ABSTRACT

Metro Cebu faces increasing traffic congestion and a growing demand for

organized parking due to rapid urban growth and rising private vehicle ownership. On-

street parking shortages contribute to longer travel times, reduced road efficiency, and

increased stress for motorists.

This study proposes a four-storey multi-level parking structure as a practical

solution to these urban challenges. The building maximizes vertical space to

accommodate more vehicles while incorporating ground-floor commercial spaces to

support local businesses and enhance financial sustainability. Using a descriptive-

analytical approach, data were gathered from motorists, business investors, and LGU

representatives, complemented by traffic studies, site observations, and case studies of

multi-level parking systems. Design planning focused on functionality, safety,

accessibility, and economic viability.

Results indicate that the proposed multi-level parking facility can significantly

reduce street congestion, improve parking accessibility, and optimize land use.

Integration of commercial spaces further strengthens economic potential while providing

essential services. The study concludes that a thoughtfully designed multi-level parking

structure can effectively address parking shortages, enhance urban mobility, and

contribute to a safer, more organized, and sustainable Metro Cebu.

CHAPTER 1

INTRODUCTION

Metro Cebu has been experiencing rapid urban growth, bringing with it a sharp

increase in private vehicle ownership. With more people relying on personal cars for

safety, convenience, and social distancing, traffic congestion has worsened, and the

shortage of organized parking spaces has become a critical issue. This situation affects

the daily lives of residents, reduces road efficiency, and causes economic losses through

wasted time and fuel. Addressing the parking problem is essential to improve urban

mobility, safety, and the overall quality of life in the city.

Multi-storey parking facilities have been successfully used in other growing cities

worldwide to address similar problems. These vertical structures maximize limited land,

provide organized parking, and can include commercial spaces to generate revenue and

support local economic activity. In Metro Cebu, although some parking buildings exist,

many are either outdated, limited in capacity, or do not fully address the needs of modern

urban growth. Studies show that integrating parking solutions with commercial

development can improve traffic flow, pedestrian safety, and accessibility, yet such

integrated approaches are still uncommon in Cebu.

The need for this study arises from these challenges and gaps. While urban

planning initiatives have focused on roads and public transportation, efficient parking

infrastructure has often been overlooked. A carefully designed four-storey parking

building can provide a practical solution by increasing parking availability, supporting

commercial activity, and improving urban land use. The study contributes by offering a

clear framework for a design that addresses both mobility and economic concerns,

serving as a model for other high-density areas in the Philippines.

1.1 Background of the Study

As cities continue to develop, the number of vehicles on the road also continues

to increase. In Metro Cebu, traffic congestion has become a daily problem that affects

not only commuters but also car owners. One of the main reasons for this issue is the

lack of available parking spaces. Roads are often filled with illegally parked cars, and

existing parking areas are not enough to serve the growing number of private vehicles.

This shortage affects businesses, slows down transportation, and creates more stress

for both drivers and pedestrians.

The situation became even more challenging after the pandemic, when people

started to prefer using their own cars rather than riding public transportation to maintain

safety and social distancing. As more families and individuals choose to own vehicles,

the demand for safe and organized parking spaces has become stronger. Without proper

facilities, the city will continue to face difficulties in managing traffic flow and ensuring

road safety.

In response to this, the idea of constructing a vertical parking facility has been

introduced. A parking building provides a solution that maximizes limited urban land by

building upward instead of outward. Unlike open parking areas that require large lots, a

multi-level parking building makes better use of space while offering security,

convenience, and accessibility to users.

The proposed Four-Storey Parking Building aims to address these concerns by

combining functionality and practicality. Aside from providing parking slots, the design

also includes spaces for commercial shops, security features, toilets on each level, and

other facilities needed for smooth operations. This type of infrastructure does not only

ease parking problems but also contributes to the economic activity of the area by

providing rentable spaces for businesses.

Through this project, the study highlights the importance of planning and

designing urban facilities that respond to the real needs of the community. By focusing

on safety, efficiency, and compliance with building standards, the proposed design shows

how architecture can provide sustainable solutions to everyday city problems.

