SECTION I
GENERAL PROVISION
1. Statutory Authority. - The Citizens Military Training is established
and maintained pursuant to the provisions of Section 35 thru 38, National Defense Act
(CA Nr 1), as amended by PD Nr 1706 (National Service Law) and in consonance with
Executive Order Nr 59 dtd 8 Feb 67.
2. Scope. - These regulations cover the establishment, organization,
administration and training in the Citizen Military Training.
3. Mission. - To train and develop College Student in the rudiments of
military service and produce capable AFP reservists.
4. Objectives. - The general objectives of the courses of instruction in the
Citizen Military Training Corps are:
a.To prepare college students for possible service in the Defense
Establishment in the event of emergency;
b. To train officers and enlisted reservists for the Reserve Components
of the Armed Forces of the Philippines; and
c. To train potential officers for possible direct commission in the Armed
Forces of the Philippines.
5. Definitions. - The following terms, when used in these regulations, shall
mean as follows:
a. Basic Course. - The prescribed course of two (2) years of military
instruction in the CMT.
b. Advance Course. - The prescribed course of instruction of two (2)
years after completion of the Basic Course.
c. Instructors and Assistant Instructors. - AFP Officers and Enlisted
Personnel or other persons with military experience detailed/appointed to the CMT
Department of an Institution.
d. Branch. - The arm or service in which a group of groups of cadets in
an institution are being trained;
e. Cadet. - Any male student duly enrolled in any of the CMT Courses
of Instruction.
f. Cadette. - Any female student duly enrolled in any of the CMT
Courses of Instruction.
g. Cadet Officer. - Any male student duly enrolled n any of the CMT
Courses of Instruction who has finished the Cadet Officer Qualification Course (COQC) or
its equivalent and has been appointed as Cadet Commissioned Officer by the
Commander, Major Serve Reserve Command/Unit to CO, MCMTC.
h. Cadette Officer. - Any female student duly enrolled ion any of the
CMT Courses of Instruction who has finished the Cadette Officer Qualification Course
(COQC) or its equivalent and has been appointed as Cadette Commissioned Officer by
the Commander, Major Service Reserve Command/Unit or CO, MCMTC.
i. CMT Commandant. - The AFP Officer detailed to an institution and
designated by proper military authority as the Head of the CMT Unit.
j. Drop-out. - Any student who, after having been enrolled as an active
Cadet, absents himself from CMT institution for a cumulative period constituting more
than 20% of the allotted period of instruction during the semester, or who abandons the
course during the semester.
k. Evader. - Any student duly registered in an institution but failed to
enroll with any of the three programs under the National Service Law within fifteen (15)
days after the close of the regular registration period in the institution.
l. Active. - The status of a student enrolled in any CMT Course of
Instruction and qualified to become an AFP Reservist.
m. Deferred. - The status of a student who has been granted
permission to postpone his enrollment in any of the three programs of the National
Service Law for valid reasons.
n. Exempted. - The status of a student enrolled in any institution where
CMT Course is conducted, but who has attended a military course f instruction such as
active military personnel, ex-servicemen of the AFP with at least six (6) months active
duty, enlisted reservists (trainee graduates) and alien students. This also applies to
student enrolled on either of the other two components of the National Service Law.
o. Institution. - University, College, School or any similar establishment
of learning duly authorized by the government.
p. CMT Department. - As division or department of an institution which
conduct CMT instruction.
q. CMT Unit (Army, Constabulary, Air Force or Navy). - The term used
for a CMT Department duly established and maintained in an institution, to include all the
cadets/cadettes enrolled in the CMT Courses.
SECTION II
ESTABLISHMENT, ORGANIZATION, COMPOSITION AND FUNCTIONS
6. Responsibility.
a. The establishment, support and maintenance of a CMT Unit are the
joint responsibility of the Armed Forces of the Philippines and the institution concerned.
b. All colleges and universities, except those exclusively for females,
having an enrollment of at least eight hundred students shall include a course of
instruction In Citizen Military Training which, together with Law Enforcement Service
Training and Civic Welfare Service Training, shall be one of the programs that physically
fit Filipino students of undergraduate status may join as a requisite for graduation under
the National Service Law.
c. Colleges and universities with CMT Units shall faithfully conduct the
course in accordance with the policies and regulations jointly prescribed by the Ministers
of the Ministry of National Defense and the Ministry of Education, Culture and Sports, as
approved by the President of the Philippines.
d. The Armed Forces of the Philippines shall underwrite the cost of
training for CMT Cadets/Cadettes, detail competent officers of the Armed Forces to
conduct the CMT Course and supply the duly established CMT Units with the necessary
military equipment.
e. Universities and colleges concerned shall furnish and provide free of
charge the following:
(1) Adequate and well secured armory for the storage of arms,
equipment, ammunition and other supplies of the CMT Unit.
