“ Hello Sarkar”

ABSTRACT

“Hello Sarkar” is an project which may help an Government to address its pot holes. For
any citizen to register an issue or give an report is a lengthy and hectic process . So this project will
help to solve these problem by creating an web portal through which government and citizens can
interact with each other . This would help to establish an smooth functioning of government and
citizens involvement .

INTRODUCTION

Overview
This project is meant to help government address it’s errors and bitty works. It
will establish an proper interaction and feedback with citizens. Citizens can register their issues
through a medium . Main purpose of this project is to improve the works of government along
with it’s citizens feedback. It can be implemented both on local level and the national level.

Statement of problem
Government has always been trying to improve it’s functionality and works.
They have initiated many complain desks to address the problem of general public. But
they are not operating properly as desired. Problems may have been raised due to
following reasons.

i. They may not be properly accessible to everyone .


ii. They are not available 24/7 .
iii. Their is an long hectic procedures to register problems.
iv. Reported issues may not reach the respective department.

Objectives
The long term goal of this project is to develop an platform which can bring both
government and citizens together to develop locality and higher levels. It will helps in
identifying, classifying, modeling, and resolving problems one by one. Particularly , the
project emphasis the following objectives:

i. To address the issues and problems of government .


ii. To help for easy interaction of G-C-C policy.
iii. To compare the effectiveness of present and recent government.
iv. To provide facility to concern government about its pot holes .
v. To give 24/7 facility to convey message to respective department.

Scope
● The project involves building an platform for communication between citizens and
government. Website will be made during initial phase as an platform .It will consist of
an section to add , modify and delete reports. And only admins would be able to view ,
process and examine those reports issued. Details of any citizen and complain will be
made secret and will not be revealed .
● This project is the creation of an website accessible by any individuals. Each report will
have specific format to follow and will be provided to specified department.

and ticket machines.

with the help of technology for growth and development of India. Through this platform, the
Government aims to encourage Citizen Participation towards Good Governance by seeking
their ideas, suggestions and grass roots level contribution.

FEASIBILITY ANALYSIS

Socioeconomic Feasibility
It is cost benefit for an any government to implement. It will help to check the
effectiveness of any project, work or government itself. Government already have help desk and
report registration teams on many department and it will help them to manage workflow and
standardize those.

Technical Feasibility
Government is making new plan for Digital Nepal and building infastructures to support
those . And this project might help inorder to start a good governance also check the activeness
of it’s bodies.

Operational Feasibility
As it directly connect to the respective department , it may help them to increase their work . And
they might come will new ideas and suggestion for their workflow.

Scheduling Feasibility
This project will certainly take an quarter of year to develop and it will need some ICT devices on
departments to check its functionality. Since we have got an required skill persons and proper ICT
facility , it would be one big step towards good governance.

PROPOSED SYSTEM

Hello Sarkar is an innovative platform to build a proper interaction between Citizens and
Government with the help of ICT for growth and development of Nepal. With this platform , it allows
citizens to report maintenance problem about fixing anything broken or not working, such as
streetlights, potholes, and law breakage .It encourage Citizen Participation towards Good Governance
by seeking their ideas, suggestions and grass roots level contribution. Hello Sarkar aims to empower
citizens to work hand in hand with the Government.

E-GOVERNANCE CONCEPT APPLIED

This project implements an interactive model of E-Governance . Here firstly government


open an platform to contact with the citizens providing the required format of report . Then
citizen connect to government through platform provided . And government finally analyze the
message conveyed by individual and take the action required . Here , it fully use the available
services of ICT and increase some level of transparency.

ADVANTAGES OF PROPOSED SYSTEM

i. Accessible to everyone through use of internet.


ii. Available 24/7 through any devices .
iii. Their is simple format and procedures to register problems.
iv. Reported issues are directed to the respective department.

i. .Net core for the back end development.
ii. SQL server for database .
iii. HTML, CSS,JavaScript for fronted development

TARGETED AUDIENCE

Objectives of this project is to establish interaction between citizen and government .So , all the
general public are its probable audience.
