Friday stated to have reunited
four children with their fami-
lies in district Ramban.
“In the first instance, three
school students from Dooru,
Anantnag, namely Saqib Hus-
sain, Owais Rayez and Sarwar
Javid, embarked on an unin-
tended journey when they
boarded a train instead of head-
ing to school. Their unexpected
adventure led them to Sangal-
dan, where they were found by
the vigilant police team. After
completing all necessary for-
malities meticulously, these
children were safely reunited
with their families,” police said.
Describing them as “mis-
guided children”, police said,
“The heart-warming stories
unfolded, demonstrating the
resilience of communities
and the dedication of the J&K
Police in ensuring the safety
of our children.”
Similarly, in another touch-
ing incident, a child named
Maroof Sharief, around 9 or
10 years old and hailing from
Chachwa, tehsil Gool, found
himself inadvertently separat-
ed from his family while trav-
elling from Ramban to Batote
in a matador (mini-bus).
“The driver of the matador
informed police authorities
about the lost boy, prompting
swift action from the Batote
Police station team. After
gathering complete informa-
tion about his whereabouts,
the police team ensured the
safe return of the child to his
family. Throughout these
events, the Ramban Police
played a pivotal role in facili-
tating the reunification pro-
cess,” police said.
“The misguided children
were reunited with their fam-
ilies by teams of Police Post
(PP) Sangaldan headed by

Houses develop
cracks amidst rain in
Baramulla village

The residents of Dardkote vil-
lage in the Uri area of north
Kashmir’s Baramulla district
are worried as their residen-
tial houses show signs of
structural damage following
recent heavy rains in the area.
The incessant downpours
triggered landslides and land
subsidence in the area, lead-
ing to around 35 residential
houses developing cracks.
The concerned locals fear
that these cracks may widen
over time, posing a risk of col-
lapse and potential disaster.
“We are living in constant
fear,” said Bashir Ahmad, a
resident. He said that there was
an urgent need to relocate the
affected families to safer areas.
Ahmad said that the Dard-
kote village was close to the
National Hydroelectric Power
Corporation (NHPC) project.
He said that during the
construction of the power
project which inclined the
construction of the tunnel, the
area witnessed land stability

Ahmad said that after the
2005 earthquake, the area was

“During the rainy season,
we experience landslides and
land subsidence, which has
caused cracks to the houses
here,” he said.
Another resident, Muham-
mad Jamal pointed out that the
area frequently experiences
landslides during heavy rains,
exacerbating the vulnerability
of residential structures.
Panic-stricken locals
have urged the authorities
to dispatch a team of officials
from the Geology and Mining
Department to assess soil sta-
bility in the area.
They demand immediate
action to relocate the affected
families, along with their live-
stock, to safer locations.
“If the report indicates
instability, all affected families
should be promptly rehabili-
tated to safer places,” said the
majority of villagers of the area.
Meanwhile, a local offi-
cial at Uri said that a team
of officials from the Revenue
Department was recently sent
to the area to take stock of the
situation. He said that once
the report would be prepared,
it would be forwarded to the
higher officials.
“Soon after receiving
information that some houses
developed cracks in the area,
we sent a team of the officials
of the Revenue Department to
the area to assess the situation.
They will soon submit a report
and after that further action
will be initiated,” he said.

The Srinagar-Jammu National
Highway remained open for two-
way traffic of Light Motor Vehi-
cles (LMVs) and heavy vehicles
on Friday.
However, in a fresh advisory
for Saturday, traffic authori-
ties stated that subject to fair
weather and good road condi-
tions, LMVs, including passen-
ger vehicles, would be allowed
to ply on both sides of the high-
way. “Heavy vehicles would be
allowed to ply towards Jammu
from Qazigund in Kashmir on
Saturday,” they said.
Earlier, officials, monitor-
ing the regulation of traffic in
Ramban, said, “The highway
remained open but the traffic
movement remained slow due
to foot-movement of nomads and
their livestock; slippery road con-
ditions; single-lane carriageway
at Dalwass, Mehar-Cafeteria,
Panthial, Nachlana, Gangroo,
Shalgari, Kishtwari-Pathar and
poor road surface conditions at
many places between Nashri-
Banihal sectors.”
They said, “Despite slow traf-
fic movement, hundreds of LMVs
and heavy vehicles have crossed
the Nashri-Banihal sector for
their respective destinations,
without any disruption till late
this evening. Heavy load carriers