(2) Suitable drill/training grounds and classrooms.
(3) Adequate and presentable office for the CMT Unit with
facilities like toilet, light and water.
7. Major Service Reserve Commands and Metropolitan Citizen Military
Training Command.
a. Following Maj Svc Reserve commands shall be responsible for the
administration and conduct of Citizen Military Training in educational institutions outside
Metropolitan Manila:
Army Reserve Command - Philippine Army
PC Civil Security Force Command - Philippine Constabulary
Air Reserve Command - Philippine Air Force
Naval Reserve Command - Philippine Navy
b. The Metropolitan Citizen Military Training Command, as an AFP-
Wide Support and Separate Unit shall be responsible for the administration and conduct
of Citizen Military in educational institutions within Metropolitan Manila.
c. Following shall be the responsibilities of CGs/Cos of the Maj Svc
Commands and the Metropolitan Citizen Military Training Command:
(1) Be responsible to the Maj Svc Commanders concerned (Chief
of Staff, AFP in the case of MCMTC) for the implementation of policies, orders and
instructions from higher Headquarters in the effective training, control and administration
of CMT Units within his jurisdiction.
(2) Advise the Maj Svc Commanders/Chief of Staff, AFP thru
channels on all matters pertaining to CMT affairs and activities within his jurisdiction.
(3) supervise the conduct of training and administration of all
CMT Units under his jurisdiction.
(4) Promote the development of CMT Units under his jurisdiction
within the limits of the powers delegated to him by policies emanating from higher
Headquarters.
(5) Enforce the requirements of the law, as well as other pertinent
Armed Forces Rules and Regulations relative to the CMT and the National Service
Programs.
(6) Be responsible for the detail, development and training of CMT
Commandants and such other military personnel as may be necessary for each CMT
Unit.
(7) Organize and reorganize units under his jurisdiction to suit the
current situation.
8. Citizen Military Training Units:
a. The Office of the Commandant of a CMT Unit shall be organized as
will be necessary to perform its assigned functions.
b. The CMT Department established and maintained in any institution
shall be considered a separate and distinct academic department in the administrative
set-up of the institutions and shall be duly designated as such. The CMT Commandant
shall be entitled to the rank accorded to heads of other academic departments in the
institution.
c. Following shall be the responsibilities of the CMT Commandant:
(1) Perform such duties allied to and not incompatible with his
duties as CMT Commandant, as may be assigned to him by the head of the institution.
(2) Conduct CMT and apprise those concerned of the pertinent
provisions of laws and AFP Regulations affecting the CMT Unit in the institution
concerned and/or those placed under his jurisdiction.
(3) Sit as a member oi institutional committees affecting the CMT
Unit or in any board deliberating on candidates for graduation.
(4) Be responsible to the cognizant CG/CO, Maj Svc Reserve
Command, MCMTC for the promulgation of rules and regulations related to the
organization, operation and training of the members of CMT Units under his jurisdiction.
(5) Recommend to the CG/CO, Maj Svc Reserve Command or
MCMTC the appointment, promotion, reduction of rank, transfer or separation of military
personnel detailed with CMT Units.
9. Transportation of Military Personnel Detailed at an Institution. Military
transportation facilities, if available, may be furnished personnel detailed to an institution
by the Maj Svc or immediate Commanders concerned. However, detailed personnel are
not prohibited from accepting offers or transportation expenses by the institution.
10. Condition for the Establishment of CMT Units. The following
requirements and conditions are set forth for the establishment and maintenance of CMT
Units.
a. An enrollment of at least eight hundred students who are citizens of
the Philippines.
b. Availability of military personnel for assignment to CMT Units.
c. Availability of suitable personnel to receive, store, maintain, issue,
account for or otherwise, attend to administrative matters pertaining to AFP properties
loaned to CMT Unit for its use.
d. Availability of suitable, adequate and well-secured armory for the
storage of arms, equipment, supplies and ammunition.
e. Availability of adequate training grounds, classrooms, and suitable
office space to house the CMT Department.
11. Penalty for Non-Compliance (By Authority of Act Nr 2706, as amended
by Commonwealth Act No. 180).
a. The Minister of Education, Culture and Sports is empowered to have
government recognition withdrawn from any institution which fails to comply with the
requirements for the establishment and maintenance of a CMT Unit and to observe the
rules and regulations pertaining thereto.
b. Responsible officials of state colleges and universities shall be
subject to administrative actions by their respective Boards of Trustees and/or Regents for
their failure to comply with the requirements and rules and regulations relating to the
establishment and maintenance of CMT Units in their respective institutions.
c. For failure of any institution to comply with the requirements for the
establishment and maintenance of CMT Unit and to observe the pertinent rules and
regulations, the AFP Chief of Staff have the power to recommend the withdrawal of
government recognition of such institution.
