E ducation has a wide base and there


are a large number of subjects to
choose from. When it comes to higher
education or area of study at higher level,
your choice becomes more significant .In
most of the cases this choice determines
the career avenues or vocations open to
you. Few educational qualifications are of
general nature which make you eligible for
large number of positions, but since there
are more candidates with such general
qualifications, competition is also tough.
On the other side there are specialised
qualifications, which in a way narrow your
choices of a career path but since such
qualifications are not possessed by too
many people, competition is also less.
However choosing a general or
specialised course should be based on
the interest and aptitude of a person. For
example if your interest lies in studying
human behaviour, psychology would be a
better choice than studying physics.
Students looking for a job oriented
professional course may consider
enrolling for a Chartered Accountancy
course provided they feel comfortable with
numbers and calculations. Chartered
accountancy, though specialised, is a
popular course in general and commerce
students, in particular. Earlier this course
used to be preferred more by students
living in metros and big cities, but now
small town students are also taking up this
course and finding value in it.
Institute of Chartered Accountants of
India (ICAI), set up by an Act of Parliament
is the regulating and administering body
for the chartered accountancy course in
our country. The institute was established
in 1949 with its headquarter at New Delhi.
At present the institute has its regional
offices at Chennai, Kolkata, Kanpur and
Mumbai and branch offices in many more
cities.
Educational requirements
Educational requirements have been
made flexible for the chartered
accountancy course. If you decide early,
you may join it along your 10+2
course.Maximum number of students
choose this option. However the course
may also be taken up after graduation or
post-graduation also. Both entry channels
operate differently. The first route is called
Foundation Course Route and the latter
as Direct Entry Route.More details can be
found below.
Foundation Course Route: Any
student who is about to appear in 10+2
examination, may enrol for the foundation
course in chartered accountancy. Four
months study period is given to students
to prepare for the foundation course. After
completing the four months' period you
need to appear in foundation course
examination which is conducted twice a
year. If you register by 30th June, you may
take up the examination in the following
November .For those registering in the
second half of the year, i.e. by 31st
December the examination may be taken
up in May of the following year. After
passing this foundation examination,
successful candidates may join the
intermediate course. A four weeks
integrated course on information
technology and soft skills called ICITSS is
required to be taken by such joinees. After
eight months of study candidates may
start taking the intermediate examination.
This intermediate examination has two
groups. After passing the first group or

T he North Eastern region of India


comprises of the states of Arunachal
Pradesh, Assam, Manipur, Meghalaya,
Mizoram, Nagaland, Sikkim and Tripura.
The unique and vibrant North East region
of India is well known for its mosaic of
variegated rich cultural heritage and food
diversity.This region is unique in terms of
both geography and cultural diversity as it
provides one with a glimpse of South East
Asia, all within a space of 262,230 Square
Km. More than 50 million people reside in
the eight North Eastern states in different
concentrations where Assam is having
highest population followed by Tripura and
Meghalaya. The population groups of NE
states live in valleys, hills, plains,
comprising distinct rural and urban
population. The indigenous people belong
mainly to the Mongoloid and Tibeto-
Burman stock and have preserved their
culture, language and way of life even in
the present century.
North-eastern India has one of the
richest floras in India, where people
depend on shifting cultivation systems and
forest based food products for their
sustainable survival. The region is a
treasure of indigenous knowledge
systems pertaining to agriculture, food,
medicine, and natural resources
management.
The traditional foods consumed by
tribes of North Eastern region are
intimately connected to virtually all
aspects of their socio-cultural, spiritual life
and health. People of this region with very
rich reserve of traditional knowledge owed
to their livelihood in the hilly terrains and
this knowledge of the environment depend
on the forests, plants, and plant products
for food and other purposes. Food plays a
very important role in defining the identity
of one ethnic group from the other. It is
also noteworthy that there is still a very
high demand among the urban-dwelling

