CHAPTER 1
RATIONALE OF THE STUDY

According to the 2015 Census, the age group with the highest population in Bugay is 10 to 14,
with 622 individuals. Conversely, the age group with the lowest population is 80 and over, with 24
individuals. The year 2015 it has 5,048 population. The Barangay is located at City of Bayawan, Negros
Oriental.

The core function of this study is to offer a detailed reliable and secured keeping of all data.
BBURMS hope to enhance the way of managing and keeping all the resident’s confidential records. This
system facilitates Barangay management by enabling the client Barangay to maintain their resident
records as complete and up-to-date as possible and as easily accessible for verification, monitoring, and
reference purpose based on the available residents’ census data kept by the client Barangay. Data
provided by tie system in the form of comprehensive reports are invaluable for planning, program
implementation and related purposes.

This study aims to develop a system to manage the Barangay Bugay Negros Oriental to record,
store, retrieve, update the information and generate the constituents request.

STATEMENT OF THE PROBLEM

The reseacher aims to develop of this system for to manage of the Barangay Bugay Negros Oriental to
make the work smooth, faster and easier.

This study seek to answer the following question's:

1. What is current way of processing constituents request in the barangay?

2. What are the processes in the barangay that needs to be improved?

3. What is the current way of records keeping being used in terms of?

3.1 Recording information

3.2 Storing information

3.3 Retrieving information

3.4 Updating of information

3.5 Generating client’s request

4. What are the problems encountered in recording, storing, retrieving, updating and generating
of constituents request?

SIGNIFICANCE OF THE STUDY

This study is intended to various set of people who could benefit in the system. The result of
this study will be beneficial to the following:

BBURMS. This system provides efficient and effective transactions through an organized system;
authority of monitoring and security of records. This system will be beneficial to the management in
lessening of cost in terms of resources and time.

Barangay Officials: The who manage the file and information of the barangay for it all bring easy access
to the data they needed.

Residents: It will easy for them to access their records if there are some changes to be done on their
part.

Future Researcher: This may provide basis to the future researchers who may experience a related
system.

Researcher: In order to increase the personal knowledge of problem solving and contributing to that
humanity, developing skills and interests in programming.

SCOPE AND LIMITATION

The study covers Barangay Bugay Record Management System (BBURMS) that

focuses on the whole statistics or overall records of Barangay. This system will tabulate

the profile of each members of the households. Through this system, it will help the

barangay to identify the increasing/decreasing numbers of employed and unemployed

citizens, health reports, reported cases and secure the all files.

✓ This study is limited to the office of Barangay and the two end users; the administrator and
the staff who are only authorized to maintain and update the records in the system.

✓ Can only register residence’s information.

✓ Can only create barangay programs and projects.

✓ Can only generate statistical reports such as (total population of the

Barangay, reported cases (offenses against the law), health reports, total number of voters
registered on the barangay and generates the constituents request.

THEORETICAL FRAMEWORK

The study based from system engineering’s System approach based from Coombs. This
approach is appropriate development and innovations where input, process and output were evaluated
and re-evaluated to refine each procedure or steps in the conduct of the study. The feedback refines the
process, adjust the input, and innovates the product.

This system approach is the framework model used as the guiding principle in the study. The IPO
(input, process, output) model was applied. This model consists of 3 frames and as lines and arrows
detailed the specific steps from assessing the materials, following the basic steps and protocol needed in
the conduct of the study, the product development and evaluation.

RESEARCH METHODOLOGY

This chapter discusses the research strategy and procedures on how the system flows and its
phrases. The proponents follow the standard System Development Life Cycle (SDLC), to define and
present solutions for the problems identified in this study, using the modified waterfall model.

In this model, the stages have some connection, meaning that there are many tasks that happen
concurrently. This model has a lot of advantage, it is flexible to correct mistakes, and can make changes
that leads to less effort and time in working the project.

The system development process model is broken down into different phases. Basic phases of
system development processes are as follows: requirement gathering, system analysis, design, testing,
implementation, operation, and maintenance.

Planning phase

The proponents gathered data at the barangay office in order to meet the needs of Barangay.
The proponent members also coordinated with the barangay captain & the barangay officials who are in
charge in manual process of conducting the survey of population count.

Analysis phase

The researcher gathered information from the secretary office of Barangay. through gathering
information, the proponents figured out solution for their current manual process.

Design phase

In this place the proponents developed a design the system that will provide the needs of the
Barangay. The proponents also decided to add a google map that will easily locate the residence
location, reported cases and health related reports.

After the decided design & features of the system, the programmer start developing the system.

Coding phase

In this phase, the programmer programs the system and follow specific coding requirements.

Testing phase

In this phase, the researcher will test the input and output of the system to determine if his
system gives the correct operation that is provided. The researcher invited various people from the
barangay office to test and rate the system.

Implementing phase

In this phase, the system is already developed and tested. It will be implemented to Barangay
for observation if it is efficient and effective.

Maintenance Phase

The system requires maintenance every six months in order to keep the system’s functionality
on track and to deliver great service for its customers.