SECTION III
COLLECTION AND DISBURSEMENT OF FUNDS
12. CMT Fees and Contributions.
a. No CMT fee of any kind shall be collected from Cadets and
Cadettes.
b. Donations and contributions may be received by the CMT
Department upon expressed approval of the CO/CG, Maj Svc Reserve Command or
MCMTC and the school authorities. Proper receipts shall always be issued to the donors
or contributors.
c. Donations and contributions received shall be used exclusively for the
operation and maintenance of the CMT Department.
d. Educational Institutions that operate CMT Units may, in addition to
the AFP Funds support, appropriate any amount which in the belief of school authorities
will redound to the benefit of both the CMT Unit and the institution.
13. Disbursement.
a. All CMT Units shall maintain a separate book for all contributions
donations and disbursements duly certified by the CMT Commandant.
b. Book of contributions/donations shall be subject to periodic inspection
and audit by the proper school authorities and concerned officers of the Major Svc
Reserve Commands and MCMTC.
SECTION IV
SUPERVISION, CONTROL AND CHANNELS OF COMMUNICATIONS
14. General Supervision.
a. The Chief of Staff, AFP, is charged with:
(1) The preparation of regulations subject to the approval of the
Minister of National Defense to implement the National Defense Act, the National Minister
of Service Law and other laws and regulations related to CMT.
(2) The supervision of the implementation of pertinent laws and
regulations.
b. The supervisory powers of the Chief of Staff, AFP and actual controll
over the CMT Units outside Metro Manila are delegated to the CG, Philippine Army for PA
CMT Units; CPC for PC CMTUs; CG, PAF for PAF CMTUs and FOIC, PN for PN CMTUs.
Supervisory powers and control over CMT Units within Metro Manila are delegated to the
CG, MCMTC. Maj Svc Commanders thru the CGs/COs of the Maj Svc Reserve
Commands shall have general directive and supervisory/authority over all matters
pertaining to CMT on all units under their jurisdiction.
15. Status of Officers and Enlisted Personnel on CMT Duty.
a. In their strict military capacity, AFP Officers and enlisted personnell
on duty with CMT Units are subordinates of their respective CGs/COs of Major Service
Reserve Commands and MCMTC and are subject to their Commander’s orders. Such
orders however, shall in no case, infringe upon the rules and regulations of the institutions
to which they are detailed.
b. Officers and enlisted personnel detailed with the CMT Unit of an
institution are not authorized to conduct any course of military instruction in the institution
other than those prescribed by appropriate higher Headquarters of the AFP.
c. Officers and enlisted personnel detailed to an institution are not
authorized to pursue any course of instruction conducted by the same institution.
16. Channel of Communication.
a. All communications pertaining to the implementation of the CMT
program shall be coursed through normal channels.
b. Approval of school heads shall be sought on matters not covered by
this publication, but which directly involved the welfare of CMT cadets of the educational
institution.
c. Commandant, CMT Unit shall regularly report to the School Head on
the on-going and future activities of CMT cadets.
17. Attachment/Grouping of Units. CGs/COs, Major Service Reserve
Commands and MCMTC are empowered to group together several CMT Units or cause
the attachment of small units to bigger units under one CMT Commandant or CMT Group
Commander upon consultation with the Heads of the Institution concerned and upon
approval of CS, AFP.
18. Discipline. All AFP personnel detailed in CMT Units of educational
institutions shall maintain proper military discipline at all times and shall report any case of
serious breach of discipline to proper authorities of the institution and the Major Service
Reserve Commands/MCMTC.
19. Chief of Technical/Administrative Services of the AFP. Chiefs of
Technical/Administrative Services of the AFP may be consulted by AFP personnel
detailed with CMT Units on such matters as qualified personnel to fill the
instructor/assistant instructor requirements of their units to analyze reports and
observations relative to their services and such other similar matters affecting their
services.