Morh disrupted the
movement of vehicles
on the Mughal Road on
Friday.
Officials said that
the road remained
closed for two hours
and was restored after
slide clearance work by
the Jammu and Kash-
mir Mechanical Engi-
neering Department.
“A landslide hit the
Mansar Morh area on
the Mughal Road on
Friday afternoon. The
debris of the slide fell
on the road, blocking
it for the movement
of vehicles,” officials
said.
They said that snow
clearance work was
immediately taken up
by the J&K Mechanical
Engineering Depart-
ment.
“Men and machin-
ery, pressed into ser-
vice by the department,
cleared the debris and
the road was restored

2 Army men injured
in Rajouri highway
accident

Rajouri, May 10
Two Army personnel were injured when the
vehicle they were travelling in turned turtle
alongside a highway at Dhanwan in Rajouri dis-
trict on Friday.
The vehicle was part of an Army convoy.
It met with an accident at Dhanwan, 18 km
ahead of Rajouri. Soon after the accident, locals
said, a rescue operation was launched.
The injured were rescued from the damaged
vehicle by locals and other army personnel in
the convoy.
Police stated that both the injured were taken
to Army Hospital and were reportedly out of
danger. The highway was restored for traffic,
after a brief disruption due to the accident.
Driver dies of
electrocution in
Kulgam village

A driver died after receiving an electric shock at
Kounserbal in Damhal Hanjipora area of south
Kashmir's Kulgam district on Friday.
The deceased has been identified as Showkat
Ahmad Parray, son of Abdul Hameed Parray of
Yadder Pulwama.
An official said that Parray came in con-
tact with a live electric wire while loading his
dumper with sand.
He said that he died on the spot.
The residents of the area blamed the Power
Development Department (PDD) for its failure to
remove the low-lying electric wires in the area.

have time and again deceived
the people of Jammu and Kash-
mir and remain busy in cor-
rupt practices for their mere
petty self-interests,” he said.
Bukhari further said that
he would prefer to remain
with a party which will ensure
release of political prisoners,
passport verifications’, early
restoration of Statehood and
revocation of AFSPA.
“After August 2019, it was I
who dared to reach out to the
Centre which ensured that
we were given protection of
jobs and land,” Bukhari said,
adding, “I pledge to make
sure the dignity and honour
of my youths is held high.”

tainable solutions. With the increas-
ing need for sustainable solutions,
the concepts of innovation in sustain-
able energy, sustainable transporta-
tion, and climate change have become
intrinsically linked. I have written
about Design Thinking and Good
Governance and linked these two
aspects. We need to understand that
design thinking doesn’t necessar-
ily mean fashion designing, interior
designing or architectural design but
this is more than that. Design Think-
ing and its application is essential in
every field of life.
During my visit to Anant National
University Ahmedabad, India’s First
Design X University, in January this
year, I had requested Prof Anunaya
Chaubey the Provost (Vice Chancel-
lor) to visit Kashmir so that our stu-
dents would learn more about Design
Thinking and link this with Climate
Action especially. Prof Chaubey is a
well-known artist and academic in the
fields of literature and art history. A
self-taught painter, illustrator and
animator, his works explore the indi-
vidual and communal worlds – mun-
dane yet layered and subtly textured.
Many of his paintings are to be found
both in public and private collections
all around the world. He has taught
courses on art appreciation connect-
ing art with science, economics, entre-
preneurship, environment, media
and journalism at Salzburg Media
Academy, Young India Fellowship,
Naropa Fellowship, Vedica Scholars
Programme, Harappa Education.
Last month Prof Chaubey came to
Kashmir along with Dr Nagarajan
who teaches in Climate School of the
same university. Prof Chaubey vis-
ited several institutions in Srinagar,
Shopian, Budgam and few other
places and it was heartening to see
school students interacting with him
so passionately as he linked Design
Thinking and Climate Action.
Finding alternatives to Pesticides
When Prof Anunaya Chaubey
and his colleague Dr Naga Cheta-
naya landed in Srinagar on April
22nd early morning we straightway
drove towards Zainapora Shopian. I
had organised a special interaction
between students of class 10th with
Prof Chaubey and Dr Naga. In fact
this was my first visit to National
Innovation Public School-NIPS Zai-
napora Shopian as I had heard a lot
about this school. After the interac-
tion between Prof Chaubey, Dr Naga
and students of NIPS Shopian, I think
I have done justice with this place as
Prof Chaubey stressed upon
the students to find alternatives
to pesticides through Design
Thinking.