1.2 Statement of the Problem

Metro Cebu faces a continuous challenge of limited parking spaces, which

contributes to heavy traffic congestion and inefficient land use. This study aims to

address these issues by exploring the design and feasibility of a multi-level parking

structure. Specifically, it seeks to answer the following questions:

1. How can a vertical parking facility be designed to efficiently accommodate the

growing number of vehicles in a dense urban area?

2. What architectural and functional features can improve space utilization,

accessibility, and the overall experience for users?

3. In what ways can the inclusion of commercial or mixed-use elements support the

economic sustainability of the parking structure while benefiting the local

community?

1.3 Research Objectives

General Objective:

To propose and design a four-storey parking building that not only addresses the

shortage of parking spaces in urban Cebu but also promotes safety, efficiency,

and urban sustainability through thoughtful architectural solutions.

Specific Objectives:

1. To analyze the current challenges of parking and traffic congestion in the city and

translate these into design solutions.

2. To maximize limited urban land by introducing a vertical parking system that

accommodates the greatest number of vehicles without compromising safety and

accessibility.

3. To integrate safety measures such as proper circulation, fire exits, ventilation

systems, and security provisions that always ensure user protection.

4. To provide added value to the community by incorporating rentable commercial

spaces on the ground floor, creating opportunities for local businesses.

5. To design functional support areas (elevator and machine rooms, utility rooms,

storage, and administrative offices) that allow smooth day-to-day operation of the

facility.

1.4 Significance of the Study

This study is important because it responds to one of the most pressing issues in

Cebu’s urban environment: the shortage of organized parking spaces. By proposing a

four-storey parking building, the project highlights how architecture can offer practical

solutions to everyday city problems while also creating opportunities for growth.

The project can reduce traffic congestion caused by cars parked along streets and

sidewalks. A well-planned parking facility will improve road safety, provide convenience

for drivers, and allow pedestrians to move more freely.

The inclusion of commercial spaces on the ground floor can also attract shops

and services that add value to the area. This creates income-generating opportunities

while supporting the overall economic activity of the city. The study may also serve as a

reference in developing future strategies for land use and mobility management, showing

how vertical development can maximize limited space in crowded urban areas. At the

same time, it demonstrates the importance of combining function, safety, aesthetics, and

sustainability in building design. It can serve as an example of how academic studies

can be turned into real-world solutions.

Overall, this study is significant because it does not only aim to design a parking

building but also to contribute to a safer, more organized, and more progressive urban

environment.

1.5 Scope and Delimitations

This study focuses on the design and planning of a four-storey parking building in

an urban setting. It covers the architectural layout, structural design, parking slot

allocation, vertical circulation through elevators and stairs, and the integration of

commercial spaces on the ground floor. The project also considers essential facilities

such as toilets on each floor, utility rooms, administrative offices, and security features.

The scope includes ensuring safety, accessibility, and compliance with building codes,

as well as maximizing space efficiency for vehicles and commercial areas. Design

aspects such as aesthetics, ventilation, and traffic flow within the building are also

addressed to provide a functional and user-friendly facility.

1.6 Hypothesis

The proposed four-storey parking building is expected to provide an effective

solution to the shortage of parking spaces in urban areas. It is believed that the project

will help improve traffic flow by reducing on-street parking and congestion, while offering

a safe, convenient, and accessible place for motorists to park. By efficiently combining

parking slots with commercial and utility spaces, the building will make the most of limited

urban land. At the same time, the inclusion of rentable commercial areas on the ground

floor is expected to support local economic activity. Overall, it is hypothesized that a well-

planned vertical parking facility can address urban parking challenges while contributing

to a more organized, functional, and aesthetically pleasing city environment.

1.7 Statement of Purpose

The purpose of this study is to design a four-storey parking building that addresses

the growing shortage of parking spaces in Cebu City. It aims to provide a safe, organized,

and accessible facility for motorists while maximizing the use of limited urban land. By

incorporating commercial spaces and essential utility areas, the project also seeks to

support local businesses and enhance the functionality of the building. Through careful

planning, adherence to safety standards, and thoughtful architectural design, this study

1.8 Conceptual Framework

Input refers to the key problems that the city faces, including the increasing

number of private vehicles, limited availability of parking spaces, traffic congestion on

major roads,

and the lack of organized urban infrastructure to manage vehicle circulation efficiently.

