James J Moore, AIC, MBA, ChFC,#

James founded a workers' compensation consulting firm, J&L Risk Management Consultants, nc. in
1996. James has over 25 years of experience in insurance claims and underwriting, specializing in
workers' compensation. He has adjusted, supervised, and managed the administration of workers'
compensation claims in over 40 different states. He has reviewed over 500 NCC or rating bureau
reports for proper Experience Modification Factors and the resulting premiums.


His work experience includes being the Director of Risk Management for the North Carolina School
Boards Association. He created a very successful workers' compensation Rehabilitation Unit for
school personnel in North Carolina.


James' educational background, which centered on computer technology, culminated in earning a
Masters of Business Administration (MBA); an Associates in Claims designation (AC); and an
Associates in Risk Management designation (ARM). He is a Chartered Financial Consultant (ChFC)
and a licensed financial advisor. The North Carolina Department of nsurance has certified him as an
insurance instructor. J&L is also listed in AM Best's Preferred Providers Directory for nsurance
Experts Workers Compensation for the last four years.


He is affiliated with a number of civic, business, and insurance/risk management organizations and
associations. James is on the Board of Directors and is Treasurer of the Mid-State Safety Council for
the North Carolina ndustrial Commission. He has published a manual on claim reserving and
premium calculations, three different claims processing manuals, and has written and has been
quoted in numerous articles on workers' compensation costs.


His last three expert witness cases are:

O Figueroa vs. Fleet Global Services Case included bad faith on workers' compensation in
ndiana. Analyzed file, published risk report and provided deposition. File settled for 20% of
reserve levels to close all outstanding cases.

O White vs. TRANSCO (Cayman slands) Workers' compensation and disability claim for a
captive insurance program in South Carolina. Case included a bad faith action. Gave
deposition on file not being a Workers Compensation claim, attended subsequent mediation.
File was settled at mediation that closed all cases.

O Kalip vs. TRANSCO (Cayman slands) Workers' compensation and disability claim for a
captive insurance program in Georgia. Analyzed risk on file. Recently published report on
future file handling along with recommendations for proper reserve levels, mediations, and/or
depositions. Preparing for upcoming mediations and/or depositions.
