MINOR IRRIGATION CENSUS

“Rationalization of Minor Irrigation Statistics (RMIS) a sub-scheme


under the Centrally Sponsored Scheme ‘Irrigation Census’ is to conduct
Census of Minor Irrigation structures in the country on quinquennial basis.
The GoI will provide 100% Central Assistance to the States under RIMS.
Five Censuses have been completed so far with reference years 1986-87,
1993-94, 2000-2001, 2006-07 and 2013-14 respectively.

Objectives:

• Minor Irrigation Census is being taken up to build sound and reliable


database on the minor irrigation sector.
• The data will be used for estimating the availability of Ground Water
and formulation of realistic plan for Water Resources development.

6th Minor Irrigation Census & Census of Water Bodies:

The 6th MIC with reference year 2017-18 is taken up to build sound
and reliable database on the minor irrigation sector. The scope of Irrigation
Census has been expanded to include Census of Water Bodies also with
100% Central Assistance.

Methodology:

• The 6th MI Census will be conducted in a traditional methodology i.e.


canvass paper based schedules for capturing the village level data
and the MI scheme data from the rural areas.
• For the census of Water bodies, schedules of water bodies will be
canvassed both for rural and urban areas. A smart phone to
capture the latitude, longitude and photograph of water
bodies, shall be used in the Census of Water Bodies.
• The MI Census data would be collected through canvassing different
enumeration schedules for the village and MI schemes.
• The Village Revenue Officers, Village Revenue Assistants are the
enumerators. The officials of Revenue, Panchayat Raj, Minor
Irrigation, Economics and Statistics are the supervisors.
• Water Bodies schedules will be canvassed by the same enumerators.
• The State Government has directed to conduct the censuses through
In-house software – tab/ mobile app to make use of the data on
real time basis for taking policy decisions.
• All schedules of the censuses are canvassed through the tab/mobile
app.
• Photograph along with lat-longs of water bodies are captured in the
Census of Water Bodies.
• Lat-long of ground water sources are also captured in the MI census.
• The app has been developed with provision to upload the canvassed
data automatically in the NIC software structure.
• All the table scrutiny checks are incorporated in the app as per
instructions of GoI.
• As per operational guidelines of 6th MIC & CWB, supervisory module
for immediate supervisor/Mandal/District level has incorporated in the
portal.

Minor Irrigation Census


▪ Village Schedule (one schedule for each revenue village)
▪ Ground Water scheme schedule (one schedule for each scheme viz.,
dug well, shallow tube well, medium tube well and deep tube well)
▪ Surface Water scheme schedule (one schedule for each surface or
surface lift irrigation scheme viz., minor irrigation tank, percolation
tank and lift irrigation scheme for irrigation purpose only)

Census of Water Bodies


▪ Urban Schedule (one schedule for each town / municipality)
▪ Water Body schedule (one schedule for each water body both in rural
and urban areas)
