1. Program Title

2. Rationale / Background
The DepEd ARAL Program is an initiative aimed at mitigating the learning losses
experienced by students due to the disruptions caused by the COVID-19 pandemic. The
program emphasizes both recovery and accessibility, ensuring that learners—especially
those who are most at risk—receive adequate support to improve their foundational skills
in literacy and numeracy.

3. Objectives
- Bridge learning gaps in reading, writing, and arithmetic
- Provide accessible and inclusive interventions
- Empower teachers with strategies for differentiated instruction
- Engage families and communities in the learning process
- Improve learning outcomes through targeted remediation

4. Target Beneficiaries
Grades 1 to 10 learners in public schools who are identified as having learning difficulties or
who are at risk of falling behind, especially in key subject areas such as English, Filipino, and
Mathematics.

5. Scope and Coverage


The ARAL Program will be implemented across all public elementary and secondary schools
under the Department of Education. The focus will be on learners in need of academic
support as identified through diagnostic assessments and teacher observations.

6. Strategies and Key Activities

b. Training of teachers and learning facilitators
c. Development and distribution of ARAL modules and learning kits
