 Chapter 1

Introduction

In this modern day, technology became one of the basic needs of every person in our

society. From small to big things, it lessen the work process needed to accumulate desired

results, making our life easier ( author, year).

As the global environment ages, the emerging trend for Information Technology has risen

above the surface of development initiatives. As a process innovation, it lies at the center of

streamlining processes both public and private sectors. It becomes less of a choice but more of a

requirement for individuals, as computers play a crucial role in assisting people in organizing,

storing and retrieving huge amount of information, likewise serves as a tool which, enables its

users to do more tasks, hence making it a vital commodity especially in working environments.

According to author (year) the application of information and communication technology

for improving governance by enhancing government's role in service delivery, public

administration, and the promotion of participatory democracy has been gaining momentum in

many parts of the world. In the Philippine local government lately significantly rising in web

presence of many cities, a development that was facilitated by the passage of the Electronic

Commerce Act in 2000 and the implementation of subsequent programs to support the law's

adoption by government (author, year).

 The use of Information Technology (IT) in improving government procedures and

processes and the linkage between government, citizens, and other groups in governance to

promote a more active and participatory political deliberation and decision making a strategy

known as e-governance. Information system is an indispensable tool to achieve organizational

efficiency; whether in the industry, government or in any organized community like the barangay

(author, year).

In our government locality like barangays, the use of computer is necessary since it will

lessen the work needed from creating relevant documents or reports via the use of software. But

even this the inaccuracy of data in the reporting and keeping of documents are some of the

problems that the Barangay facing since they were not using or implemented the use of

information system. According to With the help of technology and

some person who has an expertise in it, we can safely say that implementing an information

system for the barangay will be a great way to solve those problems that the barangay currently

facing.

Background of the Study

In the Philippines, the Barangay is the smallest administrative division of the

government. The Barangay Fabrica is one the several Barangays that the City of Sagay have. It is

located at the distance of eight (8) kilometres away from the City proper. It is bounded on the

North by Barangay Paraiso, on the East by the Barangay Malubon and Barangay Tadlong, on the

South by the Barangay Cabahug of Cadiz City, and on the West Barangay by some part of

Barangay Cabahug of Cadiz City. Barangay Fabrica comprises of seventeen (17) puroks.
According to the Philippine Statistic Authority, the Barangay Fabrica has a total population of

four thousand nine hundred sixty-five (4,965) as of 2015.

Barangay Pabrica hall offers services for the residents. The researcher concluded that the

faculties that were assign inside the office used manual approach like writing information in

record books, processing the transactions in which the client(s) demanded, even though they

have a computer inside their premises. The researcher had observed that Barangay Fabrica hall

has difficulties in processing their transactions.

This study is concerned with the design, development and implementation of the

information system with SMS notification that will able to utilize the frontline services of the

Barangay Fabrica. This study will grant the said barangay to have a computerized system which

can eliminate any obstacles that the barangay currently facing. This type of information system is

a project designed for a person who deals in every frontline services that the said barangay

currently offered, this includes the issuance of certificates, permits and reports.

Statement of Objectives

A. How to design and develop a local web-based system called Barangay Information System

for Barangay Fabrica that will be capable of :

a. providing an accurate generated reports as well as creating documents for it;

b. creating a tabulated records of legitimate resident of the barangay;

c. electronic issuance of certificates like:

i. Issuance of Tax Certificate

ii. Issuance of Business Barangay Permit Application

iii. Issuance of Barangay Certification and Clearance

 iv. Issuance of Certificate of Singleness Ownership for Cutting Trees

v. Issuance of Certification for Livestock

vi. Issuance of Benefit Show Clearance

d. converting the traditional frontline services like blotter report and lupon case into

an electronic processes.

e. recording the transactions that resident done inside the barangay.

f. Informing the resident(s) via SMS notification for barangay summon, certificate

requests, and particular events like disaster-risk, etc… if needed.

B. What is the level of conformity of the Information System with SMS Notification for

Barangay Fabrica using the ISO 25010 Standards?

C. How to implement and deploy the Information System with SMS Notification for Barangay

Fabrica to maximize the barangay’s benefits?

Theoretical Framework

The E-Barangay Management System proposed by Claire Ong Carpio, (Journal of

Multidisciplinary Research and Publications (IJMRAP), Volume 3, Issue 2, pp. 26-32, 2020.)

stated the importance of having a management system in a barangay. The E-Barangay

Management System is a web-based management system which shall reinvent barangay

management system from traditional and centrally dependent unit towards a more inclusive and

citizens-oriented scheme. The creation of module in registration of residents, documentary

request, reporting a blotter and receiving updates on the status of their request via SMS were the

vital features of the management system in order to utilize the transaction of the barangay for a

long run.

The study called Barangay Office Information System that were proposed by Jaime P.

