for a formal designation
2. In accordance with section 5.5.3 of the Bidding Regulations and article 68 paragraph 2 d) of the
FIFA Statutes, the FIFA Congress shall review all eligible bids and the Bid Evaluation Report and
shall, taking into consideration the defined criteria for the selection decision referenced in
section 5.5.4 of the Bidding Regulations, vote on the selection of the host(s) of the FIFA Women’s
World Cup 2027™ final competition. If no bids are submitted to the FIFA Congress, the vote will
not proceed.
A. CONFLICT OF INTEREST
3. In the event that a delegate of the FIFA Congress has a conflict of interest, the delegate will not
perform their duties in connection with the vote. This includes participating in any debate or

6. Proceedings with regard to this agenda item of the FIFA Congress will be opened by the chair
of the FIFA Congress. The chair will confirm the eligible bid(s) based on the Bid Evaluation
Report.
7. Following the introduction by the chair, each bidding member association will be given the
opportunity to present their respective bid to the FIFA Congress. Such presentations shall be
limited to a maximum of 15 minutes each (per bid) and shall be presented in alphabetical order
(by country name). For the avoidance of doubt, in the event that the three bids submitted are
all eligible for presentation to the FIFA Congress, they will be presented in the following order:

8. Following the presentations, the FIFA Secretary General, a representative of the FIFA general
secretariat designated by the FIFA Secretary General or a member of the Bid Evaluation Task
Force will provide a short report. Such report will include, in particular, a summary of the results

than 50%) of the member associations present and eligible to vote is necessary in the first ballot.
If an absolute majority is not reached in the first ballot, then the bid with the lowest number of

13. At the conclusion of each ballot, if one of the bids receives the necessary majority, the
respective member association(s) will be awarded the right to host the FIFA Women’s World
Cup 2027™ final competition. The other bids will be deemed rejected by FIFA. This decision is
final.
14. In the event that a ballot involves three bids and two or more bids receive the same lowest
number of votes, only the bid that received the lowest overall weighted score in the technical

further ballot will be taken. If, at the conclusion of such further ballot both bids again receive
the same number of votes, the bid with the highest overall weighted score in the technical
evaluation of the Bid Evaluation Report will prevail and the respective member association(s)
will be awarded the right to host the FIFA Women's World Cup 2027™ final competition.

16. Following the decision, proceedings with regard to the agenda item will be concluded.
17. In accordance with Section 5.5.3 of the Bidding Regulations and article 68 paragraph 2 d) of the
FIFA Statutes, the result of each ballot and the related votes by the members of the FIFA
Congress shall be made public. This will occur shortly after the vote and/or the conclusion of
