the concept of Parliamentary Democracy, which
forms the basis of the government administration
in Malaysia, the Federal Constitution (the supreme
law of the nation) underlines the distribution of
governing powers among the Executive, Judicial
and Legislative Authorities. The Executive branch
is headed by the Prime Minister, Honourable Datuk
Seri Abdullah bin Ahmad Badawi.
Parliamentary general elections are held every fve
years to elect the members of Parliament or the
peoples representatives.
Supreme Head cf State
In this system of constitutional monarchy The Yang
di-Pertuan Agong is the King or Supreme Head of
State as provided by the Constitution. The King
performs his offcial duties with the advice of the
Prime Minister and his Cabinet as provided for by
the Constitutions.
His Majesty also holds the position of the Islamic
Religious Head for the States of Penang, Malacca,
Sabah, Sarawak, and the Federal Territories. As
Malaysias Supreme Head of State, the King is also
the Supreme Commander of the Malaysian Armed
Forces. His Majesty, The Yang di-Pertuan Agong,
is elected out of nine hereditary rulers (or Sultans)
every fve years by the Conference of Rulers.
Malaysia is the only country in the world to have a
rotating system of Kings.

Land Area
Malaysia consists of two areas of mainland,
separated by the South China Sea, namely West
Malaysia (or more popularly known as Peninsular
Malaysia) and East Malaysia. The country has a
total land area of 329,758 square km made up of
thirteen states and three Federal Territories of Kuala
Lumpur (the capital), Putrajaya and Labuan.

Malaysia is situated in South eastern Asia,
between 2 and 7 degrees north of the Equator. To
the north of Peninsular Malaysia is Thailand while to
the south is Singapore.
Gcvernment
Malaysia practices a system of government based
on parliamentary democracy with a constitutional
monarchy at the federal and state levels. At the
federal level, the Yang Di-Pertuan Agong is the
Head of the State and the Federal Government is
governed by the Prime Minister and his Cabinet
of Ministers who report to the Parliament which
comprises two houses, namely a house of
Representatives and a Senate.
At the state level, the head (Ruler) of State is
either the Sultan, Raja or Yang di-Pertuan Besar,
while Yang di-Pertuan Negeri is the head of the

Dubbed as Mini Asia, Malaysia is a multiracial and
multi-ethnic country where the majorities are the
Malays, Chinese and Indians. In addition, there
are some 29 ethnic groups including the majority
groups of Dayaks in Sarawak and Kadazans in
Sabah. It is estimated that 66.2% of the population
are made up of Malays, Malay-related and aboriginal
people; 25.1% are Chinese; while Indians make up
7.4% and another 1.3% comprises other races.
Language
Bahasa Melayu is the national language, although
English is widely used and spoken. The Mandarin
language and Chinese dialects, particularly
Cantonese and Hokkien, as well as Indian dialects
like Tamil and Hindi are common among the Chinese
and Indian communities respectively.

Islam is the offcial religion of the nation. However,
the Malaysian Constitution guarantees freedom of
worship and as such, Christianity, Hinduism and
Buddhism make up the other primary religions
embraced by the Malaysian society.
Currency & Exchange Rate
All transactions in Malaysia are carried out using the
offcial currency of Ringgit (RM), which is in the form
of notes, in the denominations of RM 1, RM 2,
RM 5, RM 10, RM 50 and RM 100, and Sen, which
is in the form of coins that include 1 sen, 5 sen,
10 sen, 20 sen and 50 sen. As at 16th of August
2006, the exchange rate is US$ 1 = RM 3.71 and
all major currencies can be exchanged for the
Ringgit.

The standard Malaysian time is 8 hours ahead of
the GMT time and 16 hours ahead of the US Pacifc
Standard time.