both the groups candidate has to
join articleship which is practical
training as part of the course
with a duration of three years.
Those who pass both groups,
intermediate examination and
complete articleship, or have
only 6 months left to complete
the articleship may register for
final examination.
Direct Entry Route: Direct
entry route is open to graduates
or postgraduates in Commerce
with minimum 55% marks.
Graduates or postgraduates in
subjects other than commerce
need to have a minimum of 60%
marks. Such eligible candidates
may register for intermediate
course and follow further
procedure which now becomes
common both for foundation
course route and direct entry
route. In the CA final course all
the students have to
successfully complete four
weeks' advanced integrated
course on information
technology and soft skills After
completion of final examination,
candidates can enrol as a
member of ICAI and are
designated as Chartered
Accountant.
Subjects covered
The chartered accountancy
course is broadly a mix of
accountancy law, taxation and
management.
Foundation course has four
papers viz. Principles and
Practice of Accounting, Business
Laws, Business Correspondence
and Reporting, Business
Mathematics ,Logical Reasoning
and Statistics, Business Economics
and Business/ Commercial
Knowledge.
Syllabus of intermediate
examination, include papers on
Accounting, Corporate Law,
Cost and Management Accounting,
Taxation, Advanced
Accounting, Auditing and
Assurance, Enterprise Information
System and Strategic
Management, Financial
Management and Economics for
Finance.
In the final examination,
candidates have to appear in
eight papers which are Financial
Reporting, Strategic Financial
Management, Advanced
Auditing and Professional
Ethics, Corporate and Economic
Laws, Strategic Cost Management
and Performance
Evaluation, Risk Management,
Financial Services and Capital
Markets, Economic Laws,
International Taxation, Global
Financial Reporting Standards,
Case Studies from different
disciplines, Indirect Tax

Practical/articled training is
intended to develop skills in
applying theoretical knowledge
to practical situations and
provide professional orientation.
Only those entities which fulfil
the requirements prescribed by
ICAI are permitted to train
students. An agreement
between the student and the
training institute has to be
entered in the manner
prescribed by ICAI. For this
training. Students are also
required to be paid stipend by
the training institute, as per
norms prescribed by ICAI. In
many cases the stipend paid is
higher than the minimum
prescribedamount.
The institute conducts events/
lectures/seminars which are
open to be attended by its
students. Students may also get
credit (points) for attending
these. Exposure to such events
with blend of theoretical
education and practical training
equips the students with the
required level of professional
knowledge and skills
simultaneously.
To its successful students ICAI
helps them in placement. ICAI
arranges for campus placement
and otherwise also works as a
link between job seekers and job
providers. The institute has a
good industry connect which
proves beneficial for its students.
Acquiring a CA qualification
requires hard work and
dedication.
Career Choices
Chartered accountants have
varied career choices both in
government and private sector
and also beyond these. They
may choose to take up a
suitable position in business or
industry, join a practising firm of
chartered accountants, set up
their own professional practice
or get associated with capital,
money or forex markets. In a
chartered accountancy or
consulting firm your role may be
as one or more of the following:
Audit Manager: In the role of
audit manager you will be
managing / conducting audit of
your client firms which may be
manufacturing/ trading companies/
banks/insurance companies/
non-banking financial
institutes etc. This is the most
common assignment available to
chartered accountants.
Tax Manager: Every business
organization's financial operations
are subject to tax laws.
Tax managers provide tax
consultancyand tax planning
advice to companies and
individuals.
Financial consultant:
Financial consulting has a larger
domain and encompasses
offering expert advice in
resource mobilization, project
management, mergers and
acquisitions etc.
Systems consultant: As a
system consultant, a chartered
accountant shall be conducting
systems audit, application
testing, and provide security
advisory services.
Other than that a chartered
accountant can choose to work
in organizations undertaking
different types of businesses.