SECTION V
CONDITIONS OF THE SERVICE
20. Enrollment.
a. All male students, when enrolled shall be classified under one of the
following five categories: Active, Deferred, Exempted, Suspended or Disqualified.
b. Female students may also enroll in the CMT subject to the same
rules and regulations.
c. All qualified students who choose to join the Military Service Program
under the National Service Law, shall be required to finish two (2) years of CMT basic
Course, within their first two (2) years of residence in the institution.
d. The CMT Basic Course shall cover instructions in the Common Basic
Training Module, CMT 12, CMT 21 and CMT 22, all in accordance with the Program of
Instruction prescribed by GHQ, AFP.
e. Students whose courses are, or those whose residence with the
institution is, less than two (2) years, shall undergo CMT training for the duration thereof,
ands shall be credited for any completed portion of the CMT Course.
f. CMT Commandant and the Heads of Institutions concerned may
agree to enroll/train students from other schools with or without CMT Units.
g. Any student who enrolls for CMT training during the period when a
desired semestral course is not offered, may be deferred for the next semester or may
cross enroll with another school where the course is being offered.
h. Any student while actively taking CMT or any of the two other
programs of the NSL shall be exempted from being called to undergo Basic Military
Training.
21. Requirement for Enrollment in the Advance CMT Course. The
following and the requirements for enrollment in the advance Course:
a. Graduate of the Basic Course or its equivalent.
b. Physically fit.
c. Must have good academic standing.
d. Must pass an Advance Course entrance examination, to be prescribed
by the CMT Superintendent.
e. Such other requirements as may be promulgated by competent military
and school authorities.
22. CMT Status Board. A Board of Officers to be designated by the CMT
Superintendent shall pass upon all requests for deferment or exemption except these are
by virtue of their having enrolled in nay of the other programs of the NSP.
a. The following are grounds for deferment in CMT Training:
(1) No CMT Course offered.
(2) Sole support of one’s family.
b. Notwithstanding the provision of the immediate preceding sub-
paragraph, completion of the two (2) years Basic Course with any of the programs under
the National Service Law (CWS and LES) shall be prerequisites for academic graduation
the institution.
c. The following are exempted from undergoing CMT Training:
(1) Students enrolled in either of the two (2) other modules of the
National Service Program (Civic Welfare Program and Law Enforcement Service
Program).
(2) Active commissioned officers and enlisted personnel of the
Armed forces of the Philippines.
(3) Ex-Servicemen of the AFP who have completed at least six (6)
months of active duty.
(4) Enlisted Reservists (Trainee graduates).
(5) Aliens
d. Students exempted from CMT training due to enrollment in other
program of the National Service Law, shall be entitled to graduate from their academic
courses only upon compliance with the requirements of either programs in which may
have enrolled.
e. Students exempted for reasons other than enrollment in other
programs shall be entitled to graduate from their academic courses without CMT Training.
23. Discharge of Cadets:
a. The CMT Commandant shall be delegated the authority to discharge
a cadet at any time during the semester for being a habitual offender resulting from his
own neglect or willful intent, as specified in Appendix II of these regulations (List of
Demerits).
b. The CMT Commandant, with the approval of the CGs/COs, Major
Service Reserve Commands/MCMTC, may drop or discharge any cadet taking the
Advance Course any time during the semester if he fails to demonstrate sufficient aptitude
for the service as a potential commissioned officer.
c. The names of cadets discharge under sub-paragraphs a and b shall
be disseminated to all concerned to prevent such cadets from re-enrolling in other CMT
units.
24. Credit for CMT Training. A CMT cadet who transfers from one institution
to another in which a CMT Unit is maintained, or shifts to any other module of the NSP
shall be given credit for that part of the course he has successfully completed.
25. Failure to complete the CMT Course.
a. When a cadet fails to complete the two (2) years Basic Course for
cause other than shifting to another module of the NSP, his name shall be reported to the
Adjutant of the Major Service Reserve Commands/MCMTC for appropriate action.
b. The successful completion of an equivalent of two (2) years Basic
CMT or LES or combination thereof, is a prerequisite for graduation.
SECTION VI
TRAINING
26. Precepts. The following precepts shall govern the Program of
Instructions prescribed and published by GHQ, AFP.
a. Each year of instruction shall not be less than one hundred (100)
hours for the Basic Course and two hundred (200) hours for the Advance Course.
b. The course of instruction shall be designated as follows:
CMT 11 - First Year, First Semester (Basic)
CMT 12 - First Year, Second Semester (Basic)
CMT 21 - Second Year, First Semester (Basic)
CMT 22 - Second Year, Second Semester (Basic)
CMT 31 - Third Year, First Semester (Advance)
CMT 32 - Third Year, Second Semester (Advance)
CMT 41 - Fourth Year, First Semester (Advance)
CMT 42 - Fourth Year, Second Semester (Advance)
c. Summer Camp Training, when required and necessary, shall be
conducted. (CMT Program GHQ dtd 1 April 1977, Sec 1, General Orders para 3, Article
5, Basic graduate to reservists).
27. Methods of Instruction:
a. Applicable methods of instruction shall be used for outdoor training.