would have ever visited a school in
Shopian or its adjoining areas
When the students were discuss-
ing climate change and heavy down-
pour in Dubai, the discussion shifted
towards excessive use of pesticides in
apple orchards in Shopian and other
parts of Kashmir. The students were
shocked to learn about the fallouts of
the pesticides. These kids are bright
enough to understand the impact of
pesticides but as this issue is neither
discussed or debated in our rural
societies, the people at large don’t
even take this as a great threat for
human health, animal health, cli-
mate and biodiversity. I believe Prof
Chaubey’s visit to NIPS Zainapora
Shopian has made a remarkable
impact on the young minds as they
would definitely start thinking criti-
cally about excessive use of pesti-
cides. Their passion, creativity, and
willingness to challenge the status
quo will make them catalysts for
change. Prof Chaubey stressed upon
the students to find alternatives to
pesticides through Design Thinking.
Infact Prof Chaubey invited the stu-
dents to his campus in winter along
with teachers so that they would
learn more about Design Thinking
and its role in Climate Action.
Keeping traditions alive
While interacting with students
at Birla Open Minds School-BOMIS
Pampore Prof Chaubey said that
unless we don’t experiment and expe-
rience things we cannot give tangible
solutions to address the problems.
Prof Chaubey reiterated that Design
Thinking was like a problem-solving
approach that focuses on finding
innovative and sustainable solutions
which are based on compassion and
empathy. He said that Design Think-
ing was part of National Education
Policy-NEP wherein focus is given
on critical thinking. He added that
design thinking puts human needs
and experiences at the forefront,
emphasizing empathy, creativity,
and collaboration.
I myself addressed the students at
BOMIS Pampore and discussed our
rich cultural traditions, especially
our food. I quoted an example of our
traditional chefs ( Wazas) from Sri-
nagar’s old city. In fact the said local-
ity is known as Wazpora – (Locality
of Wazas). These traditional chefs
of Wazpora Srinagar were known
for their cooking skills but as time
passed their children didn’t opt for
this job. The reason was that society
saw this job being inferior? Now we
have very few chefs in Wazpora as the
new generation isn’t ready to opt this
as a career and the people who would
work as helpers for these Waza’s 20
to 25 years back are now profession-
al chefs. With the new innovations
wazwan is relished in Dubai, Saudi,
UK and US but the only thing miss-
ing is that those families who had
kept this tradition alive have chosen
some other profession which isn’t a
good thing at all. But at the same time
there are many families who keep
their tradition and profession alive
and one of them is Farooq Ahmad
Mir who belongs to Khaiwan Nar-
wara Srinagar. Farooq Ahmad Mir
a national awardee pashmina shawl
weaver is a 5th generation weaver
and his sons Majid , Altaf and Fayaz
have kept their tradition alive even as
they are well educated. Prof Chaubey
interacted with Mir family while
returning from Shopian and asked
them to hold a live demonstration of
Kani Shawl weaving at Ahmedabad
in winter.
Conclusion
The National Education Policy
202 encourages students to think
critically and creatively. Jammu &
Kashmir Govt needs to create a mass
awareness on Design Thinking and
especially hold workshops for school
teachers. The urban planners, archi-
tects, engineers and environmen-
tal experts should essentially be
imparted training on this subject so
that we are able to tackle the climate
crisis especially. The Delhi Public
School Budgam has decided to start
this subject soon and they would
seek assistance from Anant National
University-ANU. I would suggest
the J&K Govt, especially the J & K
Board of School Education-BOSE to
introduce Design Thinking as a sub-
ject in schools so that our students
start thinking critically and provide
solutions to society. I would appeal to
school managements to ensure their
students are imparted with such an
education that would give solutions
to the society rather than imparting
education which is for self survival.
This is what was the crux of Prof
Chaubey’s visit to Kashmir and his
interactions with college and school
students.

