Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Nowadays it is important to be one step ahead to cope wi th the advantages

of technologies, especially during this pandemic. As we know Secretaries perform a

wide variety of tasks like preparing documents, scheduling appointments, planning

events, some work full time in offices and some work out of their own home. Knowing

what skills are needed for the barangay secretaries of Taytay, Rizal will help them

work effectively and become more competent and productive this also will help them

consume time and effort especially with the presence of technologies. This aim is to

determine the impact of their digital skills and technology that their applied of the

barangay secretaries of Taytay, Rizal on how well an employee dispatches their

duties and responsibilities inside the work area during this pandemic. On the other

hand, poor quality of work will affect the employee’s performance at work this results

in ineffective development of their skills and knowledge and this behavior might fall

below the required standard. Barangay secretary needs to be dedicated and love

their Job have to passion for them to enhance their knowledge, the way ahead is to

study and acquire new skills and techniques.

According to Melor Md Yunus and Gan Ek Hen (2011), many local graduates

are still unemployed due to their lack of fluency in English as most job sectors

demand those with the capability to communicate in English effectively. To connect

it to this research, it means that you need to be accustomed and know your skills

that will suit your field.

Also according to Republic Act No. 7160 or also known as “Local Government

Code of 1991” on chapter 5 - appointive Barangay Official Sections 394. Barangay

Secretary: Appointment, Qualifications, Powers, and Duties. - (a) The Barangay

secretary shall be appointed by the Punong Barangay with the concurrence of the

majority of all the Sangguniang Barangay members. The appointment of the

Barangay secretary shall not be subject to attestation by the Civil Service

Commission and Section D- where all the duties and responsibilities are included.

The Barangay secretary assists the barangay chairman in implementing his duties

and responsibilities. She is also responsible for keeping the peace, public order, and

safety in the community.

In this research the main objective is to determine the digital skills and

technology applied by the barangay secretaries in Taytay Rizal. The researchers

conducted this study to determine the level of proficiency or knowledge on using

different online platforms as a Barangay Secretary and know what are the problems

that affect their performance in online platform example like lock of knowledge in

using technologies and other required skills. And how do they perform it effectively

and efficiently.

This study was significant to the students and those who wants to work in this

field they were enlighten about the position of a barangay secretary that enhance

their skills and competencies and understand the nature and value of productivity,

and to be aware of how to handle things, and have an advanced idea of the

expectations, duties, and responsibilities of a barangay secretary.

Background of the Study

This study determines the digital skills and technology applied by the

barangay secretaries in Taytay, Rizal Year of 2022.

As the basic political unit, the barangay serves as the primary planning and

implementing unit of government programs, basic services, projects and activities

and as a forum in which the collective views of the people in the community may be

crystallized and considered.

The researchers come up to this study to define the importance of a skilled

barangay secretary and their duties in the barangay. The barangay secretary mostly

does the office work in the barangay hall. He keeps and maintains all records and

documents of the barangay. Any requests made from the barangay regarding

certifications, endorsements and other forms are the responsibility of the secretary.

He likewise takes minutes of all the meetings of the assembly. He records all

proceedings that take place in the hall such as grievances and disputes. He prepares

the assembly minutes and posts it in conspicuous places within the barangay. He

provides administrative support to all barangay officers.

Dictionary (2018) the barangay secretary mostly does the office work in the

barangay hall. He keeps and maintains all records and documents of the barangay.

Any requests made from the barangay regarding certifications, endorsements and

other forms are the responsibility of the secretary.

Boysillo (2017) Barangay governance plays a vital role in the empowerment

of the local government units in the country. This is linked with the leader’s

accountability, fairness, and transparency in the exercise of his duties and functions

as a servant in his community. The results also indicated that the majority of the

Barangay Chairpersons were able to deliver very satisfactory public services in their

barangays, which also indicated that the core values of governance namely fairness,

transparency and accountability were strengthened by the barangay chairmen

during their term of office. The study concluded that the Local Government Code of

1991 paved the way for greater local autonomy to bring government closer to the

doorsteps of the people.