Malaysia has a pleasant tropical climate and is
generally warm all the year round with temperatures
ranging from 21C to 32C. The general weather is
humid with annual rainfall varying from
2,000mm to 2,500mm.
Trade and Eccncmy
Malaysia is today the leading producer and exporter
of manufactured products such as semiconductors,
audio-visual products, electrical & electronics
goods, palm oil-based products, timber-based
products and rubber-dipped products in the world.
Malaysia also stands out as one of the largest
producers of palm oil, natural rubber, tin, timber,
cocoa beans, pepper and liquefed natural gas in
the world.
Malaysia is ranked the 26th most competitive
economy in the world according to the Global
Competitive Report 2006-2007, released by the
World Economic Forum. In the recently released
World Bank report entitled Doing Business
2007, Malaysia emerged as the 25th most
business-friendly nation in the world out of the 175
economies surveyed.
The Globalisation Index 2006 undertaken by the
US-based Foreign Policy Magazine and A.T.Kearney
has ranked Malaysia as the worlds 19th most
globalised country. Kuala Lumpur city is being
rated the least expensive city in the world on food,
electronic goods, clothes, public transport, hotel
rates and entertainment for Western visitors, in a
recent surveyed on 71 cities worldwide by Swiss
banking giant, UBS.
The per capita GNP for the year 2005 is
RM 18,891 (US$ 5,105) and is projected to exceed
RM 20,000 by year 2007.

International students fnd Malaysia an attractive option for higher studies because of the relatively low cost
of living. The total cost of expenditure for accommodation, either on campus or off-campus, is reasonable
and within most budgets. Depending on the location and type of accommodation, the average monthly rental
for a single room (twin sharing) per student is between RM 250 to RM 450 (USD 68 USD 122). Other
expenses such as food, transportation, laundry and other essentials, based on an ordinary lifestyle, are
estimated between RM 600 to RM 700 (USD 162 USD 189) per month.
Therefore, the total cost of living ranges from about RM 11,000 RM 14,000 (USD 2,973 USD 3,784)
per year.

1. The student submits his/her application form and relevant documents to the intended tuition provider who
must possess offcial approval from the Ministry of Home Affairs to recruit international students. *
2. The students application is accepted by the intended tuition provider who will then help to apply for his/
her student pass at the Malaysian Immigration Department in Malaysia. **
3. Upon acceptance, the Malaysian Immigration Department will release a letter of approval for the student
pass to the tuition provider, which will then be given to the student.
4. Before leaving his/her country for Malaysia, the student needs to inform the tuition provider on his/her
port of entry (airport), fight number, arrival date and time.
5. Upon arrival, the student will be met by representatives from the tuition provider at the check-point and an
entry visa will be issued.
6. Within 2 weeks of the students arrival, the tuition provider will submit his/her passport to the Immigration
Department to affx the Student Pass Sticker.
* It is important to note that international students are only allowed to study with tuition providers approved by the
Malaysian Ministry of Higher Education and the Ministry of Home Affairs.
** Students from the Peoples Republic of China (PRC) are required to obtain their entry visas from the Malaysian
Embassy in Beijing, Guangzhou or Shanghai prior to the entry into Malaysia.

Immigration procedures to enter Malaysia to study
are simple and hassle-free. The requirements of the
Immigration Department for international students
are as follows:-
Ccnd|t|cns tc qua||fy as a student:
a) The student has been accepted for a full-time
course of study at a public or private
educational institution of higher learning.
b) The student has the fnancial means to meet the
course fees as well as living/travel expenses.
c) The student possesses good health and
character.
d) The students intention to seek entry is solely for
study purposes.

All applications for student passes by international
students are done through Malaysian educational
institutions. The processing approval and issuance
of student passes and visas are done by the
Immigration Department in Malaysia except for
students from China, who will get their visas from
the Embassy of Malaysia or the Council of Malaysia
in China.
Fam||y members tc stay w|th students
Certain family members are allowed to stay on Visit
(Social) Passes during the entire duration of the
students study in Malaysia with approval from the
Immigration Department. They are:
1. Parents of the student;
2. Spouses, children and parents of students from
the Middle East; and
3. Spouses and children (immediate family) of a
postgraduate student.