“In our report on the Code of Civil
Procedure, we have had occasion to
emphasise that in dealing with dis-
putes concerning the family, the court
ought to adopt a human approach —
an approach radically different from
that adopted in ordinary civil pro-
ceedings, and that the court should
make reasonable efforts at settlement
before commencement of the trial. In
our view, it is essential that such an
approach should be adopted in deal-
ing with matrimonial disputes. We
would suggest that in due course, the
States should think of establishing
Family Courts, with Presiding Offi-
cers who will be well qualified in law,
no doubt, but who will be trained to
deal with such disputes in a human
way, and to such courts all disputes
concerning the family should be

When did the movement to establish
family courts start in India?
The family courts have been in
existence for several decades in
countries like Britain, Japan, Aus-
tralia etc. The movement to estab-
lish family courts in India was initi-
ated around 1958 by Smt. Durgabhai
Deshmukh, a noted social worker
from Maharashtra. From the begin-
ning, the objective of establishing
these courts was to provide speedy
disposal of cases involving problems
faced by women who were trauma-
tized by marriages that had turned
bitter. The need was, therefore, felt,
in the public interest, to establish
Family Courts, for speedy settlement
of family disputes.
What is the Family Courts Act,
1984?
The Family Courts Act, 1984,
(hereinafter referred to as the
“Act”) was enacted on 14th Sep-
tember, 1984, to provide for the
establishment of Family Courts,
with a view to promote concilia-
tion and secure speedy settlement
of disputes relating to marriage
and family affairs. It extends to the
whole of India.
What is its object?
In K.A. Abdul Jaleel v. T.A. Shahi-
da, (2003) 4 SCC 166, it was observed
that the Act was enacted to provide
for the establishment of Family
Courts with a view to promote
conciliation in, and secure speedy
settlement of, disputes relating to
marriage and family affairs and for
matters connected therewith. From
a perusal of the Statement of objects
and reasons, it appears that the said
Act, inter alia, seeks to exclusively
provide within the jurisdiction of
the Family Courts matters relat-
ing to the property of the spouses
or either of them. The reason for
enactment of the said Act was to set
up a court which would deal with
disputes concerning the family by
adopting an approach radically
different from that adopted in ordi-
nary civil proceedings.
Who establishes Family Courts?
Under the Act, the State Govern-
ment after consultation with the
High Court and by notification
shall establish a Family Court in
a city or town whose population
exceeds 1 million. The State Gov-
ernment after consultation with the
High Court has the power to specify
the local limits of the area to which
the jurisdiction of a Family Court
shall extend.
Who appoints Judges of Family
Courts?
The State Government has
the power to appoint Judges of a
Family Court. Any of the Judges
may be appointed as the Principal
Judge and Additional Principal
Judge.
What should be the qualifications
for appointment as a Judge of a
Family Court?
A person shall be qualified for
appointment as a Judge if he has for
at least 7 years held a judicial office
in India or the office of a Member
of a Tribunal or any post under
the Union or a State requiring spe-
cial knowledge of law or has for at
least 7 years been an advocate of a
High Court or possesses such other
qualifications as the Central Gov-
ernment may prescribe. The State
Government can also determine the
number and categories of counsel-
lors, officers and other employees
required to assist a Family Court
in the discharge of its functions.
What is the jurisdiction of a Family
Court and what matters shall it
entertain?
A Family Court can exercise
all the jurisdiction exercisable by
any district court or any subordi-
nate civil court. The types of suits
and proceedings which shall be
entertained by a Family Court are,
a suit or proceeding between the
parties to a marriage for a decree
of nullity of marriage, restitution
of conjugal rights, judicial sepa-
ration, dissolution of marriage; a
suit or proceeding for a declaration
as to the validity of a marriage or
as to the matrimonial status of
any person; a suit or proceeding
between the parties to a marriage
with respect to the property of the
parties or of either of them; a suit or
proceeding for an order or injunc-
tion in circumstance arising out
of a marital relationship; a suit or
proceeding for a declaration as to
the legitimacy of any person; a suit
or proceeding for maintenance; a
suit or proceeding in relation to the
guardianship of the person or the
custody of, or access to, any minor.
A Family Court shall also exercise
the jurisdiction exercisable by a
Magistrate of the first class with
regard to maintenance of wife, chil-
dren and parents.
Is there any duty of a Family Court
to make efforts for settlement?
A Family Court has to assist and
persuade the parties in arriving at a
settlement in respect of the subject-
matter of the suit or proceeding. If
it appears to the Family Court that
there is a reasonable possibility of
a settlement between the parties,
the Family Court may adjourn the

