Technology for Capturing data and analysis Organization are using different types of systems for capturing, storing, and processing data For the purpose of analysis, data mining, online analytical processing (OLAP), visualization and other reporting tools can be used to create better decision support environment Modernization Plans for utilities Information system will help to devise better plans for augmenting & modernizing the public utility systems. Operations management tools such as replacement algorithm, assignment algorithm, queuing models etc can be incorporated in the information systems for assessing feasibility/ economic analysis of modernization plans.

Public Expectations With the revolution of I.S. it has become easy for the people to know what is happening across the globe. Success elsewhere raises the bar of expectation. It puts more pressures on the project managers to bring better transparency and accountability

Local Political compulsions


Local political compulsions are sometimes vehicle of growth and on the other hand in some cases obstacles for growth These compulsions/ interventions can be quantified for further analysis to find out solution to the social problems. Past data about the impact of political compulsions if available, will improve decision making process. For example : Reduction in utility tariff is a political compulsions, to make organization still financially viable, analysis of impact will be handy to mobilize resources from other resources.

ROLE OF I.S. IN SOCIAL SECTOR


Plans of Social Services & Economic Interventions In India many new plans are top down approach and are not bottom up driven. For example free electricity, free irrigation facilities, mid-day meals etc. These services in some cases are part of political agenda of political parties. Some of them are implanted and other remains on the papers for records. In addition free services have no value in the mind of beneficiary. If the data is made available to the planners, implementing agencies and all the stakeholders in the value chain by using I.S., the new plans may be more sustainable. Stake Holders & Their Role
One of the critical components of I.S. is its stakeholders. It includes communities, implementers, government agencies, funding / donor agencies, planners and researchers, etc. If a centralized data base is created everyone can make use of it.

In fact, it will result in collaborative system where everyone can get benefits. For examples: comparison can be made among different agencies who are implementing similar projects but in different places. Lessons can be learned by documenting as electronics records the failure and successes of present an past interventions.

Impact Analysis for Decision Making In most of the social interventions, impact analysis studies are conducted by project team or by independent researchers often hired by project implementing team or by funding agencies. However since no data base is available, the data collection methodologies, research frameworks, analyses etc. con not be compared. Future Challenges
Data and communication is the key to the success of finding solutions to the present problems and also to plan for future for meeting the challenges. The frame work suggested will create an infrastructure to meet the future challenges

for creating various types of wealth to meet the needs of communities.

ICT Penetration
Information and Communication (ICT) has penetrated deeply in

this sector.
The primary reason of the establishing Information and Communication Technology (ICT) based MIS is to facilitate

decision makings and oversee sector performance across levels


and units. ICT tools could be used for a wide range of activities ranging

from imparting knowledge, providing connectivity for providers


of services ranging from warehousing, grading or testing facilities to operational functions.

Case Study: E-Kalyan


The Social Justice and Empowerment Department (SJED) SJED has put in place an effective monitoring and evaluation mechanism at all levels to accomplish the basic objectives Challenges : 1.Identification of the right beneficiary, 2.Awareness about the schemes 3.Apply for the schemes 4.Managing huge volumes of 5.Timely mobilization of the fund.

IT Road map and decided to use IT as a primary tool for effective


governance.

Case Study: E-Kalyan


Developed a department portal with information about all its Directorates,
Boards and Corporations. Online application forms of all the schemes.

Digitized more than 12 million records.


SJED in association with NIC launched 12 schemes including e-Caste certificates across the districts of Gujarat.

Holistic view of making online all the 240 schemes catered by its various offices with an integrated MIS.

ICT to provide timely, economical and door step services to the citizens through the network of various Citizen Service Centres (CSCs) and Panchayat offices.

Verification would be done with the help of information available in the departmental databases and the service would be provided online

Future scope
Creation of infrastructure to meet the future challenges for creating various types of wealth to meet the needs of communities. In future the new schemes that would come into picture can easily utilize databases already made and can easily make an impactful existence and delivery,

Information systems will play the role of a communicator and act as bridge
between people, NGOs, CBOs, communities, politicians and the government.

Identify information gaps and help the stakeholders in filling these gaps. Data bases will be input to various information systems including information systems used to solve social problems at the grass root level and can convert present intervention as a sustainable actions in the long

run.