Subjects shall be presented in such a manner as to allow maximum participation by the
cadets either individually or in group performance tests and problem-solving procedures
shall be emphasized. Presentation shall always be followed by discussions and critique.
The lecture type method of instruction shall be kept to a minimum.
b. Cadet officers and enlisted personnel may be utilized as instructors.
c. Training facilities of all CMT Units ion the same locality may be
pooled for purposes of centralized instruction.
28. Training Aids and Facilities:
a. Training aids include motion picture and film strips; graphic aide such
as still photos, lanterns, slides, charts and posters, three-dimensional aids such as
trainers and instructional kits, models, displays and terrain boards, blackboards, easels,
projections and public address systems, mock-ups ad practice rounds.
b. Training facilities consist of such permanent items as parade
grounds, ranges, obstacle courses ad specially designated training area.
c. In order to solve the shortage of training aids in CMT Units, the
procurement of the same may be made through the educational institutions which may
appropriate funds for the purpose.
29. Training Program and Instructors:
a. Training Programs - Commanders concerned shall prepare and
publish the prescribed training programs in accordance with the approve POI for CMT
Units under their jurisdiction. CMT Group Commanders may issue master training
schedules and other necessary implementing instructions to CMT Units under them.
b. CMT Instructors - The following may be appointed as CMT
instructors:
(1) Officers and Enlistedmen of the AFP
(2) CMT Advance Graduates
(1) Inactive Reservists
(2) Persons with military experience
30. Attendance.
a. A minimum attendance of eighty percent (80%) of the total number
of hours of CMT Training per semester shall be required to pass the course.
b. Absences from instructions due to sickness, injury or other
exceptional circumstances may be excused.
c. An Advance Course cadet who incurs an un-excused absence of
more than twenty percent (20%) of the total number of hours of training during the
semester shall no longer be made to continue the course during the school year.
31. Grading.
a. Citizen Military Training Course shall confirm to the school calendar
as far as practicable.
b. Cadets shall be given a final grade for every semester/trimester, such
grade to be computed based on the following weights:
Attendance - - - - - - - - - - - - - - 30 points
Military Aptitude - - - - - - - - - 30 points
Subject Proficiency - - - - - - - - - 40 points
(100 points equals 100%)
c. Cadets, however, must obtain a minimum of 28 points in subject
proficiency and 24 points in attendance in the above points distribution, in order to pass
the semester’s work.
d. Each cadet shall be given one hundred (100) merits at the beginning
or every semester. Additional merits my be awarded for attending special formations,
parades or other school activities outside of prescribed training hours. For every
infraction of regulation, he shall be penalized by demerits as prescribed in Appendix II of
this regulations.
e. Grades shall be by percentage but should the institution use pf
different system of grading, the CMT commandant, shall convert their grades in
accordance with the following equivalents:
95% or higher ------ 1.00 = A
Less than 95% down to 90% - - - - 1.50 = A
Less than 90% down to 85% - - - - 2.00 = B
Less than 85% down to 80% - - - - 2.50 = B
Less than 80& down to 75% - - - - 3.00 = C
Less than 75% (Failure) - - -- 5.00 = Failure
f. Computation of Grade - the grades for attendance, military aptitude
and subject proficiency shall be computed separately and the results added to determine
the final grade.
(1) Attendance
Nr of Hrs present
Total Nr of Hrs per master schedule x 30%
(2) Military Aptitude
= (100 merits - total demerits received)
100 x 30%
Note: Military aptitude grade shall not exceed 30%.
(3) Subject proficiency - The subject proficiency is 40%
apportioned to the different subjects of a course depending on the relative importance of
the subject and the number of hours devoted to it. The grade on subject proficiency is the
sum of the weighted grades of all examinations and shall not exceed 40%. Weighted
grade of an examination is computed as follows:
Weighted = percent value of correct answer x pt of subject

32. Classes of Cadets.
a. Cadets enrolled in the CMT shall be classified as follows:
First Class - Second Year Advance Course Cadet
Second Class - First Year Advance Course Cadet
Third Class - Second Year Basic Course Cadet
Fourth Class - First Year Basic Course Cadet
b. In official communications, the name of the writer (cadet) shall be as
follows:

33. Athletes. - A student engaged in college athletics maybe excused from
CMT instructions during the days in which he is actually engaged in such athletics,
provided that he makes up for the time lost by attending extra instructions as may
prescribed by the CMT Commandant.

(6) Attachment to the uniform:
(a) Rank insignias of cadet/cadette officers shall be worn on both
lapels of the collared T-shirts. The rank shall be embroidered with gold thread on white
cloth and same on the lapels.
(b) Cadets/Cadettes and non-commissioned cadet/cadettes
officers shall not wear any insignia of grade.
