creating a friendly online space where barangay residents can easily connect with their
leaders, sharing their hopes, concerns, and suggestions for a better community. It's
about making sure everyone's voice is heard, from the youngest resident to the most
seasoned elder, and ensuring that local leaders have the information they need to make
decisions that truly benefit everyone.

"Barangay Buzz: Amplifying Citizen Voices" is a visionary initiative aimed at
transforming the way residents interact with their barangay leaders. We believe that a
vibrant and engaged community thrives on open communication and active
participation. Our online platform will serve as a bridge, connecting residents with their
local government in a way that is accessible, transparent, and responsive. By providing a
space for residents to share their ideas, concerns, and suggestions, we aim to foster a
sense of ownership and collective responsibility in building a better barangay for
everyone. "Barangay Buzz" will empower residents to be active participants in shaping
the future of their community, ensuring that their voices are heard and their needs are

3 Project Team Roles & Responsibilities
1. Carl C. Glorioso Role: Project Manager / Business Analyst: Carl is like the
conductor of an orchestra, overseeing project planning and execution while also
diving deep into analyzing and gathering system requirements.
Responsibilities:
• Define project scope, goals, deliverables, and timeline.
• Communicate with barangay officials and stakeholders to gather requirements.
• Prioritize features like the Feedback Submission Portal, Real-time Dashboard, and
Feedback Status Tracking.
• Track project progress, manage risks, and ensure timely completion.
• Ensure smooth communication between team members and stakeholders.
• Conduct final system testing with stakeholders to gather feedback and confirm that
the system meets requirements.
2. Ryan Christian Nono Role: Technical Lead / Full Stack Developer: Ryan is
the technical maestro, handling both frontend and backend development while
making critical technical decisions.
Responsibilities:
• Develop the core system architecture, backend logic, and database structure for
features like Feedback Submission, Feedback Tracking, and Two-way Communication.
• Build and implement the real-time functionality for the Feedback Monitoring
Dashboard.
• Ensure User Registration and Authentication is secure and scalable.
• Oversee data security and encryption to meet privacy laws.
• Manage the technical aspects of both frontend and backend, ensuring smooth
integration of all system features.
3. Cheska Cate P. Victorio Role: UI/UX Designer / Frontend Developer: Cheska
is the creative soul, designing the user interface and crafting the frontend
components for the system.
Responsibilities:
• Design a user-friendly, intuitive interface for the Feedback Submission Portal.
• Create the frontend for features like Feedback Status Tracking and the Public
Reporting Feature.
• Ensure the platform has a Mobile-friendly Design, compatible with smartphones and
tablets.
• Implement responsive design techniques to guarantee accessibility across devices.
• Collaborate with the backend developer to integrate UI/UX designs with functional
components.
• Conduct usability testing and gather feedback for iterative improvements.
4. Edna Y. Napoles Role: QA Tester / DevOps Engineer: Edna is the system's
guardian, ensuring thorough testing and taking charge of deployment and
infrastructure management.
Responsibilities:
• Conduct testing for all major functionalities like the Feedback Submission Portal,
Feedback Monitoring, and Notification System.
• Test mobile responsiveness and compatibility across devices.
• Ensure data security and test privacy compliance, especially concerning personal
data and encryption.
• Automate testing processes for continuous integration/continuous deployment
(CI/CD) pipelines.
• Manage the deployment of the system, ensuring that it runs smoothly in both
staging and production environments.
• Monitor system performance and optimize server infrastructure for scalability.
• Set up and manage the notification system for Email and SMS alerts.

Design an Online Platform for Submissions of Feedback - Propose an online platform
that is accessible and easy for barangay residents to raise and submit issues,
suggestions, or complaints on matters effectively and efficiently to local leaders.
Local Authorities' Answerability and Transparency - A system can be put in place that
makes the local authorities answerable as regards their handling of popular concerns
in their community. The public must be made aware of what resolutions have been
made.
Enhance Service Delivery - Use the feedback system to identify, rank, and solve
community problems better; thus, improve service delivery.
Help Facilitate Better Communication Between Residents and Local Leaders - Promote
two-way communication where residents receive updates and feedback from
barangay officials, thus foster a joint approach in solving issues.
Project Objectives
Simplify Feedback Submission - Build an accessible web and mobile platform through
which 90% of barangay citizens are able to give their feedback in the first month.
Real-time Monitoring - Enable the barangay officials to view a dashboard wherein real-
time monitoring of received feedback will be achieved so that they can follow up on
80% of the issues within 24 hours and solve those issues within one week.
Accessibility - Simplify the operation of this platform in way that ensures 100% of
residents will be able to make use of it, including residents without computer
experience, by ensuring multi-language support and have ease in navigation,
including usability testing even before full deployment
Facilitate Two-Way Communication - Develop the notification system such that
feedback is relayed to the concerned residents within 48 hours of receipt of input
from clients, and ensure client witnesses response or progress report on 80 percent of
issues, or in first 30 days
Business Objectives
Increase Citizen Satisfaction - To increase the satisfaction of barangay residents by
availing quicker submittal and response, thus reducing issue resolution times by half
from the previous manual system, thus enabling even better operation by the service
providers.
Increase Service Effectiveness - Reduce the cycle time of processing feedback and
resolve at least 75 percent of the issues developed from the community within 7 days
to reduce service delivery time by 30 percent within 6 months of implementation.
Strengthen Accountability - To promote transparency by publicly reporting the status
of 100 percent of feedback. At least 90 percent of the issues to be resolved within the
stipulated time.
Increase Community Engagement - Engage minimum 80% of the barangay population
within 3 months to submit and track feedback using an easy-to-submit and track
online platform.
Technology Objectives
Deploy Real-Time Feedback Dashboard - Solve for the deployment of real-time
monitoring systems for the barangay officials, capable of tracking the inflowing
feedback and provides actionable data to them within 5 seconds.
Automated Reporting and Notifications - Develop automated report-generating tools
to produce daily, weekly, and monthly reports regarding feedback statistics with
automated notifications to the residents and barangay officials for updates.
Cross-Platform Accessibility - Be accessible using both mobile, web-based browsers-
Android devices and iOS devices. It should allow use anywhere anytime within two
months after deployment without any issues on any device.
Easy Integration with Existing Systems - Within 3 months, ensure a smooth transition
of workflow through integrating the same feedback system with existing barangay IT
systems and communication channels, including, but not limited to, email and SMS.