Osinsao (2014) indicated that education somewhat affects work performance.

The lower the education level is, the less likely people would like better performance.

But the qualifications for Punong barangay and other appointive never mention that

they should be a high level of education for the Punong barangay or appointive to

be elected or to be hired. They must also be literate, have no criminal records, and

be mentally fit and knowledgeable of Philippine law. All individuals who have been

declared insane or have been sentenced for corruption, rebellion, or have received

any sanction of more than eighteen months will automatically be disqualified.

Prior to the 1980's, secretaries handled all the typing, manual data entry, filing,

scheduling, and report generation. With the restructuring of organizations in the late

20th century, the role of secretaries is being transformed. Organizations have

adopted a flatter structure and in many cases eliminated middle management. As

organizations became flatter and leaner, secretaries took on greater visibility and

assumed duties previously performed by middle managers. The secretary's role

became more specialized, concentrating on software and equipment and thru online

knowledge. As the ranks of middle managers decrease, secretarial positions take

up the slack in manpower. Kathy Burroughs, International President of Professional

Secretaries International stated, "This opportunity allows secretaries to demonstrate

their abilities to perform tasks more demanding than traditional clerical assignments.

Not only are secretaries taking on more responsibilities, they are doing so with

effectiveness and trademark efficiency” There are wide range of office machines and

equipment which now enable secretaries to improve their performances. Such new

machines take the form of electronic typewriters that have replaced the manual ones.

Word processors with milt-purpose facilities, computers and other sophisticated

office machines and equipment are now provided by employers. Some of the

physical equipment used by secretaries includes computer communication

equipment and electronic pocket organizers (Lucas, 2017).

Theoretical Framework

This study is related to the concept of Atkinson and McKay

(2014) and Lamsfus et al. (2015) which interpreted ‘digital workforce’ as people who

have a set of IT competencies. In particular, these include understanding and

integrating digital knowledge, skills, and technology to do critical tasks and achieve

the organizational goals within a digital economy environment. Obviously, digital

workforce skills need to be very modern and adaptable to the digital age.

This statement above implies that the importance of the knowledge of the

employees in the technology in order to adapt to the ever changing needs and

demands of the industry and the people.

Online platforms are powerful tools to support and extend paradigm shifts. A

digital platform can create and analyse data, providing real time support to a learning

experience. This is relevant at both personal and collective levels. Digital platforms

can be the gateway to capturing a learner’s journey, making any learning visible to

any audience.

Online platforms support so many of the daily activities that we have become

dependent on them in our personal and professional lives. We rely on them to buy

and sell goods and services, find information online, and keep in touch with each

other. We use them for entertainment, news, transportation, accommodation, finding

jobs and employees, finding apps, and many other purposes. Online platforms have

also raised new and important policy questions, but the businesses themselves can

be more complex than they appear so they are not always well understood. This

report contains detailed profiles of twelve of the world’s leading platform companies

and derives insights from those profiles about what platforms do, how they do it, and

why they succeed financially.

According to the Local Government Code of the Philippines Book III Chapter

5 SEC. 394. Barangay Secretary: Appointment, Qualifications, Powers, and Duties.

- (a) The barangay secretary shall be appointed by the Punong Barangay with the

concurrence of the majority of all the Sangguniang Barangay members. It means

that the barangay secretaries will be the ones who take appointments of the

barangay captain and that the schedules need to be organized to lessen the

mistakes. Barangay secretaries keep custody of all records of the Sangguniang

Barangay and the barangay assembly meetings; prepare and keep the minutes of

all meetings of the Sangguniang Barangay and the barangay assembly; prepare a

list of members of the barangay assembly, and have the same posted in

conspicuous places within the barangay; assist in the preparation of all necessary

forms for the conduct of barangay elections, initiative, referenda or plebiscites, in

coordination with the Comelec; assist the municipal civil registrar in the registration

of birth, deaths, and marriages; keep an updated record of all inhabitants of the

barangay containing the following items of information: name, address, place and

date of birth, sex civil status, citizenship, occupation, nationality and etc.. as may be

prescribed by law or ordinances; submit a report on the actual number of barangay

residents as often as may be required by the Sangguniang barangay; and exercise

such other powers and perform such other duties and functions as may be

prescribed by law or ordinance.

