Good day, everyone!

I’m Ria Divine Dela Cruz, together with my groupmates, and we’re
here to present the project that we came up in compliance with Computer
Fundamentals and Programming, entitled “Development of Barangay Services
Management System for Barangay 461 Sampaloc, Manila.
In this presentation, we will discuss the introduction, statement of the problem,
objectives, scope and limitations, definition of some terms that we encounter in this
paper, framework of the system, hardware and software specifications, flowchart, and
lastly the appendices where we will tackle how the system works.
Now, the question is why did we come up with the development of barangay services
management system for Barangay 461?

INTRODUCTION
Since the emergence of modern technology began, a lot of scientists and
researchers have invented technology that makes the lives of people easier. It started
with large computers, then personal computers, and later on, smartphones were also
invented (Gregersen, E., 2019). Along with the evolution of technology, various
programming languages were also introduced. Programming enables people to create
software, websites, mobile apps, games, and other digital products that people use
every day (Sanjay K M., 2023). Aside from that, the internet was also introduced to
people, drastically changing the world (Conifer Communication, n.d.). This information
implies how advanced the world is nowadays, and it is no longer surprising that the
government has adapted to this evolution.

In the Philippines, a lot of government agencies and some municipalities already


have their own websites, and some barangays have a Barangay Services Management
System. According to the research uploaded by Joshua Parba (2021), the Barangay
Services Management System is important for the residents to access online for their
questions, requests, and barangay updates without a physical barrier. Transactions in
the barangay will be digitalized and become more organized, fast, and easy to process.
Aside from that, the barangay services management system will automate the current
manual process and transactions such as documentary requests (Carpio, C.O., 2020).
However, although the world is already in the digital era, a lot of local governments still
use traditional transactions (GovOS Team, 2022). In many situations, the current state
of services offered by the barangay has always been requested directly from the office
which often leads to the accidental predicament of schedules made by the people.

In Manila City, most barangays have no existing Barangay Services Management


System. One of the barangays that still use traditional transactions is Barangay 461 Zone 45,
Sampaloc, Manila. Barangay 461 is located at approximately 14.6086, 120.9940, on the island
of Luzon (PhilAtlas, 2023). Currently, based on the last barangay elections, Barangay 461 has a
total of 851 voters with 60 senior citizens and 125 residents aged 15 to 30 years old.

In the past years, barangay officials in Barangay 461 could accommodate people
in barangay hall that has questions or requests. It could easily make important
announcements and keep the residents updated about the events happening in the
barangay. However, just like the situation of other barangays, as the population of the
barangay increased, problems were encountered such as manual scheduling
inefficiencies that may result in conflicts in requesting schedules for their requirements
as it is only checked manually, and communication gaps in important barangay
announcements (Lapiz, M.F.A., et. al., 2021).

Given that the barangay is the smallest political unit in the Philippines, it is still
the primary implementer of developmental programs, projects, and policies (Carpio,
Claire Ong, 2020). With that in mind, the development of the BSMS for Barangay 461
aims to have more organized transactions between the citizens and barangay officials.
With the help of this system, it will lessen the face-to-face transactions in barangay hall
and residents can view announcements easily.

To discuss the statement of the problem, here is Mr Pabalate.

In this study, developing a barangay services management system for Barangay chuchu
generally aims to provide more organized transactions between the citizens and
barangay officials.
Specifically, this study shall seek answers to the following questions:
1. How can the barangay answer the questions of its residents immediately?
2. How may the barangay officials update the community about the announcements
and events held in the barangay hall?
3. How can the barangay address the manual scheduling inefficiencies that they
encounter?

Advances in technology have changed almost every aspect of life, making it possible for
people to adjust to present-day needs with technological developments. This
opportunity was not missed by the government unit as they encounter problems in
terms of organizing announcements and requested documents. Therefore, the
researchers decided to create a project entitled “Development of Barangay Services
Management System for Barangay 461 Sampaloc, Manila”.
This study aims to create a Barangay Services Management System for Barangay 461
considering that they are currently experiencing issues such as manual scheduling
inefficiencies. Additionally, the researchers want to lessen face-to-face transactions and
minimize paperwork in barangay halls by developing BSMS.
With this, the developed Barangay Services Management System will serve as the first
step to the advanced transactions in Barangay 461 Sampaloc, Manila.