All international students are allowed to work
part-time with effect from 15 February 2005. A
student is only allowed to work for a maximum of
twenty hours per week during the semester breaks
or holidays of more than seven days, as long as
his or her student pass remains valid, at places of
employment such as restaurants, petrol kiosks, mini
markets and hotels.
Applications to work part-time must be made
through the educational institution in which the
student is studying and he/she needs to be present
during submission at the Immigration Department.

a) The student has to submit an application form to study together with relevant documents to the intended
educational institution (Please refer to page 19-21 on which educational institutions to choose).
b) Once the students application is accepted by the educational institution, the latter will assist the student
in applying for his/her student pass at the Malaysian Immigration Department before the students
intended departure to Malaysia. All applications, processing, approval and issuance of the student
passes and visas for prospective international students are processed in Malaysia except for students
from The Peoples Republic of China (PRC). PRC nationals are required to obtain their entry visas from
the Malaysian Embassy in Beijing, Guangzhou or Shanghai before entering Malaysia.
c) Once a letter of approval for the student pass is released by the Malaysian Immigration Department,
it will be sent to the students intended educational institution, which has offered him/her a seat to study.
The educational institution will in turn send out the letter to the student while he/she remains in his/her
home country.
d) Before leaving his/her home country, the student must inform the intended educational institution of
his/her port of entry (airport), fight number arrival date and time.
e) Once the student has arrived at the Malaysian airport, he/she will show the student pass approval letter
at the immigration checkpoint. Here, a special pass valid for 14 days will be issued to refer the student
to the respective State Immigration Department for the issuance of the student pass. An entry visa
- except for PRC nationals - will also be issued then. Representatives from the educational institutions
will also be at the checkpoint to receive the students and transfer them to the educational institutions to
report their attendance.
f) Within 2 weeks of the students arrival, the educational institution is required to submit the students
passport to the State immigration Department to enable the student pass to be affxed on the passport.
Please check with the State Immigration Department for the fees with regards to student passes and
visas and renewals for both. Please refer to the respective educational institutions with regards to types
of documents and personal bond rates for application of student passes.

You can consult friends or family members who have lived or are currently staying in Malaysia, to fnd out
more about issues such as the cost of living, where to stay and how to make the best of your stay here
in Malaysia. Dont forget to fnd out what jobs are available to supplement your income.
Applications to work part-time must be made through the educational institution in which you are
studying. You need to be present during submission at the Immigration Department.
Based on your expected earnings, you can draw up a practical budget that will meet your needs.

Inform your tuition providers about your arrival at least 7 days before your departure, including fight and
airport details. Note down the name and contact details of your tuition providers representatives who
will be meeting you at the airport. You need to be accompanied by the representative before you are
allowed to check out through the Immigration.

Contact the Immigration department to sort out your student pass. For details, please refer to page 27.

Malaysias climate is warm and humid throughout the year. Light cottons and casual clothing are highly
recommended. A good option is to pack light and buy extra clothes in Malaysia. Since the prices are
highly reasonable and the choice is wide, you will be spoilt for choice at the various shopping malls and
fashion outlets.

Browse the Internet and invest in a few cultural and travel guides to fnd out more about Malaysian
culture and lifestyles. You can also browse your tuition providers website to fnd out more about student
life on campus and what extra-curricular activities are available.

You need to have some cash (in Malaysian ringgit or USD) before leaving for Malaysia. Do visit a bank or
moneychanger to convert your currency into ringgit so that you have suffcient cash upon your arrival.
Do not bring excessive cash. Confrm the maximum amount that you are allowed to bring out from your
country with your travel agency or the Immigration authorities. For safety and security, it is advisable to
carry international credit cards or travelers cheques for easy replacement in case of theft.

Malaysia is a haven for adventurous food-lovers. The cultural melting pot means that Malay, Chinese
and Indian dishes and fusion food are easily and cheaply available everywhere. International cuisines such
as Middle Eastern and Thai abound. Likewise, fast-food restaurants and western food can be found
virtually anywhere in the country.