This study examined the digital skills and technology applied by the barangay

secretaries especially in this time of the pandemic that their actions were really

needed. This study also showed how online platforms help barangay secretaries in

their daily tasks. Understanding the characteristics of communication barriers helped

improve their communication and solve communication problems with others (Nonye,

2013). It implies that it is important to know that the receiver may understand

accurately the messages that they need. A barangay secretary must disseminate all

the important activities, protocols of the barangay, and especially the

accomplishment of the barangay and through understanding communications by

using different online platforms, it is easy to distribute important information.

Conceptual Framework

The Conceptual Framework was formulated as shown in Figure 1.

The first table shows the input variable, which includes the respondents'

profiles.in terms of age, sex, civil status, highest educational attainment, length in

service, employment status, position, barangay, monthly salary income. It also

includes the difficulties encountered by the barangay secretaries in digital and

technology applied.

The second table shows the process of this research that indicates the data

gathering through questionnaire checklist and computation of gathered data,

tabulation, analysis, and interpretation of the results.

The third table presents the output which is the determined the digital skills

and technology applied by the Barangay Secretaries in Taytay, Rizal. Therefore,

feedback showed that input, process, and output are associated with each other.

Lastly, the feedback depicts the connection between the input, process, and

output.

Statement of the Problem

This study determined the Digital Skills and Technology Applied by the

Barangay Secretaries in Taytay, Rizal. Specifically, it answered the following

questions:

1. What is the profile of the respondents in terms of:

1.1 Age;

1.2 Sex;

1.3 Civil Status;

1.4 Length of Service;

1.5 Employment Status;

1.6 Position; and

1.7 Device Used

2. How do the respondents perceive the digital skills and technology applied by

the Barangay Secretaries in Taytay, Rizal?

3. What are the difficulties encountered by the barangay Secretaries in digital

and technology applied?

Assumptions

The research study was anchored on the assumptions that the:

1. Respondents are reliable source of the information that would make this

study success;

2. Barangay secretaries in Taytay, Rizal are more aware and well known when

it comes to Digital and Technology Skills they applied in their work;

3. Respondents encountered minimal or less than two difficulties when it comes

to digital and technology applied.

Scope and limitation

The study determined the Digital Skills and Technology Applied by the

Barangay Secretaries in Taytay, Rizal Calendar Year 2022.

The researchers used the adapted questionnaire checklist from the study of

Catangay, et.al or titled Utilization of Online Platforms by the Mainland Barangay

Secretaries in Binangonan, Rizal as a tool in gathering data regarding the digital

skills and technology applied by the Barangay Secretaries in Taytay, Rizal

The researchers conducted a survey, using a questionnaire in five barangay

of the municipality of Taytay, Rizal. Which are the following barangay of Muzon,

Dolores, San Juan, San Isidro, and Sta. Ana.

The subject of this study was the barangay secretaries evaluated by the

barangay officials and the secretary themselves which served as the respondents of

the study. The researchers considered the following variables such as age, sex, civil

status, highest educational attainment, length of service, employment status,

position, and device used. Further, the difficulties they encountered in terms of

digital and technology applied were also included.

The researchers used a quantitative method of research using the data

gathering through questionnaire checklist and observation, computation of gathered

data, tabulation, analysis, and interpretation of the results to determine the digital

skills and technology applied by the barangay secretaries.

The importance of the knowledge of the employees in the technology in order

to adapt to the ever changing needs and demands of the industry and the people.

In view of the fact that a well-developed skill can make us master in a

particular field, and it can be learned too. Learning new skills helps us in professional

life a lot. It helps to achieve goals, gives confidence, and gives motivation for the

workplace that we are in.