Pulumbarit, Jane Kristine G. Suarez (2017) said that continues growth of population increases

the labour especially to the barangay faculties. In order to overcome the problems, introducing an

information system may be the best possible solution. This study features the development of an

office management system that enables the user to manage and print barangay citizen’s request

and financial records and reports with the use of PyDev Eclipse Version 2.2.4 for the

Programming Language and MS SQL 2008 for the database.

The study called Barangay Constituents Information System proposed by Jesus Z.

Figueroa, Joel Q. Calaguas, Arnel T. Sicat (2015) covers the creating an efficient and effective

information system; an automated information program that would address important concerns

of the community, particularly the barangay with its mundane operations. The study seeks to

identify the salient operations of the barangay that need automation, level the program with the
needs of the barangay, and write the technical features of the system by using the Software

Development Life Cycle (SDLC) model, which been written in Visual Basic language.

Conceptual Framework

The system approach IPO (Input, Process, and Output) used in describing the conceptual

framework of the study. As the figure below, the input were consist variables transactions which

was available in Barangay Fabrica’s Frontline Service.

Project Context

This study concludes the system’s features and functionalities, which utilizes the process

of the Barangay Fabrica’s frontline services. Information System with SMS Notification for

Barangay Fabrica have the following capabilities:

1. In issuance of certificates and permits, the filling up of information of the client

will be done though the system, thus, eliminating the paper works. This will be

replace by inputting the information of the client through the system by the help

of its user.

2. Payment information will be recorded to the system first before the release of the

certificates, permits, or the notice of hearing to the complainant.

3. Barangay’s resident information will be record to the system by the user if the

barangay census have been achieved. This records can be used by the system for

any future needs.

4. In reporting a blotter, the information of the client will be encoded first before the

interview. After the interview, the system will generate a copy of blotter report of

the client.

5. In filing of lupon case, the client will be ask by the user for their information as

well as their complaint and these will be inputted to the system.

6. The system may notify the client for their request and barangay events. The

defendants will also notify for their scheduled hearing.

 With the features and functionalities mentioned above, the Barangay Information System:

Barangay Fabrica is designed in order to eliminate the traditional frontline services by replacing

the existing manual works into a computerized system. With these approach, time consuming

work will be lessen and their frontline services will increase its efficiency and productivity rate.

Project Purpose and Description

The study was proposed in order to assist the Barangay Fabrica’s faculties in processing

the barangay’s frontline services by the developing a software called Barangay Information

System. Once developed, Barangay Information System shall make the transactions easier,

convenient and less time-consuming inside the barangay.

The faculties that are working inside the Barangay Fabrica are the ones who may able to

use this system. The administrator of this system is the one who may give authorization to a

certain person to be a user as well as assigning them on what kind of credential does the user.

The administrator have the right to modify the current users of the system. On other hand, users

may have two specific role: the one who which can able to process the frontline transactions as

well as releasing of the documents such as certificate, permits, etc., and the one who will receive

the payments and releasing.

Objectives of the Study

 The main objective of the project is to developed and designed an automated system for

the Barangay Fabrica that will assessed the solutions for the problems that they facing. Specially,

it aims to:

A. Design and develop a local web-based system called Barangay Information System that

will be capable of:

a. Providing a computer-generate frontline services for the transactions that may do

inside the barangay.

b. Creating a record for all legitimate residents within the barangay area, as well as

managing every information in a certain record if needed.

c. Providing a systematic-computer process for transactions of their frontline

services like for blotter, lupon case, and certificate issuance.

d. Notifying the resident(s) for their request in certification, summons, and other

events via SMS notification system if needed.

C. To prepare an implementation plan for the development of Barangay Information

System: Barangay Fabrica.

Scope and Limitation of the Study

The Information System with SMS Notification for Barangay Fabrica includes the design

and information control organization with accountability establishing the procedures for

barangay’s transaction information, simplification, and enhancing of the process of their

frontline services. This study will be useful especially to the faculties of Barangay Fabrica,

which are the ones who operates in the transactions that made inside the barangay’s premises.

This study will give an automated system for them to use in order to carry out their designated

task.

The Information System with SMS Notification for Barangay Fabrica is not designed to

be used in neither any other barangays, entity, nor organizations with similar line of business to

the Barangay Fabrica, since the system functionalities defined and indicated in this study would

be different from those others.

Significance of the Study

This section will provide brief description on the various significance of the study given
the problems of Barangay Fabrica regarding to their traditional frontline services:

Barangay Fabrica the proposed study serves the Barangay Faculties and personnel as their
references or guide in creating their information system concerned with their frontline services.
Residents of Barangay Fabrica the proposed study will grant the residents of the barangay to
have a systematic and organize approach when having a transactions inside the said barangay
office.
