ACTIVITY DESIGN

I. RATIONALE

The Katarungang Pambarangay or Barangay Justice System is a community-


based dispute settlement mechanism administered by the basic political unit of our
society, the barangay. As a community-based mechanism for dispute resolution, it
covers dispute between members of the same community and involves the Punong
Barangay and other members of the Lupon as intermediaries.

The establishment and operation of the Barangay Justice System is mandated by


Republic Act No, 7160. Prior to this law, the establishment of the Barangay Justice
System has been covered by various laws such as Presidential Decree 1508 in 1978 and
Batas Pambansa Bilang 337.

The Barangay Justice System provides a friendly, inexpensive and speedy forum
for the settlement of disputes where parties can freely explore options for amicably
resolving their dispute without resorting to the court.

The Katarungang Pambarangay or Barangay Justice System is also envisioned


to complement the court in administering justice. It also maximizes the use of time-
honored and practices of communities in settling disputes through the Punong Barangay
and the Lupon Members who are appointed from the respected members of the
community.

Considering the workload of the Punong Barangay as the chief executive of the
barangay and lead actor of the Katarungang Pambarangay, the Boston Peace and Order
Council recognizes the performance and contribution of the Punong Barangay and the
Lupon Members in settling barangay disputes.

Cognizant of the noble objectives as an alternative mode for dispute resolution,


the Department of the Interior and Local Government thru Sec. 406 (b) of Local
Government Code of 1991, Memorandum Circular No. 2008-102 dated June 17, 2008
and Memorandum Circular No. 2016-058 dated April 29, 2016 established the Lupon
Tagapamayapa incentive Award (LTIA) to give recognition to all barangays nationwide
for their exemplary performance in settling barangay disputes, hence this design.
II. OBJECTIVE

General Objective
The activity aims to grant economic benefits and other incentives to Lupon
Tagapamayapa for their exemplary performance in settling disputes within the
community.

Specific Objectives
The activity is geared at achieving the following objectives:

1. Strengthen the Katarungang Pambarangay as indigenous conflict resolution


structure at the grassroots of the Municipality of Boston.
2. Give recognition to the Lupon Tagapamayapa in the promotion of the
Katarungang Pambarangay as indigenous mediation structure at the barangay.
3. Generate greater awareness and support from various sector of the society as a
potent vehicle toward social order and human development.

III. METHODOLOGY

In order to attain the objectives of the activity, lecture discussions with the aid of
power point presentation and open forum to address concerns and issues shall be
utilized.

IV. BUDGETARY REQUIREMENTS

Catering Services 1 meal and 2 snacks for 93pax


(750.00 x 93pax) Php 69, 750.00

V. SOURCE OF FUND

Operationalization of Lupong Tagapamayapa Php 100,000.00