Writing a good undergraduate thesis is important because it is equivalent to

taking a test of what we learned and what we did in the entire 4 years.

Significance of the Study

The findings of this study were of great significance to the following:

Barangay Secretaries. This study helped them to improve their skills and

proficiency in using different online platforms to become an outstanding secretary.

Barangay Officials. This study helped them to find out, on what their action

will be in knowing the result of data that their Barangay Secretaries skills in terms of

Digital and Technology.

University. This study served as additional information or reference that

helps other researchers, students, and instructors and will serve as a guide for the

betterment of the program.

Students. These were served as a future reference and guide for their

research.

Researchers. This study will help the researchers to strengthen and deepen

their knowledge in terms of using digital and technology and the duties and

responsibilities which could be a big help in their future career.

Instructors. These were lead and help them to give further ideas and

knowledge to their future students.

Definition of Terms

For a better understanding of the study, the following terms were defined

conceptually and/or operationally.

Barangay. Conceptually defined as the smallest administrative division in the

Philippines and is the native Filipino term for a village, district or ward of the

Municipality.

Barangay Secretary. The Barangay Secretary is in charge of keeping the

barangay records, preparing necessary documents and agenda of the meetings,

taking down the minutes of meetings, and other duties of similar nature and

analogous to those already mentioned, the authors noted.

Digital Skills. Are defined as a range of abilities to use digital devices,

communication applications, and networks to access and manage information.

Google Drive. Is a free cloud-based storage service that enables users to

store and access files online. The service syncs stored documents, photos and more

across all of the user's devices, including mobile devices, tablets and PCs.

Google Calendar. Is a free web and mobile calendar that lets you keep track

of your own events and share your calendars with others.

Google Meet. Is a video-chatting service designed primarily for business and

office use, which lets colleagues chat over video and text.

Online Platform. The term “online platform” has been used to describe a

range of services available on the Internet including marketplaces, search engines,

social media, creative content outlets, app stores, communications services,

payment systems, services comprising the so-called “collaborative” or “gig”

economy, and much more. It is also the improve efficiency and competitiveness of

industry, and can enhance civil participation.

Position. This refers to the label that an employee may have within the

company, based on the position that you hold. (E.g. Manager, Assistant, HR officer,

so on and so forth).

Proficiency. A high degree of competence or skill; expertise.

Technology. Machinery and equipment developed from the application of

scientific knowledge.

Zoom. Is a cloud-based video communications app that allows you to set up

virtual video and audio conferencing, webinars, live chats, screen-sharing, and other

collaborative capabilities.

Chapter 2

METHODOLOGY AND SOURCES OF DATA

This chapter discussed the research method used in this study. It covers the

discussion of the research design, setting of the study, subject of the study, sources

of data, research procedure, and followed by the statistical treatment.

Research Design

The researchers used the descriptive method of research. The descriptive

method deals mostly with verbal information. A descriptive study consists of a set

of gathered data or information analyzed, summarized.

Ary (2011) states that, research design is the researcher’s plan of how to

proceed to gain an understanding of some group or some phenomenon in its

context. Based on that theory, the research design of this research is descriptive

design with qualitative approach.

According to Gay (2012), descriptive research involves collecting data in order to

test hypotheses or to answer questions concerning the current status of the subject

of the study. A descriptive study determines and reports the way things are.

Descriptive research is scientific research that describes about event, phenomena

or fact systematically dealing with certain area or population.

This study also used the statistical method or research that describes the data and

characteristics of the population in this study. The researchers used the survey

method and used the questionnaire checklist. .