Chartered accountants as
possible employers
Banking Companies: In
government bankschartered
accountants are eligible to join
as specialist officer in the area of
finance. Mostly these officers are
required to work in planning,
finance, or inspection/audit/
compliance department. Banks
are subjected to various kinds of
audit. Some of this is conducted
with in house auditors and for
some external auditors are
engaged for a fee. In banks your
role would be to ensure that
audit and inspection norms are
followed and also to coordinate
with external auditors. You will
also contribute in preparation of
balance sheet, profit and loss
statement and various other
statutory and non-statutory
reports. In private banks (which
also include foreign banks)
chartered accountants are
appointed in good numbers and
their role is similar to that of in
government banks.
Insurance Companies:
Insurance companies too are
divided in public and private
sector with further bifurcation in
life and non-life sector. Among
public sector insurance
companies the entry level
position for officers is Assistant
Administrative Officer for which
positions are made available in
both generalist and specialist
category. In the Life Insurance
Corporation of India you may
apply for AAO (CA) and in public
sector general insurance
companies for AAO (Accounts).
Private sector insurance
companies may source
candidate from the pool of
successful CA candidates
registered with ICAI and then
make final selection after
conducting their own exercise of
interview, group discussion etc.
There are a large number of life
and non-life insurance companies
operating in the country.
Stock broking firms: In stock
broking firms, chartered
accountants may be appointed
for accounting and compliance
work. They may also get into the
roles of equity researchers and
analysts.
Mutual fund companies: Our
country has a large base of
investors in mutual funds and
there are a number of mutual
fund companies some of which
have foreign partners. In mutual
fund companies also, you have
opportunities to work in finance
and account functions or in
equity research.
Credit rating agencies: The
job of credit rating agencies is to
assign credit rating to financial
offerings like bonds and
debentures and also to
borrowers. These ratings are
crucial in making investment
decisions or considering
requests for loans, as the case
may be. CRISIL, ICRA, CARE
are among the leading rating
agencies in our country. You may
also explore opportunity to work
in rating agencies operating
globally.
Government and Public
sector companies: Various
government and public sector
companies too need the services
of chartered accountants who
are recruited at both entry level
and laterally. Advertisements are
issued for such positions and
you've to keep looking for that.
Examples of such companies
may include Power Finance
Corporation, PTC India Limited,
Oil and Natural Gas
Commission, National Highways
Authority of India etc, State
Industrial Corporations and
Finance corporations also recruit
chartered accountants.
Law Firms: In law firms which
provide legal consultancy to their
clients, many cases to be dealt
relate to financial matters. To
deal with such matters and also
managing the accounts function
of these firms, chartered
accountants may be needed.
Private Sector Companies:
All big private sector companies
belonging to different sectors
have requirements of chartered
accountants for their accounts
and finance department. These
include fast moving consumer
goods companies (FMCGs),
information technology (IT)
companies, automobile manufacturers,
power companies.
These companies may also be
multinationals and corporate
giants.
Regulators: With a
qualification in chartered
accountancy, it is possible to
have an excellent career with
regulators like Securities and
Exchange Board of India (SEBI),
Insurance Regulatory and
Development Authority of India
(IRDAI), Pension Fund
Regulatory and Development
Authority (PFRDA). SEBI
recruits grade 'A' officers almost
every year and CA is an
acceptable qualification for this.
Non-Banking Financial
Companies: There are many
Non-Banking Financial
Companies and the reputed
ones offer good opportunity to
chartered accountants.
Investment Bankers:
Investment bankers work in
different areas of finance.
They're basically financial
intermediaries which work as a
link between users and providers
of capital. They bring together
those who need money (for
establishing/ expanding industry
etc.) with those who have money
to invest (venture capitalists,
NBFCs etc.). Investment
bankers also facilitate mergers
and acquisitions etc. Investment
banking is considered a lucratic
career bur also a highly
demanding one.
Acquiring additional
qualifications
Though the qualification of
chartered accountancy is
considered complete in itself,
there are few additional
qualification that one may
consider to acquire for the
purpose of specialising and/or
strengthening their career. One
of these is a degree in law (LLB).

4. The Period of deputation (including short term contract) including period of Deputation (including short term
contract) in another ex-cadre post held immediately preceding
this appointment in the same or some other organisation or department of the Central Government, shall
ordinarily not to exceed four years. The maximum age limit for
appointment by deputation (including Short Term Contract) shall be not exceeding 56 years as on the closing
date of receipt of applications. The appointment on deputation
shall be governed by DOP&T OM No. 6/8/2009-Estt. (Pay-II) dated 17 Jun 2010 and its subsequent
amendments, if any.
5. For the purpose of appointment on deputation (including short term contract) basis, the service rendered on a
regular basis by an officer prior to 01st January 2006 (the date
from which the revised pay structure based on the 6th Central Pay Commission recommendation has been
extended) shall be deemed to be service rendered in the
corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission exc ept
where there has been merger of more than one pre-revised
scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the
post(s) for which that grade pay or pay scale is the normal
replacement grade without any upgradation.

shall not be eligible for consideration for appointment by promotion.
4. The selected officer will be on deputation initially for a period of one year that could be extended by one more
year. The period of deputation (including Short Term Contract)
including period of deputation in another ex-cadre post held immediately preceding this appointment in the same
or some other organisation/department of the Central
Government, shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation
(including Short Term Contract) shall be not exceeding 56 years
as on the closing date of receipt of applications. The appointment on deputation shall be governed by DOP&T
OM No. 6/8/2009 Estt. (Pay-II) dated 17 Jun 2010 and its
subsequent amendments, if any.
5. For the purpose of appointment on deputation basis, the s ervice rendered on a regular basis by an officer prior
to 01 January 2006 (The date from which the revised pay
structure based on the 6th CPC recommendation has been extended) shall be deemed to be service rendered in
the corresponding grade pay/pay scale based on the
recommendations of the Pay Commission except where there has been merger of more than one pre -revised
scale of pay into one scale with a common grade pay/pay scale,
and where this benefit will extend only for the post(s) for which that grade p ay/pay scale is the normal
replacement grade without any upgradation.

