Barangay Profiling System of the City of Candon

ABSTRACT

This research focuses on the development and implementation of a computerized profiling system in
Candon City that enables users to manage personal and membership data of the residents. The system offers
features like Comprehensive Personal Data Profile along with a query system to extract specific data and
report generation capability. The XP software development methodology follows a systematic approach to
software development, consisting of several key phases: planning, designing, coding, testing, and listening.
The study concludes that the product is user-friendly, effective, and meets the needs and expectations of its
users. The system can be an efficient tool for enhancing public safety, improving public services, and
promoting economic development in the city. The system's overall acceptability is very high as indicated by a
mean rating of 4.29. This indicates that the system is well-designed and successfully meets the needs and
expectations of its users. The study recommends that the local government should establish a task force or
committee, invest in necessary infrastructure and resources, prioritize community engagement, and provide
training programs to enhance the skills of barangay secretaries to ensure the system's success. The findings
of the study can inform future research and serve as a model for other cities that aim to implement similar
systems.

1. Introduction

Barangays are the smallest administrative units in the Philippines, and they serve as the frontline of
government service delivery. To efficiently and effectively deliver services, the government needs to have
accurate and up-to-date information about each barangay. This is where a barangay profiling system comes in.
It is a tool used to gather and organize information about the physical, social, economic, and environmental
characteristics of a barangay.
Interestingly, profiling for barangays is essential in the planning and implementation of programs and
projects that will address the needs of the community. The Department of the Interior and Local Government
(DILG) has issued guidelines on the formulation of the barangay development plan (BDP) which includes the
profiling of barangays (Section 16 of Republic Act No. 7160). The DILG also issued the Local Government
Operations Officer (LGOO) Manual, which includes a section on barangay profiling.
Notably, several studies have highlighted the importance of barangay profiling in facilitating the efficient
delivery of basic services, such as health, education, and social services. However, despite the existing

research, there remains a significant gap in understanding the specific challenges and limitations of current
barangay profiling practices in the Philippines. While the implementation of Barangay Development Planning
has aimed to address community problems, there is a need to delve deeper into the effectiveness and impact
of the barangay profiling process on the decision-making process of local government officials. Although the
study by Ali et al. (2020) demonstrated the efficacy of barangay profiling in identifying community needs and
resource allocation, there is a dearth of research regarding the integration of automation in barangay profiling
systems as highlighted by Reyes (2021). Thus, this study seeks to fill the aforementioned research gap by
examining the potential benefits and limitations of automated barangay profiling systems in improving the
accuracy, timeliness, and overall effectiveness of data collection, analysis, and utilization for decision-making
purposes.
Clearly, effective profiling system helps improve the capability of the barangay to address the needs of
its constituents. The need to address societal issues of every community is a salient aspect that demands
attention from the people in authority. These are important responsibilities of every barangay and its official in
the Philippines. Profiling each household in the community using information and communication technology
could achieve good governance through E-government as its core (Lacasandile et al., 2020).
In light of the aforementioned situation, it becomes imperative to establish and uphold a comprehensive
database that encompasses detailed information on all individuals residing within the barangay. The creation of
such a database is crucial to ensure the availability of reliable and up-to-date information on the residents,
enabling local authorities to effectively address the needs and concerns of the community. By having a
centralized database, local government officials can access pertinent information regarding demographics,
socio-economic status, health records, educational background, and other relevant data, which will aid in the
planning and implementation of targeted programs and services. Moreover, the database will serve as a
valuable resource for decision-making processes, enabling local authorities to make well-informed and
evidence-based decisions. Thus, the development and maintenance of a robust database system play a
pivotal role in optimizing the delivery of essential services and improving the overall well-being of the barangay
residents.

2. Methodology

2.1. Research Design

In this study, developmental research design was employed. The research design was used to design,
develop and evaluate the instructional programs, processes, and products, which included creating the
application using XP software methodology. Hence, the researchers found the design suitable for the study.

2.2. Population and Locale of the Study

The research was conducted in Candon City, Ilocos Sur. It involved the Administrative Assistant III who
is incharge in the City’s Profiling system and 42 barangay secretaries.

2.3. Instrumentation and Data Gathering Procedure

To gather data, a brief interview with the incharge in the City’s Profiling system was conducted to obtain
relevant information. The barangay secretaries were also provided with a usability questionnaire to evaluate

the system's usability. The usability questionnaire used in this study was the Lund A.M. (2001) USE
questionnaire, which is a validated tool for assessing the usability of software applications.