Durga Prasad v. UOI II, (1998) DMC
45, it was observed that a duty is
cast on the Family Court to make an
endeavour to assist and persuade the
parties in arriving at a settlement
in respect of the subject matter of
the suit or proceedings and should

reasonable possibility of settlement
between the parties, the proceedings
have to be adjourned for a reasonable
period to enable the parties to effect
such settlement. In Anu Bhandari
v. Pradip Bhandari, (2018) 6 SCC
389, the Supreme Court observed
that under Section 9 of the Family
Courts Act, 1984, the court has a
duty to make an endeavour to assist
and persuade the parties in arriv-
ing at a settlement. Unlike many
other legislations, the legislature
has cast a duty on the court in that
regard. The jurisdiction is not just
to decide a dispute, on the contrary,
the court also has to involve itself in
the process of conciliation/media-
tion between the parties for assisting
them not only to settle the disputes
but also to secure speedy settlement
of disputes. Such timely interven-
tion of the court will not only resolve
the disputes and settle the parties
peacefully but also prevent sporadic
litigations between the parties.
Are the proceedings under the Act
held in camera (in private)?
Under the Act, the proceedings,
in a Family Court, may be held
in camera if the Court so desires
and shall be held if either party so
desires.
When is the assistance of medical
and welfare experts required?
It shall be open to a Family Court
to secure the services of a medical
expert including a person profes-
sionally engaged in promoting the
welfare of the family for the pur-
poses of assisting the Family Court
in discharging the functions.
What should the judgment of a
Family Court contain?
The judgment of a Family Court
must contain a concise statement
of the case, the point for determi-
nation, the decision and the rea-
sons for such decision. A decree
or an order passed by a Family
and effect as a decree or order of a
civil court and an order passed by
a Family Court under the Code of

Therefore, more family courts
must be set up throughout the
country for proper implementa-
tion of the Family Courts Act,
1984, with a view to promote con-
ciliation and secure speedy settle-
ment of disputes relating to family
affairs and marriage. Counselling
and conciliation are the two pillars
on which the whole structure of
family courts is built which must
be kept in mind by the Judges of
the Family Courts at all times.
Proper training of the personnel
of the family court system is also
the need of the hour for the effec-
tive implementation of the Family
Courts Act. Disputes in a family
need to be viewed from the social
rather than legal perspective and
family courts have a sacrosanct
duty to settle such disputes effec-
tively and promptly.

A call for inclusive democracy Gender disparity in Jammu and Kashmir’s

In the realm of democracy, the repre-
sentation of women in political pro-
cesses stands as a crucial indicator of
societal progress towards gender equal-
ity. However, despite concerted efforts
to enhance women’s participation in
elections, the ongoing 2024 Lok Sabha
elections in Jammu and Kashmir
reveal a glaring gender gap in politi-
cal representation. With only eight out
of 148 parliamentary candidates who
filled nominations being women, con-
stituting less than 6% of the total, this
disparity raises pertinent questions
about the state of women’s inclusion
in the political landscape.
J&K, comprising five parliamenta-
ry constituencies – Anantnag:Rajouri,
Srinagar, Baramulla, Udhampur, and
Jammu - reflects a disheartening reali-
ty wherein women remain significant-
ly underrepresented in the electoral
arena. While the voting percentage
of women in J&K is nearly equal to
that of men, accounting for 49% of the
total electorate, the dearth of female
candidates is striking. This incongru-
ity underscores a systemic issue that
transcends mere voter turnout and
delves into the structural barriers hin-
dering women’s candidature.
One of the primary concerns lies in
the failure of major political parties to
nominate women candidates in J&K,
except for the nomination of former CM
Mehbooba Mufti by her own party PDP
(Peoples Democratic Party). Despite
the Indian government’s purported
commitment to fostering women’s
political empowerment, the absence
of female nominees from mainstream
parties highlights a disconcerting
trend. The sidelining of women candi-
dates not only reflects a disregard for
gender inclusivity but also perpetuates
entrenched patriarchal norms within
political establishments. Several fac-
tors contribute to the dismal repre-
sentation of women in the ongoing
Lok Sabha elections in J&K. First and
foremost is the prevalence of deeply
entrenched patriarchal attitudes that
undermine women’s agency in politi-
cal spheres. Societal expectations and
cultural norms often dissuade women
from actively participating in politics,
relegating them to peripheral roles
within party structures.
Furthermore, structural barriers
such as lack of access to resources,
limited educational opportunities, and
entrenched gender biases within polit-
ical parties pose formidable challeng-
es for aspiring women candidates. The
absence of robust affirmative action
policies and institutional mechanisms
to promote women’s candidacy exacer-
bates these challenges, perpetuating a
vicious cycle of underrepresentation.
Addressing the gender gap in
political representation necessitates
multifaceted interventions aimed at
dismantling systemic barriers and fos-