Research Centre Imarat (RCI) is a premier laboratory of Dr APJ Abdul Kalam Missile
Complex, DRDO spearheading R&D in a wide range of Avionics Systems for
diversified defence and aerospace applications.

a. Submission of police verification certificate from their local police station; and
b. Submission of conduct/character certificate from head of previous educational
institute OR from a Group ‘A’ Gazetted officer.
10. Verification of credentials shall be done and in case of any deviation from or nonconformity
with the desired qualification, candidature of the candidate shall be
summarily rejected.
11. Suppression of facts will also lead to disqualification, at any stage of the selection
process or during the training period.
12. Candidates who have already undergone or who are currently undergoing
Apprenticeship under Apprenticeship Act 1961 are not eligible to apply.
13. No TA/DA will be paid to the applicants called for any stage of the selection
process.
14. The apprentices will NOT be provided any hostel accommodation/
quarter/transport by the establishment at any stage of the s election process, and
also during the training period. Also no allowances will be admissible except the
consolidated stipend.
15. Candidates selected for training will not be allowed to withdraw from training
except for reasons which are beyond their control. Before commencement of the
training, the candidates will have to execute a Contract of Apprenticeship. Those
who absent themselves are liable to refund the whole cost of their training as well

16. Offer of apprenticeship does not confer on the candidates, any right for absorption
in DRDO.
17. Any canvassing or personal follow up with an intention of inducting the process of
selection of apprentice by and on behalf of any candidate shall lead to immediate
cancellation of candidature.
18. RCI reserves the right to withdraw/cancel the advertisement if circumstances so
warrant without assigning any reason thereof.

1. FED will be required to drive the Fire Tender as per requirement.
2. FED will be responsible to shift incharge and will be assistant to the Shift Incharge
during the time of any incident & Fire Fighting Duty. Alongwith driving o f Fire
Tender, he will also perform the fire drill & other work given by the Shift Incharge.
3. He will be incharge of Fire Tender and TFP. He will be responsible for repair,
maintenance & cleaning of the vehicle which includes engine parts, Dash -board,
Control Panel, PTO, Fire Pump, etc. He will also perform periodic of check of part
of vehicles.
4. On hearing the Fire alarm or getting information of the Fire, he should depart
along with fire crew within 30 seconds and immediately reach place of incident
and get all the information related to the case/accident.
5. To remain physically fit to perform the duties, he must take part in PT parade/drill.
He should also wear clean uniform while performing the duty.
6. He should have the knowledge of the signals given during the pump operation
and should be alert and follow the signals.

a. Operation of Fire Extinguisher & other primary fire fighting equipments.
b. Classification of the Stores board and complete knowledge of its behavio r.
c. All the paths to reach Fire Point, Static Tank & Hydrant.

