Guidelines on the Implementation

of DevLive as Means of
Promoting Civic Technology for
Governance Innovations
Rationale
The DevLive is designed to gather citizen’s feedback on
implementation of local infrastructure projects under AM and ADM

Effective and timely feedback is a critical component of a


successful performance management

As part of the government’s initiative in using digital platforms in


improving public service delivery, the DILG shall promote and
ensure information dissemination and education campaign in the
use of this system
Purpose
The recently issued memorandum is being issued to prescribe
guidelines in the implementation of citizen feedback mechanism
through DevLive mobile application
System Operability
It is designed with ability to connect, in a coordinated manner,
within and across various ICT program and projects of the
government, that is consistent with the overall objectives of the
MITHI

Within the DILG, the DevLive is linked to the SubayBayan by way


of Application Programming Interface (API) sharing. The
SubayBayan portal exports data and project information to the
DevLive app and makes it available to the public through mobile
devices
Coverage
This shall be implemented in 282 pilot municipalities that have
met the following criteria:
1. In Provinces with highest number of completed and ongoing
ADM and AM projects
2. In Provinces with good internet access
3. In province composed of no more than 20 municipalities
(Except for Cagayan, Cenu and Zamboanga del Norte)
Coverage
The pilot implementation strategy shall assist this Department:
1. In managing and evaluating possible risks that the system
may be encountering
2. In developing operational plans to integrate and harmonize
this application to various ICT programs and projects
Sustainability
The DILG shall make use of the DevLive app to promote civic
technology for participatory governance innovations. Particular
roles in this endeavor are defined as follows:

Support for the Local Governance Program PMO


 Manage the development of the app
 Increase the service providers of the app within and across government
 Increase the citizen demand to use the pp
Sustainability
Office of the Project development Services
 Provide support in future customization on information, process and
design embedded in the application

Information Systems and Technology Management Services


 Ensure the interoperability between SubayBayan and DevLive
 Provide TA to the SLGP PMO in mainstreaming of DevLive into the
ISSP of the department
 Work for the inclusion of DevLive in the MITHI
Sustainability
Regional Offices
 Ensure that the feedback moderation process is given proper and
timely course of action
 Ensure that feedbacks are appropriately acted upon
 Build stakeholder partnerships and engagements

Provincial Offices
 Manage DevLive user engagement initiatives through information
dissemination, civic education campaigns and other related campaigns

System Requirements
 The DevLive mobile app is available on mobile devices with an
Android Operating System
 Web console for feedback moderator requires computer
desktop with internet access

Feedback Submission

Feedback is limited only for projects that are reported as ongoing


and completed in the SubayBayan portal

Feedback shall be submitted by use of the feedback form which


consists of:
 Auto-generated satisfaction survey for the projects
 Taking of photos with embedded meta data of its GPS information
 Saving and submission of the completed feedback form

Project Display

DevLive app displays projects under the ADM and AM imported


from the SubayBayan portal provided by the ISTMS via API
sharing

Display shall include project title, fund allocation, fiscal year, and
project location
Completing the Feedback Loop
1. Data Collect – refers to the collection of data using the
DevLIVE mobile app
2. Assess – refers to the process in which feedback moderators
assess the feedback receipt and validity of the meta-data in the
photo.
3. Channel – process wherein the moderators channel
assessment reports to the DILG regional project managers
4. Evaluate – This may require desk review, coordination with
concerned stakeholders, actual site visits of reported projects,
among others
5. Action – refers to the final phase of the feedback process. This
covers closing the feedback loop through the Department’s
collective action in response to the feedbacks received from the
community. Action may include, and not limited to, monthly
updates to the LGUs regarding their satisfaction ratings,
quarterly dialogues and coaching with the LGUs, and individual
reports or feedbacks to the citizens regarding the status of their
feedbacks.