(c) The family name of a cadet officer, followed by his initials shall
be printed in capital letters above the left breast pocket. The cadet’s rank (abbreviated)
and the letters CMT shall be symmetrically centered in that order below the name. All
letters shall be in black, 5/8 inch high and with 1/16 inch outline. In the case of
cadets/cadets and non-commissioned cadet/cadette the name and grade shall be printed
in the same location above the left breast of their pocketless T-shirt. The initials of he
school shall be printed in the left breast pocket in the case of the cadet/cadette officers
and in the same general location in the T-shirt of cadets/cadettes and non-commissioned
cadet/cadette officers.
c. Use of the sword for this type of uniform is optional, and expenses for
the procurement of swords to be used by CMT cadets shall be shouldered by the schools
concerned.
39. Cadet Haircut.
a. The prescribed military haircut for Advanced Cadets and those who
joined the cadet officer candidacy course shall be the traditional “white sidewall” with
tolerable length of two-week old hair growth. (Fig 3, Appendix 1)
b. Haircut for regular cadets shall be presentable and with a tolerable
length as shown in Fig 4, Appendix 1.
c. Beards, goatees and mustaches are not authorized.
40. Cadette Uniform.
Uniform for CMT cadettes to include its attachments, shall be the same with
the uniforms prescribed for CMT cadets in paragraph 38.
41. Cadette Hairdo.
The length of the hair of cadettes is immaterial, however, during CMT
instruction, the hair shall be in a bun or clipped, so that it does not touch the collar of the
uniform.
42. Medals and Awards.
a. The following medals may be awarded at the end of each academic
year and are authorized to be worn as part of the cadet’s uniform.
(1) Honor Medal - Awarded to all honor cadet/cadette
graduates, Honor cadet/cadette graduates are those whose proficiency in military training,
intelligence and attention to duty merit the recognition of the CMT Commandant an the
school authorities. They must have displayed exemplary conduct and good moral
character during the period for which they are being considered for award.
(2) Leadership Medal - Awarded to the cadet/cadette officer
who has shown outstanding leadership, who can best command the respect and
confidence of his/her fellow cadet/cadettes; and who has demonstrated a very marked
degree of initiative and self-confidence, in the solution of the problems with which he/she
was confronted.
(3) Loyalty Medal - Awarded t the graduating cadet/cadette who
have been most loyal, most obedient, and most helpful to the CMT Department
throughout the year.
(4) Duty Medal - Awarded to the graduating cadet/cadette who
has the best attendance and the least demerits throughout the entire course.
(5) Efficiency Medal - Awarded to the graduating cadet/cadette
who obtains the highest efficiency rating throughout the entire course.
(6) Honor Star Medal - Awarded to the cadets and cadettes of
every year of the Basic and Advance Courses who obtain a general average of ninety
percent (90%) or over, and have no subject with a grade lower than eighty five percent
(85%) in both academic and CMT Course. The star is worn centered immediately above
the name plate.
(1) Markmanship Medal -
(a) Rifle - Awarded to the cadet/cadette who garners the
highest score during the annual rifle shooting competition of the unit.
(b) Pistol - Awarded to the cadet/cadette who garners the
highest score during the annual pistol shooting competition of the unit.
(c) Artillery Medal - Awarded to the second year Basic
Course Cadet who makes the highest score in the first class gunners examination.
(8) Other decorations, medals and badges recommended by the
CMT Commandant and school authorities and approved by the CG’s/CO’s of the Major
Service Reserve Commands and MCCMTC.
b. No articles of uniform and/or decorations, other than those listed ion
the preceding paragraphs and those specified n this section, shall be used. Violations of
these regulations of uniform shall be reported to proper authority for disciplinary action.
43. Colors and Guidons
a. Each CMT Department shall be provided with a national and an
institutional color which shall be deposited in the Office of the CMT Commandant when
not in use. The size, design, and specifications of the national color shall be as
prescribed in regulations. The institutional color shall be of the same size as the national
color but the design and specifications shall be as prescribed by the school authorities.
b. Guidons - Each company or similar unit shall be provided with a
guidon with the official initials of the instructions in capital letters, the branch of service
and the designation of the unit sewed on both sides. The guidons shall be of Indian
Head of similar materials, while the letters and other designs shall be of left. The design
and the specifications of the guidon shall be as prescribed in regulations. CMT guidons
shall reflect the official colors of the institution they represent. Guidons of CMT cadette
units, shall be white background.
SECTION VIII
AFP SUPPLIES AND EQUIPMENT
44. Supply Officer. The CMT commandant is the Responsible Supply Officer
of the CMT Unit under him. He shall be responsible for the timely requisition, proper
receipting, storing, handling, and distribution of all AFP Supplies and Equipment needed
by or for use of his unit.