of their traditional food habits and lifestyle.
In most of the states of North East, rice
is the staple food. The medium of cooking
is mostly mustard oil by many
communities in this region. They use
different diverse methods of cooking like
Boiling, steaming, roasting, broiling and
frying. Inclusion of nature's bountiful
sources of fresh green vegetables and
fruits make their diet more nutritious
compared to other regions. All across the
states, people are non-vegetarian. The
dietary diversity is prominent in all states
of NE region. Traditional foods comprises
of various health friendly and nutritionally
sound natural components. Different food
processing techniques are used by the
people of North Eastern states which are
proved to be the good practices for
enhancing nutritional quality of the foods.
For example, Poitabhat (fermented rice)
is one of most favourite traditional cuisine
for people from Assam (Assamese
people). Similarly, Jolpaan is another
breakfast cereal where sticky rice, puffed
rice, flake rice etc. are taken along with
milk or curd and jaggery. Traditional
fermented bamboo shoot based foods are
also very famous in Assam. Protein
sources like egg, fish and meat are
abundantly used by the Assamese people
in different forms both fermentation and
drying along with vegetables. They are
main dishes along with rice. Khar, an
alkaline preparation is another unique
form of cuisine in Assam. Assamese Thali
comprises of all types of essential food
groups required for a daily balanced diet.
Similarly, other NE states also have
special dishes which are very nutritious
and unique. Apong or rice beer made
from fermented rice or millet is a popular
beverage in Arunachal Pradesh, as an
alcoholic drink. Rice along with fish, meat
and many green vegetables are common
food in the state. Different varieties of rice
are available. Boiled rice cakes wrapped
in leaves is a famous snack. A lot of wild
herbs and shrubs are also part of the
cuisine. Dried bamboo shoots are used
extensively in cooking.
In Meghalaya, the staple food of the
people is rice with spicy meat and fish
preparations. They rear goats, pigs, fowl,
ducks etc. and relish their meat.The
popular dishes of Khasis and Jaintia are
Jadoh, Ki Kpu, Tung-rymbai, and pickled
bamboo shoots.
Rice is the staple food for almost all
other NE states. Along with rice, variety of
vegetables, greens along with fish and
meat are taken as main dish in their diet.
Variety of rice both glutinous rice (very low
amylose content, and is especially sticky
when cooked) and non-glutinous rice like
hurum ,akhoi, puffed rice, parboiled rice
etc. are regularly eaten by these
communities. Pulses are also commonly
used across North East, though it may not
be as per the Recommended Dietary
Allowances (RDA) for Indian standard in
some aspects. Different legumes both
whole and splits are used by these
people. Pulses are also taken as a
combination with seasonal greens and
herbs like manimuni, matikaduri,
tengeshi, amaranths, dhekia, narasingha
(curry leaves), etc., locally available
vegetables and other vegetables like
yam, colocasia, etc. which make the food
more nutritious. Local fruits like
mangoes, bananas, guava, peach, plums,
litchi, Naga tenga, JamunLeteku, Paniol,
Elephant apple, Amla, etc are readily
available in this area which are rich in
antioxidants. Boiled meat with herbs are
also taken as regular diet by many tribal
community which is very nutritious and
healthy. Most of the population being non
vegetarian, river fish, backward poultry,
duck, pigeon, goat, pork, small fishes
from rivers,beel, ponds etc. are favourite
of most of the population. Oil seeds, nuts
and spices are also available. Though,
the milk consumption is comparatively low
as per RDA, cow's milk and buffalo milk
are commonly taken. Tea is the common
beverage across North East. Traditional
fermented alcoholic beverages are also
common among many communities and
they used to have it as a part of rituals
also. All these are the great example of
dietary diversity seen in this part of India.
Despite having difficult geographic
terrain, gap in regular food supply chain,
these people grow their foods traditionally
using different unique methods like
Jhoom cultivation, shifting cultivation etc.
and fulfil their daily requirements.
Moreover, most of the tribal communities
use organic manures for growing their
foods and they are setting example for
others. For example, Sikkim has
produced about 80,000 metric tonne of
various organic vegetables in 2016-17
and it is the only state which is recognized
as a fully organic state.
Though part of the urban population
grab fast foods and junk foods to meet
their daily requirement as a part of
modern cooking, the traditional foods are
still there as part of regular food habits.