Setting of the Study

This study was conducted on five (5) Barangays of Taytay, Rizal. Taytay is

a municipality in the landlocked province of Rizal. The Municipality of Taytay is a 1st

class municipality in the province of Rizal, Philippines. According to the 2020 census,

it has a population of 386,451 people. It is the 3rd most populous municipality in the

country, after Rodriguez, Rizal and Cainta, Rizal. Conurbanated with Metro Manila,

it is bounded by Cainta on the north, Pasig and Taguig on the west, Antipolo in the

east and Angono on the south. While economically, demographically and politically

qualified, plans to convert it into a city was set aside, pending social and

administrative reforms in the municipality. The National Competitiveness Council

has named Taytay as the "2nd Most Competitive Municipality (1st & 2nd Class)", for

year 2019 after topping the ranking last year. Taytay is one of the municipalities in

the Philippines that has high financial capability with Php 775.3 million, making it the

2nd or 3rd Richest Municipality in the Philippines in 2016. The elevated high capacity

monorail MRT Line 4 is expected to terminate at the Taytay Municipal Hall with an

empty lot beside it reserved for the depot. Taytay still has only five barangays since

the late period of the Spanish era. This political subdivision remains the same even

though Taytay consistently ranks among the top municipalities throughout the

country in terms of economic development and status and population density.

Taytay conspicuously has the fewest barangays throughout the country. Today there

is a clamor from its citizens for the creation of more barangays for better coordination

and management of its huge terrain and growing population. Barangay San Juan is

the largest and most populous barangay and is the center of the municipality and its

local industries. San Juan is a barangay in the municipality of Taytay, in the province

of Rizal. Its population as determined by the 2020 Census was 127,999. This

represented 33.12% of the total population of Taytay. The population of San Juan

grew from 32,372 in 1990 to 127,999 in 2020, an increase of 95,627 people over the

course of 30 years.

Subject of the Study

The subject of the study focused in Barangay Secretaries in Taytay, Rizal to

gather accurate data.

Sources of Data

The researchers used an adapted questionnaire checklist from the BSOA 4th

yr. Student (Catangay et.al) in knowing the Level of proficiency in online platforms

of the barangay Secretaries in Taytay, Rizal. The questionnaire checklist has three

parts: Part I is composed of the respondents profile of the respondents which

includes age, sex, civil status, highest educational attainment, length in service,

employment status, position, barangay, and monthly salary income. Part II is how

the respondents perceive the Digital Skills and Technology Applied.

The researchers used secondary references such as the internet, books,

dictionary, and other related topics from other research. Part III will be the ranking

part about the difficulties encountered by the barangay secretaries in Digital and

Technology.

Research Procedure

In preparation of the study, the researchers identified a specific topic that they

wanted to conduct. After preparing the topic they underwent title defense. After

approving the title the researchers proceed in the gathering of data through related

literature on the internet and other sources or paramount importance of the study.

After working on chapter 1 and 2 the researchers prepared questionnaire that

will be used to conduct an interview in order to collect a data. The researcher will

distribute the survey and collect them back. After gathering the data it will be

computed by the researcher with the help of their adviser and research professor.

After getting the results, the researchers will conduct the tabulation, analysis, and

interpretation of data. Then the conclusion and recommendation and after all the

suggestions and comments by the research adviser integrated for the improvement

of the manuscript for final oral defense. After the final defense. The researchers will

revise, rechecking by the adviser and panel of evaluators. After the series of

revisions, the researchers will book bind the manuscript and will submit it to the

respective professor.

Statistical Treatment

The researchers used the statistical treatment to answer the following problems:

To determine the personal profile of the respondents, frequency, percentage,

and rank distribution was used.

To determine proficiency with respect to the given aspects, a weighted mean

was applied.

To determine the difficulties encountered in using different online platforms of

the barangay secretaries, frequency and rank distribution was applied.

The following scale will be used to determine the digital skills and technology

applied of the barangay secretaries.

PRESENTATION, ANALYSIS, AND INTERPRETATION OF DATA

This chapter deals with the findings obtained from the analysis of the data

gathered. It specifically presents the interpretation which resulted from the

application of various statistical treatments.

Profile of the Respondents in terms of the Selected Variables

Table 1 presents the frequency, percentage, and rank distribution of the

respondents’ profile in terms of age.