45. Requisition. Requisitions for AFP supplies and equipment is authorized in
the CMT Unit TOE/TDA shall be prepared in the prescribed forms and routed through
normal AFP supply channels.
46. Table of Allowance. The table of allowance for AFP arms and equipment
for CMT Units shall be published from time to time by appropriate higher Headquarters.
47. Records and Accounting. Records and accounting of AFP properties
shall be as that prescribed for a company level unit or its equivalent in other Major
Services as provided for in para 11, AFP Accounting ,manual, as amended. The
following records shall be maintained by the CMT Commandant:
a. Unit Property Book.
b. Records and Consumption - (to include Individual Clothing and
Equipment Record, AFP Form Nr 32)
c. Voucher File
SECTION IX
INSPECTION, REPORTS AND ADMINISTRATIVE FORMS
48. Report of Enrollment.
a. All CMT Units shall submit to their respective CG’s/CO’s Maj Service
Commands/MCMTC a report on CMT enrollment not later than two (2) weeks after the
date of the termination of the official period of each semestral enrollment in the
institutions who in turn shall renders report to C/S, AFP (Attn: J3). The report shall
include the following:
(1) Name of CMT Unit
(2) Date of Report
(3) Total number of cadets and cadettes enrolled by semester and
year.
(3) Others
49. Inspections on CMT Units.
a. Periodic or Spot Inspection. - CGs/COs of Major Service Reserve
Commands/MCMTC shall inspect all CMT Units under their respective jurisdiction at least
once every semester to determine the following.
(1) The status and degree to which the Unit has attained the
objectives set forth n the program of instruction issued by higher Headquarters.
(2) The condition of government property issued to the institution.
(1) The adequacy of training facilities.
(2) The capabilities of the assigned instructors.
(3) Deficiencies/anomalies
b. In addition to the formal inspection prescribed above, CGs/COs Major
Service Reserve Commands and MCMTC or their representatives, shall make such
informal visits or observations of their CMT Units as may be deemed necessary.
c. All CMT Units are subject to inspection. observations by teams from
higher Headquarters anytime during the semester.
d. Periodic Inspection Reports shall be submitted to the Commander
concerned and shall be forwarded to GHQ, AFP only if the recommendations thereof shall
necessitate the action of GHQ, AFP.
50. Annual Training Test and Inspection.
a. CGs/COs of Major Service Reserve Commands and MCMTC shall
conduct an annual training test and inspection of all CMT units under their respective
jurisdiction anytime within the last two (2) months of the school year.
b. Procedures and coverages of the annual training test and inspection
shall be prescribed b the Gs/COs of Major Service Reserve Commands/MCMTC based
on the minimal standards called for in appropriate training programs.
51. Annual CMT Unit Status Report. An Annual CMT Unit Status Report shall
be submitted to the CGs/COs of Major Service Reserve Commands and MCMTC Unit
Commandants within thirty (30) days after the lat training day (including Summer Camp
Training, when prescribed0 of the school year.
52. Administrative Records. The following administrative records shall be
maintained/issued per cadet/cadette in all CMT Units:
a. CMT Form 1 - Cadet Registration Card.
b. CMT Form 2 - Cadet Record Card
c. CMT Form 3 - Certificate of Completion for Basic Course
d. CMT Form 4 - Diploma for Completion of Advance Course
f. Reservist Record Card
SECTION X
GRADUATES, REPORT OF GRADUATES, DIPLOMAS
AND CERTIFICATIED, ORIENTATION OF GRADUATES
53. Graduates. The graduates of the CMT Courses shall be fall under two
categories:
a. Basic CMT Course Graduates - Those who have successfully
completed the prescribed Basic CMT Course.
b. Advance CMT course Graduates - Those who have successfully
completed the prescribed Advance CMT Course.
54. Report of Graduates. The CMT Commandant of each CMT Unit shall
submit a report of Basic and Advance CMT graduates to the Major Service Reserve
Commands and MCMTC, who shall in turn submit a consolidated report to their Major
Service Commanders (Attn: Adjutant) and CS, ADFP (Attn: J3) and the NSP Secretariat
(Attn: OCD). Such report shall include the following data on the graduates: complete
names, dates of birth, academic courses, permanent addresses and recommended ranks
in the reserve force.
55. Diploma and Certificates.
a. The CGs/COs of the Major Serve Reserve Commands and MCMTC
shall award the CMT Diploma to each graduate of the Advance CMT Course.
b. The CMT Commandant shall award the CMT Certificate of
Completion to each graduate of the Basic CMT Course.