the nutritious balanced diet which can
fulfil both macro and micronutrient
requirement for the body. This might be
one of the reasons for better nutritional
status of women and children in most of
the North Easten states compared to
other Indian states.
Women and Children are the most
vulnerable group as far as health status is
concerned. The under-five mortality rate
is still high in India as compared to other
developing countries. Similarly, Anaemia
among adolescent girls and pregnant
women is also very high. While discussion
about the nutritional status of women and
children, a gloomy picture came into the
mind as per the latest national surveys.
Despite the rapid economic growth, under
nutrition continues to be one of the
gravest challenges India is facing.
According to the National Family Health
Survey (NFHS-4, 2015-16) almost half of
children under five years of age are
chronically malnourished. 36% of children
under five years of age are underweight
for their age and about 21 % of children
younger than five years of age are
wasted. Over 7% of children under five of
age suffer from Severe Acute Malnutrition
(SAM). More than half of the women
(53%) are anaemic. Comparing the
nutritional status of North Eastern states
with national average, it has been seen
that, almost all states showing less
prevalence of the important nutrition
indicators compared to national average.
In Assam, 29.8% of children under-three
years are underweight and 17% under 3
years are wasted according to NFHS-4
which is less than national average. Other
NE states like Manipur are having
underweight only 13.8%, wasting 6.8%
and severe wasting 2.2% as per NFHS-4.
The anaemia among women is 26.4%. In
Mizoram, 12% of children under 3 years
of age are underweight, wasting is 6.1%
and severe wasting is 2.3%. The anaemia
among women reported as 24.8%. The
nutritional status of Meghalaya is also
good compared to national average. The
underweight is 28.9%, wasted children is
15.3% and severe wasting is 6.5%.
Around 56.2% of women are anaemic in
the state. Similarly, in Tripura, 24.1%
children are underweight, 16.8% wasted
and 6.3% are severely wasted. Around
54.5% women are anaemic. Nagaland is
having 16.7% underweight, 11.3%
wasted, 4.2 % severe wasted and 27.9%
of anaemic women. Arunachal Pradesh is
having Underweight 19.4%, wasting
17.3%, severe wasting 8% and anaemia
among women is 43.2%. The nutritional
status of women and children in Sikkim is
also very good. Sikkim is having only
14.2% underweight children, 14.2%
wasted children and 5.9% severe wasted
children. The anaemia among women is
34.9%. These figures are less than the
national average.
The reason behind the better nutritional
status compared to national average and
of many other states, are diet diversity
and better feeding practices, female
literacy rate, minimum or no gender
biasness, reaching the Government
programmes etc. For example, the female
literacy rate is second highest (93.4%) in
Mizoram. Manipur, Meghalaya, Nagaland
and Tripura are having more than 80%
female literacy rate. Assam is having 72%
female literacy and Arunachal Pradesh is
having little less (66%) female literacy
rate. While comparing sex ratios,
Mizoram, Manipur and Meghalaya are
having more than 1000 females against
1000 males. Other NE states are also in a
good rank. The feeding practice for
children among most of the NE states are
good. They used to give non vegetarian
food to the children after six months in
many communities, dietary diversity is
another important point in their diet. The
early initiation of breastfeeding in most of
the NE states are more than 60%.
Exclusive breastfeeding in Assam,
Mizoram, Manipur and Meghalaya are
having more than 60% exclusive
breastfeeding rate. The children receiving
complementary feeding is around 70% in
Mizoram, Manipur and Meghalaya, even it
is 79% in Manipur. Receiving
complementary feeding on time along
with other nutrition interventions play
important role in reducing malnutrition
among children. Due to the higher
population in Assam and Tripura, and
having unreached and difficult areas,
some of the indicators are little less than
compared to other NE states, though they
are less than the national average. Some
of the states are having matrilineal society
where women are the decision makers.
For example, Khasi, among multiple
tribes in the state of Meghalaya, practise
matrilineal descent. This is a unique thing
among some of the communities of North
eastern states which provide more power
to the women and they can take crucial
decisions on food, health and other rights
resulting in positive impact on their life.
There are less food fad, fallacies and
taboos in North Eastern region compared
to other states in the country. Moreover,
Government programmes have also
reached each and every corner, except
few difficult areas. Mid-Day Meal
programme is one of the largest feeding
programme which is successfully
implemented in all NE states. Due to the
successful implementation of many health
and nutrition interventions in this region,
the mortality and morbidity rates have
also reduced significantly compared to
one or two decade before. For example in
just over a decade, Assam has reduced
its Maternal Mortality Ratio (MMR) from
480 to 237 that is a greater than 50%
reduction. The drastic reduction in
Assam's MMR is mostly attributed to an
increase in institutional deliveries, better
access to primary health care s ervices
etc. Tea garden community and other
sections residing in riverine areas are the
most vulnerable population and health
and nutritional status of these sections
are poor compared to other sections.
Government has taken different new
initiatives to address them. Mobile
Medical Units, free diagnostics services,
boat clinics for riverine areas,
programmes for behaviour change,
communication among the community to
have nutritious foods, etc. are some of the
initiatives.
Focusing on the stakeholder
convergence with education, family and
child health, nutrition, employment
generation, women empowerment,
poverty elevation programme of
government etc. are crucial to improve the
health and nutritional status of the most
vulnerable groups of population, i.e.
women and children. Community
ownership, positive deviance, group
identification and involvement in policy
implementation are the key components
for a sustainable solution to address the
issue of malnutrition. The traditional
dietary diversity, food habits in North
Eastern states and their unique way of
healthy traditional practices along with
more respect towards women, very less
gender bias, access to services,
enthusiastic resilience approach are the
fundamental components of better
nutritional status of women and children
compared to many other states and also
to national average.

iGOT-Karmayogi
The platform brings the scale and stateof-
the-art infrastructure to augment the
capacities of over two crore officials in
India. The platform is expected to evolve
into a vibrant and world-class market
place for content where carefully curated
and vetted digital e-learning material will
be made available. Besides capacity
building, service matters like confirmation
after probation period, deployment, work
assignment and notification of vacancies
etc. would eventually be integrated with
the proposed competency framework.
Financial implications
To cover around 46 lakh central
employees, a sum of Rs.510.86 crore will
be spent over a period of 5 years from
2020-21 to 2024-25. The expenditure is
partly funded by multilateral assistance to
the tune of USD 50 million. A wholly
owned Special Purpose Vehicle (SPV) for
NPCSCB will be set up under Section 8 of
the Companies Act, 2013. The SPV will
be a "not-for-profit" company and will own
and manage iGOT-Karmayogi platform.
The SPV will create and operationalize
the content, market place and manage
key business services ofiGOT-Karmayogi
platform, relating to content validation,
independent proctored assessments and
telemetry data availability. The SPV will
own all Intellectual Property Rights on
behalf of the Government of India. An
appropriate monitoring and evaluation
framework will als o be put in place for
performance evaluation of all users of the
iGOT-Karmayogi platform so as to
generate a dashboard view of Key
Performance Indicators.
Background
Capacity of Civil Services plays a vital
role in rendering a wide variety of
services, implementing welfare programs
and performing core governance
functions. A transformational change in
Civil Service Capacity is proposed to be
affected by organically linking the
transformation of work culture,
strengthening public institutions and
adopting modern technology to build civil
service capacity with the overall aim of
ensuring efficient delivery of services to
citizens.
A Public Human Resources Council
comprising of select Union Ministers,
Chief Ministers, eminent public HR
practitioners, thinkers, global thought
leaders and Public Service functionaries
under the Chairmanship of Hon'ble Prime
Minister will serve as the apex body for
providing strategic direction to the task of
Civil Services Reform and capacity
building.