tering an inclusive political culture.
Firstly, political parties must demon-
strate a genuine commitment to gender
parity by adopting proactive measures
to encourage women’s participation
in candidate selection processes. This
entails implementing quota systems,
providing training and mentorship pro-
grams for aspiring female leaders, and
fostering a conducive environment that
values diversity and inclusivity. More-
over, grassroots initiatives aimed at

and leadership skills are imperative for
nurturing a pipeline of women leaders.
Empowering women at the grassroots
level through capacity-building pro-
grams, civic education, and community
mobilization efforts can amplify their
voices and catalyze meaningful change
in political representation.
Additionally, there is a press-
ing need for legislative reforms to
address structural inequalities and
enhance women’s access to political
decision-making processes. Enacting
legislation mandating a minimum
threshold for women’s representa-
tion in elected bodies and instituting
electoral reforms that promote gen-
der-sensitive practices can serve as
pivotal steps towards achieving sub-
stantive gender equality in politics.
One of the reasons behind the gender
disparity in J&K could be education-
al backwardness. While the popula-
tion ratio in J&K shows a relatively
small gap between males (53.94%) and
females (46.89%), there is a significant
disparity in literacy rates, with male
literacy at 78.26% and female literacy
at 58.01%. This gap, particularly pro-
nounced between urban and rural
areas, where the urban literacy rate
is 68.75% and the rural literacy rate is
53.61%, highlights a lack of awareness
and access to political processes, espe-
cially among women in rural areas.
In response to such challenges, the
Indian Parliament passed the Women
Reservation Bill 2023 on September
21, 2023, to provide 33% political res-
ervation to women in Lok Sabha and
assemblies in India. However, the
implementation of this bill is still
pending. It remains to be seen how
this bill will challenge local, regional,
and national parties in J&K to adjust
women political workers in their own
party system. Additionally, it raises
questions about how women will seize
this opportunity to align themselves
with regional political processes.
In conclusion, the sparse represen-
tation of women in the ongoing Lok
Sabha elections in Jammu and Kash-
mir underscores the urgent need for
concerted action to bridge the gender
gap in political participation. While
the challenges are formidable, they
are not insurmountable. By address-
ing entrenched patriarchal attitudes,
implementing affirmative action
measures, and fostering a support-
ive ecosystem for women’s political
engagement, we can pave the way for
a more inclusive and representative
democracy in JK UT and beyond.

India, Oman to jointly

undertake research on sharks
and rays in Arabian Sea

A joint initiative between
India and Oman to boost
research and conservation of
sharks and rays in the Arabi-
an Sea will be launched at an
upcoming workshop at ICAR-
Central Marine Fisheries
Research Institute (CMFRI),
it was announced on Friday.
Experts from both coun-
tries will take part in the
workshop which is expected
to take place shortly, here,
which will take up the collab-
orative research works and
capacity building in elasmo-
branch research.