The above table shows that many of the respondents are 51 years old and

gathers a frequency of 7 or 35 percent. Some of the respondents are 41-50 and 31-

40 years old which has 5 frequencies and has 25 percent. The third is the 21-30

years old that has 3 frequency and 15 percent.

It implies that the many of respondents are at the stage of middle adulthood

that range the age of 51 years old and above.

According to Columbia Public Health (2021), older workers are skilled and

experienced. We heard universally that older workers bring a level of experience,

critical thinking and sheer knowledge that cannot be taught. In some industries – like

the jewelers, embroiderers, cabinet and cheese makers interviewed – it takes a

decade or longer for workers to gain the technical skills necessary to do their job.

As a result, middle adulthood preferred to render services for their

constituents but in terms of the proficiency in online platform, they need to learn how

to use it and facilitate their work to provide quality services and convenient access

to the information of the community.

Table 2 on the next page presents the frequency, percentage, and rank

distribution of the respondents’ profile in terms of sex.

The table shows that respondents in both Secretary and Barangay Officials

had the same frequency and percentage of responses. Male respondents have a

frequency of 10 and 50 percent, while female respondents have a same frequency

of 10 and 50 percent.

This demonstrates that both sexes have equal opportunity in terms of

employment in the barangay.

However, according to the National CBMS Presentation (2014), Gender

issues are problems that women and men experienced as a result of societies’

definitions and expectations about feminine and masculine roles, rights, and

capacities. These issues affect the effective implementation of programs in the local

government. Women are usually confined in situations that they are merely under

the power of men in terms of decision-making, leadership abilities, and employment

opportunities.

Table 3 presents the frequency, percentage, and rank distribution of the

respondents’ profile in terms of length in service.

It can be noted from the table that in terms of length in service the great

majority of the respondents are 2 to 5 years, and has a frequency of 12 or 60 percent;

some of the respondents are 10 years and above that has a frequency of 5 or 25

percent. Few of the respondents are 6 to 9 years that have 3 frequency and 15

percent.

It implies that great majority of the respondents have just started in the service

and some were already in the barangay for quite some time which means they were

already familiarize in their duties and responsibilities as barangay secretary. Based

on Soviet law (2010), “the length of service is the basis underlying the right to

pensions and vacations. It is used in determining the number of benefits granted for

temporary disability and, in some cases, in setting wages.”

It means that the time spent by a worker at his job or performing some other

activity is beneficial to society. As a result, the barangay secretary and barangay

captain are only by term services.

Table 4 presents the frequency, percentage, and rank distribution of the

respondents’ profile in terms of Position.

The table above shows the profile in terms of position. The 5 Frequency and

25 percent of the respondents are the Secretaries and Admin Staff which is the focus

of the Study. Four (4) Frequencies and 20 percent answered by the Barangay

Kagawad and Staff. Three (3) Frequency and 15 percent answered by the Brgy.

The table shows that in terms of civil status, majority of the respondents are

married and has a frequency of 11 or 50 percent. Few of the respondents are single

with a frequency of 8 or 40 percent. Lastly, 1 or 5 percent are missing. This implies

that majority of the respondents are married.

However, according to HRD Asia (2018) on a surface level, it may not seem

like an individual’s marital status will impact their job search, but this is not always

the case. Although an employer is not allowed to ask a question about a potential

employee's marital status (amongst other personal questions), whether or not they

are married could play a big role in finding work simply based on the flexibility that

they may have over somebody married.

The above table shows that in terms of employment status, a great majority

of the respondents are temporary that has 13 frequency and 65 percent; few of the

respondents are other like Elected that has 3 frequency and 15 percent, Lastly Term

and permanent as they both have the same frequency which is 1 or 5 percent.

It implies a great majority of the respondents are temporary in their position

which means the status of their employment is limited and based on the term of the

officials elected who appointed them in the position. The continuity in the service is

based on the trust and confidence of the appointing officer/authority.