􀁺 Prime Minister welcomes passage of farm bills in Loksabha
Prime Minister Narendra Modi hailed the
passing of the two farm related bills in Lok
Sabha as historic. He said the agrarian reform
bills are of utmost importance for the farmers
and agriculture sector of the country. The Prime
Minister said, the Farmers' Produce Trade and
Commerce (Promotion and Facilitation) Bill,
2020 and the Farmers (Empowerment and Protection) Agreement on Price Assurance
and Farm Services Bill, 2020 will truly free the farmers from middlemen and
all obstacles. He said, these agrarian reforms will provide new opportunities to
farmers to sell their produce, which will increase their profi ts. Mr. Modi asserted that
these legislations will empower farmers in the country and will ensure that they get
the benefit of modern technology. He said, various powers are engaged in confusing
the farmers regarding the provisions of the new legislation. Mr. Modi assured
farmers that the system of MSP and government procurement will continue as
before.
􀁺 COVID-19 recovery rate improves to 78.86 per cent
The country as on 17th September, 2020, registered the single day recoveries of
87, 472 COVID patients. The Health Ministry said the recovery rate of COVID -19
has further improved to 78.86 per cent. The Health Ministry said, the total number
of recoveries has reached over 41 lakh 12 thousand. The constantly increasing
recoveries have ensured that the actual caseload of the country is reduced and
currently comprises only 19.52 per cent of the total positive cases. Presently, the
total number of active cases in the country is 10 lakh 17 thousand.
􀁺 India committed to resolve current border issue with China
Defence Minister Rajnath Singh has said that India is committed to resolve the
current border issue with China through a fair and
peaceful manner and at the same time the country
is also prepared to deal with all contingencies. He
said, China is trying to change the status quo at
the Line of Actual Control which is unacceptable to
India at any condition. The Defence Minister was
making a statement in the Rajya Sabha on the
development on border in Ladakh region. Mr. Singh said, the current situation is
very different both in terms of scale of troops involved and number of friction points.
He said, conduct of Indian forces throughout the standoff shows that while they
maintained patience in face of provocative actions, they also equally d isplayed
valour when required to protect territorial integrity of the country. The Defence Minister
added that Chinese actions reflect a disregard to various bilateral agreements
and amassing of the troops by China goes against the 1993 and 1996 agreements .
Mr Singh said, China, in the last many decades undertook significant infrastructure
construction activity to enhance their deployment capabilities in the border areas.
The Minister added that Indian government has doubled the budget for border
infrastructure development. He said, China continues to be in illegal occupation of
around 38,000 square kilometres in Ladakh and Pakistan illegally ceded 5,180
square kilometres of Indian territory in Pakistan-occupied Kashmir to China. Mr.
Singh said, border issues are a complex matter and both India -China have accepted
that peace is essential for bilateral ties.