Gopalakrishnan said the
upcoming workshop is a joint
venture between the CMFRI
and the Marine Science and
Fisheries Centre of Oman's
Directorate General of Fish-
eries Research as part of a
research linkage between the
two countries.
"The workshop will lay the
foundation for a collaborative
future in marine research
between the two countries
and open avenues for regional
management and conserva-
tion of iconic resources such
as sharks and rays in the Ara-
bian Sea," he said.
"We hope that the collabo-
ration will extend further to
other important resources
such as tunas, as well as
other areas in marine fisher-
ies research, including mari-
culture and biotechnology,"
he added.
The CMFRI is the national
marine scientific author-
ity for CITES (Convention on
International Trade in Endan-
gered Species of Wild Fauna
and Flora).
The institute has been
running a dedicated research
programme on sharks and
rays in Indian waters for
over a decade, leading to the
development of policy adviso-
ries, conservation plans and
species-specific databases on
several shark and ray species
of the Indian EEZ.
During the workshop, par-
ticipants from both countries
will share their knowledge
and experience of working
with sharks and rays in their
respective regions.
The research team from
Oman will be headed by Dr
Khalfan Al Rashdi, Director
of the Aquaculture Centre,
Directorate General of Fish-
eries Research, and also the
leader of the Rays Project of
Oman.
The Indian research team
will be headed by Dr Shoba
Joe Kizhakudan, Head of the
Finfish Fisheries Division
and Principal Investigator of
CMFRI’s national project on
elasmobranch.
The workshop is coordinat-
ed by the India-Shark &
Ray Lab of the Finfish Fisher-
ies Division of the CMFRI.

As the polling dates are
drawing nearer, the Kash-
miri Pandit (KP) migrants
at Jagti camp are gearing
up to exercise their right
of franchise, rejuvenating
hopes for an improved voter-
turnout.
The decision of the Elec-
tion Commission of India
(ECI) to scrap the cumber-
some procedure of filling
Form-M, in particular, has
enthused them.
“There was a perception
that KP migrants usually
showed apathy towards this
democratic exercise. Poor
voter turnout would often
be described as a result of
this apathy. To some extent,
this may be true as well.
However, the majority of
KP migrants never showed
indifference to the election
process. But the cumber-
some process definitely
discouraged them and that
would explain the reason
behind many skipping their
vital right,” Piarey Lal Pan-
dita states.
Moti Lal Padroo, endors-
ing his views, asserts, “This
had been our major concern.
Obviously, ECI’s decision
has stirred up youth and
elders alike. There may be
some other good reasons as
well. Nevertheless, they are
keen to participate whole-
heartedly in the voting pro-
cess this time.”
Responding positively to
the demand of the migrant
community, the ECI on April
12 had announced to abolish
the cumbersome procedure
of filling Form-M for the
displaced people from valley
who are residing in Jammu
and Udhampur.
Additionally, for the
migrants residing outside
Jammu and Udhampur
(who will continue to submit
Form M), ECI had autho-
rized the self-attestation
of the certificate appended
with Form-M, thus remov-
ing the hassle of getting this
certificate attested by the
Gazetted Officer.
“Enthusiasm is palpable
among the migrants, who
are registered voters of
three parliamentary con-
stituencies of Kashmir
(Srinagar, Baramulla and
Anantnag-Rajouri), coming
to us for enquiries, though
we are political activists and
not the officials concerned.
We provide them with req-
uisite information and try
to guide them to approach
the concerned authorities,”
Padroo says.
“We hope that this keen-
ness will find a reflection
on the polling days as well.
Voters for Srinagar par-
liamentary constituency,
which is going to polls on
May 13, are all set to exer-
cise their right, indicating
the possibility of a good
voter turnout. For political
parties, it is important that
their supporters reach poll-
ing booths to cast votes so
all efforts are focussed on
motivating them,” Pandita
too echoes Padroo’s view-
point.
The Commission has set
up 22 special polling stations
at all the migrants’ zones
in Jammu and Udhampur.
There will be 21 polling sta-
tions in Jammu, including
four set up at Jagti camp and
one in Udhampur. Besides,
four special polling stations
have been set up in Delhi. In
Jammu, two auxiliary poll-
ing stations too have been
set up.
“One may vote for any
party yet the vote should
not be wasted. We’ll cast our
votes and we’re motivating
other inmates also to exer-
cise their right of franchise
on the due date,” Anjali

The ED's probe into the alleged
money laundering activities of
Kejriwal is based on a case reg-
istered by the Central Bureau of
Investigation (CBI) in 2022, fol-
lowing a complaint filed by Delhi
Lieutenant Governor VK Saxena.
It is alleged that Kejriwal, along
with other AAP leaders, conspired
liquor vendors.
