Brief Chronology:
1) Following the sealing of public access to the docket of Katzav v State of Israel
in early August 2011, request was filed for access to the Sealing Order.
2) The Supreme Court denied the request, stating that no such thing as Sealing
Order existed.
3) Therefore, a clarification was filed, defining Sealing Order as any court
record, which provided the legal foundation for the sealing of the docket of
Katzav v State of Israel in the online public access system.
4) The attached September 21, 2011 Decision again denied access, stating that the
Supreme Court could not figure out the request.

Upon review of the matter as a whole, a reasonable person is likely to conclude:
1) It is likely that no court record exists to provide the legal foundation for the
sealing of the docket of Katzav v State of Israel in the online public access
system.
2) Following the implementation of the electronic record systems, the Supreme
Court seals public access to the records in an arbitrary and capricious manner.