In the XP software development, planning served as the initial phase where Brarangay Secretaries and
developers collaborate to define requirements through user stories. This stage, as outlined by Kanade (2022),
involved establishing a clear understanding of the desired functionality and breaking it down into multiple
iterations. Additionally, the design phase focused on simplicity, ensuring that the system's implementation is
logical, structured, and free from unnecessary complexities. The subsequent coding phase emphasized
adherence to coding standards and practices like pair programming, metaphor, and regular integration. Then,
testing followed involving both unit tests to validate specific features and acceptance tests to assess the overall
system against initial user requirements. Throughout all stages, effective communication and continuous
feedback, as highlighted by Kanade, were essential in meeting client expectations and refining the system's
technical aspects.

2.4. Analysis of Data

The collected data were analyzed using statistical analysis techniques, including calculating means to
evaluate the usability of the system. Additionally, internal consistency and effectiveness criteria were
considered throughout the developmental research process.

2.5. Ethical Consideratiion

This research considered the ethical standards set by research ethics. In so doing, the respondents
were informed about the objectives of the study. They were informed that the study was completely voluntary.
Confidentiality was provided, as the participants’ identifying information was not sought. The data collection
material was kept and secured on completion of the study.

3. Results and Discussion

3.1. System Architecture of th e Barangay Profiling System of the City of Candon

This research focuses on the development of the Barangay Profiling System, with an emphasis on its
user interface, MS Access database architecture, data storage and security, as well as reporting and analytics
capabilities. The user interface, designed using MS Access forms and reports, aims to provide an intuitive and
user-friendly experience for barangay staff, facilitating efficient data entry, retrieval, and reporting tasks. The
MS Access database serves as the core storage and management component, with each barangay having its
dedicated database, ensuring localized data management while maintaining unique datasets. Data security
measures, such as user authentication, access control, data backup, and physical security, are implemented to
safeguard data confidentiality and integrity. The system enables users to extract and analyze data through
querying and reporting features, supporting data-driven decision-making and providing valuable insights for
barangay profiling. Overall, this research presents a comprehensive framework for the development and
implementation of the Barangay Profiling System, highlighting its usability, database architecture, data security,
and reporting capabilities.

3.2. Features of the Profiling System

Profile Data Management: The system provides a user-friendly interface for seamless management of
personal and membership data of residents. Users have the ability to effortlessly add, edit, and delete personal
information, ensuring accurate and up-to-date records. Figure 2 showcases essential details, including the
name of the head of the household, complete address, contact number, and email address. Moreover, the
system incorporates a demographics section, encompassing vital information such as age, gender, marital
status, education level, and occupation of each household member. This comprehensive data profile
empowers local authorities to have a holistic understanding of the community, facilitating informed decision-
making and tailored service delivery.

Data Query Creation. The system empowers users to create customized queries for extracting specific
data from tables. With this functionality, users can define criteria or employ SQL statements to precisely
retrieve the desired information.

The Figure 3 demonstrates the system's ability to generate custom data extractions tailored to specific
requirements. By allowing users to specify criteria or leverage SQL statements, the system enhances flexibility

and efficiency in data retrieval. This feature enables users to retrieve targeted information based on specific
parameters, such as age ranges, education levels, or specific services utilized.

The data extraction process driven by custom queries provides users with a higher level of control and
precision, ensuring that the extracted data aligns with their specific needs and analysis objectives. By
facilitating such customizable data extractions, the system empowers users to delve deeper into the data and
obtain insights that are highly relevant and valuable for decision-making, planning interventions, and improving
service delivery within the community.

Reports. The system provides users with the capability to create reports, allowing for the
comprehensive summarization of data. This feature enables users to generate concise and informative reports
based on the collected data. Also, users can seamlessly link the data stored in the system to forms created in
MS Excel. This functionality enables efficient data integration, allowing for streamlined data management and
analysis.

Figure 4 exemplifies the system's ability to link data to the Child Information Sheet of the Department of
Social Welfare and Development (DSWD) reports. By creating reports, users can summarize the collected data
and present key insights in a structured and organized manner. This feature facilitates easy interpretation and
understanding of the data, supporting effective decision-making and resource allocation.

Moreover, the system enables users to link the stored data to forms created in MS Excel. This
integration between the system and MS Excel enhances data management capabilities, providing a seamless
and efficient workflow. Users can leverage the familiar environment of MS Excel to further analyze and
visualize the data, creating customized reports and generating meaningful insights.

By combining data summarization and linkage to MS Excel forms, the system enhances data utilization,
ensuring that the collected information is effectively transformed into actionable knowledge. This empowers
users to make informed decisions, develop evidence-based interventions, and optimize the delivery of services
to benefit the community.