56. Orientation of Graduates. The CMT Commandant shall conduct an
orientation for all CMT graduates at such time and place as he deems adviseable in order
to acquaint them with the different rules, regulations, and laws governing their status as
AFP Reservists. Such orientation shall include the policies and procedures involved in
the process of incorporating them into the AFP Reserve Force and the nature of
subsequent activities in which they may be called upon to participate, such as Assembly,
Tests, AADT, Non-Resident Course, Weekend-Training Concept, etc. Furthermore, those
who shall qualify for commission shall be orientated on how to go about applying for a
commission and the different prerequisites pertinent to it.
SECTION XI
MISCELLANEOUS
57. Cadet Organization:
a. For purposes of promoting understanding, enhancing esprit-de-corps,
and appreciating the objectives and advantages of military training side by side with
developing patriotic and upright citizens, the CMT Commandant may authorize the
formation of a cadet society in his unit subject to the approval of the Head of the
Institution.
b. The constitution and by-laws of each society shall be submitted to the
CGs/COs of Major Service Reserve Command or MCMTC for approval.
c. At the end of the school year, the CMT Commandant shall submit a
summary report of the activities of the cadet society to the Major Service Reserve
Command or MCMTC, and to the Head of the Institution.
58. Supervision of CMT Matters Through the Organization for Home
Defense Activities. The following concepts embodied in the AFP Home Defense
program shall guide all concerned accordingly:
a. Reserve Force and manpower development programs of the
government shall be a major concern of this program. Special emphasis shall be given
the development through the CMT programs and assistance the civic organizations, such
as Boy and Girl Scouts of the Philippines.
b. Training of CMT cadets/cadettes shall be conducted by present
organization as charged with such activities in the major Services Reserve Commands
and the Metropolitan Citizen Military Training Command. This will be subject to
supervision b the organization for home defense activities of the Major Services to ensure
that the proper standards of training and administration are maintained.
59. Supersession: AFPR G 314-023 dtd 27 April 1972 is hereby
superseded.

LIST OF DEMERITS
CLASS A: (Punishable by discharge) Gross Disrespect to Superior Officer, Abuse of
Authority, Illegal Collection, and Destruction of Military or School Property.
Any cadet officer or cadet who, in the case of former, abuse his
authority or manhandles his authority, or who in both cases, assaults a
superior officer under any pretext whatsoever; who is caught cheating
during graded examination; exacts fees, collections or contributions from
among the member of the cadet corps without expressed authority of the
CMT Commandant ; utterly ignores and violated standing instructions;
deliberately mutilates, destroys or rendered unserviceable any military or
school property; or commits any act similar in nature and category to the
aforementioned offenses, shall be discharged with or without prejudice to
enrollment in other units as the Commandants may direct.
CLASS B: (6-10 Demerits) Grave Misdemeanors.
Any cadet officer or cadet who talks to a superior officer in a
begrudging and hostile manner; disobeys legal orders from the superiors;
deliberately says things known an proved to be fales-hoods; while in ranks
or in any prescribed formation makes boisterous remarks or catcalls at any
woman; is found sleeping in classrooms or in any place of instruction while
such instruction is being conducted; reports late in any formation or
prescribed place of assembly; or commits any act similar in nature and
category, to the aforementioned offenses shall be awarded not less than six
(6) but not more than ten (10) demerits as the CMT Commandant may
direct.
CLASS C: (4-5 Demerits) Less Grave Misdemeanor.
Any cadet officer or cadet who slouches in ranks; knowingly or
unknowingly walks in uniform without headgear, is found with sleeves rolled
up or in the act of rolling his sleeves while in CMT uniform, spits while in
rank; while at or when at parade rest rolls his eye balls or does any act
detrimental to discipline while in rank, when reporting to an officer, chews
fum or tobacco; carelessly lays aside his rifle; wears a dirty and slovenly
uniform; or commits any act similar in nature and category to the
aforementioned offenses shall be awarded not less than four (4) but not
more than five (5) demerits as the CMT Commandant may direct.
CLASS D: (1-3 Demerits) Minor Misdemeanors and Omissions.
Any cadet officer or cadet without a nameplate or insignias
corresponding tyo his rank; with shoes wrongly tied; unshined brass
articles, unkept and long hair, mustache, dirty face; missing buttons or
unbuttoned pockets; wearing a uniform other than the one prescribed;
malingering; falling out from ranks without permission; standing on one leg;
sitting while in rank; leaning or sitting on his rifle; drops or laxily drags his
rifle; and who commits any act similar in nature and category to the
aforementioned offenses shall be awarded one (1) and not more than three
(3) demerits as the CMT Commandant may direct.