Tan (2018), states that the barangay secretary mostly does the office work in

the barangay hall. They keep and maintain all records and documents of the

barangay. Any requests made from the barangay regarding certifications,

endorsements, and other forms are the responsibility of the secretary.

In this situation, the researchers decided to look for the five (5) most prevalent

issues that barangay secretaries had when using various internet platforms.

As seen in the table above, the few common issue faced by barangay

secretaries of Taytay is "Poor internet connection," which received a frequency of 5

with a percentage of 20 and ranked first out of nine claims. The second is "Not

familiar with the various Google products," which has a frequency of 4 with a

percentage of 16 percent. The number of one, two and nine in the table with a

frequency 3 of 12 percent, the “Overlooked online meeting schedule/s”; “Difficulty in

creating meeting link”; and the “Limited access on the online application where

documents saved as a backup” has an equal Frequency and percentage. And the

number five, six, seven in the table with a frequency of 2 and a percent of 8, which

are the “Performing simultaneous task while in the online platform”; “Never-ending

work to be submitted to the Department of the Interior and Local Government (DILG)

office via email or other online mailing platforms”; “Unaware of the online etiquette”;

and the number 9 in the table with a frequency of 1 and a percentage of 4 percent

is “Lack of physical cues in online forums that may lead to miscommunication”; that

ranked last. This indicates that the barangay secretaries in Taytay are experiencing

internet connectivity issues.

Former Department of Information and Communications Technology (DICT)

Acting Secretary Eliseo M. Rio Jr. (2020) said Internet connectivity will become a

driving factor for the economy: “The pandemic has shown to all of us the importance

of telecommunications in all our activities—from ordering food to studying at home

and working from home,” he said. “Internet connectivity is a basic human right as

important as food, shelter, and clothing.”

It shows that, while the world grapples with the pandemic, internet

connectivity was critical, particularly for individuals working from home and for

barangay secretaries to urge that the government update their internet connectivity,

particularly in remote locations where signals are scarce and getting to the internet

is difficult. It is critical that they provide excellent service and keep track of the

essential documentation for each barangay's population.

Chapter 4

SUMMARY OF FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS

This chapter summarized the findings based on the analysis of data,

formulated the corresponding conclusion and the recommendations.

Summary of Findings

The data obtained from the respondents was summarized as follows, based

on the problem statement:

In terms of age, we found that the respondents were 40-45 years old, as well

as 50-41 years old, with many of them being 51 years old or more and the least

being 30 to 21 years old, according to the age profile of the respondents.

In terms of gender, the respondents are evenly split, meaning that half of our

respondents are male and half are female.

In terms of civil status, the majority of the respondents were married, which

came first on the list, followed by a few single people who came second, and at last

separated people.

Many of the respondents have been working for two to five years. Some of

the second-placed responses were 10 years and above. Few were six to nine years

when they were ranked least.

In terms of job status, half of the respondents were on a temporary basis. The

others were being answered specifically, were being Coterminous in second place;

third place was elected, Least are the permanent and two of the respondents are no

answer.

In terms of device used, half of the respondents are using of their cellphones,

some of them using a laptop. Third in the ranked were they are using the computer

and the last are using their tablet in the workplace.

Conclusions

Based on the summary of findings, the following conclusions are drawn.

1. The Barangay Secretaries based on the results of our questionnaire, they are

sometimes applied in terms of using Digital and Technology as a key tool in

their workplace.

2. The Barangay Secretaries in Taytay, Rizal, they have met minimal problems

or difficulties in applying digital and technology.

3. In terms of the assumption which states that the respondents are reliable

source of the information that would make this study success is correct.

Recommendations

Based on the summary of findings and conclusions, the following

recommendations are hereby offered.

1. The Barangay secretaries may consider attending more

webinars/seminars in terms of using digital platforms in order to further enhance their

knowledge and skills in navigating online devices so they will be more updated in

terms of new trends that will be a big help to execute their work.

2. The barangay secretaries may consider attending webinars in terms of

netiquette.

3. A similar study using additional variables study is encouraged.