Table 1 shows the level acceptablity of the developed barangay profiling system of the City of Candon
along ease of use, ease of learning, satisfaction, and usefulness.

As gleaned from the table, usefulness posted the highest mean rating of 4.38 which is translated as
strongly acceptable. The finding suggests that the product is highly useful and meets the needs and
expectations of its users. These findings are consistent with previous research that has shown that perceived
usefulness is a critical factor in determining user acceptance and adoption of technology (Venkatesh et al.,
2003).

Meanwhile, satisfaction got the lowest mean rating of 4.25 but is still described as strongly acceptable.
The results are consistent with previous research that has shown that user satisfaction is strongly influenced
by the overall satisfaction with a product and the likelihood of recommending it to others (Grewal et al., 2019).
The result implies that the product is well-designed and meets the needs and expectations of its users in terms
of satisfaction.

Overall, the level acceptablity of the developed barangay profiling system of the City of Candon is very
high as supported by the overall mean rating of 4.29. This means that the developed barangay profiling system
is well-designed and meets the needs and expectations of its users. The result supports the findings of Grewal
et al. (2019) who revealed that their overall product acceptability is influenced by multiple factors, including
ease of use, satisfaction, and usefulness.

4. Conclusion

The findings from the research highlight the key features and the level of acceptability of the Profiling
System. The system offers comprehensive profile data management, enabling seamless handling of personal
and membership data of residents. It facilitates easy addition, editing, and deletion of personal information,
ensuring accurate and up-to-date records. The system's demographics section provides vital information about
each household member, allowing local authorities to have a holistic understanding of the community, leading
to informed decision-making and tailored service delivery.

Furthermore, the system empowers users to create customized queries to extract specific data from
tables. This feature enhances flexibility and efficiency in data retrieval, allowing users to retrieve targeted
information based on specific criteria or SQL statements. The ability to generate custom data extractions
tailored to specific requirements enables users to delve deeper into the data and obtain insights that are highly
relevant and valuable for decision-making and service improvement.

The system also facilitates report creation, enabling users to summarize collected data in a structured
and organized manner. Additionally, users can link the system's data to forms created in MS Excel,
streamlining data management and analysis. This integration enhances data utilization and empowers users to
make informed decisions, develop evidence-based interventions, and optimize service delivery.

The research findings also indicate a high level of acceptability among users. The product was rated
positively in terms of ease of use, ease of learning, satisfaction, and usefulness. Users found the product user-
friendly, effective, and easy to learn, contributing to their overall satisfaction. The high acceptability rating
suggests that the system meets user needs and expectations.

Overall, the Profiling System exhibits strong implications for community management and service
delivery. By providing a comprehensive and efficient platform for data management, analysis, and reporting,
the system enables local authorities to make informed decisions, allocate resources effectively, and develop
targeted interventions to benefit the community. The positive user experience and high acceptability of the
system further validate its potential to support efficient and effective community development initiatives.

5. Recommendation

Based on the findings of the study, several recommendations can be made for the effective
implementation and utilization of the profiling system in Candon City. First, it is recommended that the local
government should establish a task force or committee to oversee the development and implementation of the
profiling system. This committee should be composed of experts from various fields, including data analysis,
technology, and community engagement, to ensure that the system is designed and implemented effectively.
Second, it is recommended that the local government should invest in the necessary infrastructure and
resources to support the profiling system. This includes the acquisition of technology and software for data
collection and analysis, as well as the hiring of trained personnel to manage and maintain the system. Third, it

is recommended that the local government should prioritize community engagement and participation in the
profiling system. This includes soliciting feedback and input from different community groups to ensure that the
system reflects the needs and priorities of the people it serves. Fourth, it is recommended that the local
government should consider developing a web-based profiling system to allow for easy access and utilization
of the system's data by different stakeholders. This can increase the efficiency and effectiveness of the
system, as well as facilitate data sharing and collaboration between different agencies and organizations. Fifth,
it is recommended that the local government should provide training and capacity-building programs for these
secretaries to enhance their skills and knowledge in data collection, analysis, and management. This will
ensure that the system's data is accurate, reliable, and up-to-date, and that the system is being used to its full
potential. Finally, future research could focus on identifying areas for improvement, gathering user feedback for
iterative design, and exploring additional features that could enhance data analysis, visualization, and reporting
capabilities. By continuously refining and expanding the system, it can continue to support evidence-based
decision-making and improve the delivery of services to communities.