􀁺􀁺 Prime Minister Narendra Modi has dedicated the historic Kosi Rail Mahasetu
(mega bridge) to the nation through video-conference on the 18th September.2020.
He also inaugurated 12 rail projects related to passenger facilities to benefit the
people of Bihar. Chief Minister Nitish Kumar was also present on the occasion. The
1.9-kilometre long Kosi mega bridge has been completed at a total cost of 516
crore rupees. With the construction of the bridge the rail distance between Nirmali
and Saraigarh would come down from the present 298 kilometres to 22 kilometres.
The project was completed during the COVID-pandemic where the migrant
labourors also participated. The dedication of this project will fulfil the 86 -year old
dream and the long wait of the people of the region.
􀁺 Centre approves changes in FDI in defence sector.
The Union Government has approved the amendment
in Foreign Direct Investment Policy in
Defence Sector. Commerce and Industry Minister
Piyush Goyal has said that for new licensees, FDI
is allowed upto 74 per cent through automatic route
and beyond 74 per cent to be permitted through
government route. For existing licensees, infusion of fresh foreign investment up
to 49 per cent can be done by making declaration of change or transfer within 30
days. Mr Goyal said, this will enhance ease of doing business and contribute to
growth of investment, income and employment. He said, foreign investments in the
defence sector shall be subject to scrutiny on grounds of national security.
􀁺 Narendra Singh Tomar gets additional charge of Food Processing.
President Ram Nath Kovind has accepted the resignation of Smt. Harsimrat Kaur
Badal from the Union Council of Ministers. A press communique issued by Rashtrapati
Bhavan said, Agriculture Minister Narendra Singh Tomar has been assigned
the charge of the Ministry of Food Processing Industries in addition to his existing
portfolios.
􀁺 Mumbai-Ahmedabad bullet train corridor to create 90,000 jobs
Mumbai Ahmedabad High Speed Rail project popularly known as Bullet Train will
create more than 90,000 direct and indirect jobs during the construction phase.
The spokesperson of National High Speed Rail Corporation Limited NHSRCL
Sushma Gaur said this in a press release. NHSRCL has been incorporated to
finance, construct, maintain and manage the High Speed Rail Corridor. 51000
technicians, skilled and unskilled workforce will be required for various construction
related activities. NHSRCL is exploring possibilities for providing training to
unskilled labourers in various construction related disciplines.
􀁺 India's trade deficit with China declines
India's trade deficit with China has declined during the last five months. It has
declined from 22.8 billon dollars in April to August 2019 -20 to 12.6 billion dollars in
the same period in the current financial year. This was s tated by the Commerce
and Industry Minister, Shri. Piyush Goyal in a written reply in the Rajya Sabha. The
Minister also informed that India's trade deficit has declined from 73.3 billion dollars
in April to August 2019-20 to 20.7 billion dollars in the same period in the present
financial year.

􀁺 COVID-19 vaccine free for US citizens
Trump Administration has unveiled its COVID-19 vaccine delivery plan which
entails administering the drug to all US citizens free of charge. US government
believes a COVID-19 vaccine will be available as soon as January and the distribution
plans are outlined in two documents released by the US Department of
Health and Human Services and the US Department of Defence. Trump Administration
plans on delivering a 'safe and effective' COVID-19 vaccine to multiple
sites with no cost for the providers and no out of pocket charge for the recipient. In
a statement, US Department of Health and Human Services Secretary Alex Azar
said that there may be limited availability of the vaccine in the initial stages and in
such an event, front line workers and essential workers will be given priority.
􀁺 Yoshihide Suga sworn in as Japan's new Prime Minister
Yoshihide Suga has been sworn in as new
Prime minister of Japan. Emperor of Japan
Naruhito ceremonially endorsed Suga at the
Imperial Palace in line with constitutional
requirements. The 71-year-old veteran politician
succeeded Shinzo Abe, who resigned due
to health issues. The new Prime Minister also
formed a cabinet retaining Finance Minister Taro Aso, Foreign Minister Toshimitsu
Motegi and Environment Minister Shinjiro Koizumi. Of the Cabinet's 20 members,
15 had ministerial portfolios in the previous administration.

􀁺 Kiren Rijiju lays foundation stones for various sports facilities
in Leh
Union Youth Affairs and Sports Minister Kiren
Rijiju has laid the foundation stone for various
sports facilities at the cost of over 12 crore
rupees in Leh on 14th September, 2020. This
includes for a Synthetic Track & Astroturf for
football in Leh at an open stadium. Speaking
on the occasion, Mr. Kiren Rijiju said that
under the leadership of Prime Minister Modi the Union Government is inculcating
a sporting culture in the country which in turn keeps the people healthy and fit. Mr.
Rijiju suggested Ladakh UT Administration to constitute Awards and incentives like
jobs for local sports persons to encourage them to excel in the sporting field. He
also asked the Ice Hockey associations across the country to come together to get
recognition for the sport, by following the laid down procedures. Mr. Kiren Rijiju
announced relaxations for sports infrastructure and development in Ladakh. He
said sportspersons excelled in local events would get training in 23 centres of
excellence across the country, depending on their sporting disciplines. Speaking on
the occasion, Ladakh Lieutenant Governor RK Mathur appealed to the Sports Minister
to tap the potential in Ladakh for sports development. As part of a month and
a half long, Fit India Freedom Run from 15th August to 2nd October the Sports Minister
personally participated in Cyclothon earlier in the day along with MP Jamyang
Namgyal and local cyclists.
