Some Important Points
1. Morley-Minto Reforms
• The Indian Council Act, 1909 is also called Morley-Minto Reforms. This act was named
after Morley, the secretary of state, and Minto, the viceroy at that time.
• It presented communal representation to Muslims in assemblies. According to this act, Muslims
members were to be elected only by Muslim electorates. Not by general electorates in Council.

• Separate electorate was given by the act of 1909 and it was the best example to execute ‘divide
and rule’ policy.