Process involves the architectural and planning interventions applied to solve

these problems. This includes designing an efficient parking layout that maximizes

space, providing vertical circulation through elevators and staircases, incorporating

safety measures such as fire exits, ventilation systems, and security features, allocating

areas for utilities and administration, and integrating commercial spaces on the ground

floor to support economic activity.

Output is the immediate result of these design interventions: a functional, safe,

and accessible parking facility that streamlines parking operations, enhances user

convenience, and ensures safety and order within the building.

METHODOLOGY

2.1 Study Design

This study adopts a descriptive-analytical design focused on architectural planning and

design solutions to address urban parking problems in Cebu City. The research involves

analyzing the current parking conditions, traffic congestion patterns, and urban

infrastructure limitations. Based on these observations, the study applies architectural

design interventions to propose a four-storey parking building. The study emphasizes

practical and functional solutions, ensuring that the proposed design optimizes land use,

enhances accessibility, incorporates safety features, and integrates commercial spaces

to support local economic activity.

Shibuya Hikarie Parking, located in Tokyo’s Shibuya district, is an innovative

underground parking system built to support one of the busiest commercial complexes

in the city. Given the district’s extreme density and high land values, the project

demonstrates how vertical and underground solutions maximize limited space while

integrating seamlessly into mixed-use developments. This study reviews its spatial

organization, safety systems, and sustainability approaches, offering insights relevant to

Metro Cebu’s urban core.

The underground facility uses a combination of automated guidance systems and

conventional parking. Clear signage, digital displays, and efficient traffic flow reduce

user stress. Wide lanes and well-lit spaces enhance visibility, while connections to

elevators provide direct access to the shopping mall and office tower.

C. Safety and Security

Fire prevention is a major focus, with advanced smoke control, sprinklers, and

evacuation routes. Security cameras, controlled access points, and well-trained staff

ensure protection against theft or accidents. The underground setting also shelters

vehicles from environmental risks such as flooding and heat.

reduce energy consumption. By locating the parking underground, the design frees

surface land for public plazas, green spaces, and pedestrian areas, enhancing urban

Conclusions

Shibuya Hikarie Parking illustrates how underground and mixed-use strategies can

effectively address space scarcity in highly urbanized environments. Its emphasis on

and lane markings. Parking slots are arranged for easy entry and exit, with reserved

areas for PWDs, motorcycles, and bicycles. Covered walkways connect directly to mall

2.2 Subject/Participant Selection

This study does not involve human participants. The research focuses on two

architectural case studies—the Shibuya Hikarie Parking in Tokyo, Japan, and the Ayala

Center Cebu Parking Complex in Cebu City, Philippines and three proposed construction

sites in Metro Cebu: Cebu Provincial Capitol, IT Park, and Cebu Business Park. These

subjects were selected based on their relevance to the research objectives, with the case

studies providing insights into design efficiency, spatial organization, and user

experience, while the proposed sites offer practical contexts for applying these lessons

in addressing parking demand in Cebu City.

2.3 Technical Information

Data for this study was collected using observational research from secondary

sources. Information on the case studies was obtained from architectural publications,

project websites, and industry reports. Data on the proposed sites were derived from a

SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, incorporating

site location, accessibility, surrounding commercial activity, and urban traffic conditions

to evaluate their suitability for a multi-level parking facility.

2.4 Statistical/Analytic Methods

A qualitative analytical approach was employed. The study does not involve

quantitative data; therefore, no statistical analysis was applied. Comparative case study

analysis was used to examine the design features, operational efficiency, and user

experience of both international and local parking facilities. The SWOT analysis provided

a systematic evaluation of the three proposed sites, enabling a structured and informed

decision regarding the most suitable location for the proposed multi-level parking

structure.

capacity functional design, catering to a high volume of vehicles. Its layout prioritizes clear

traffic circulation, wide ramps, and accessible entry and exit points, which ensure smooth

operation during peak hours. By comparing these two case studies, the research

highlights the importance of balancing efficiency, user convenience, and architectural

integration in parking structures.

The SWOT analysis of the three proposed sites Cebu Provincial Capitol, IT Park,

and Cebu Business Park offers a strategic framework for site selection:

• Cebu Provincial Capitol: Strengths include a prominent location and proximity to

government offices, but traffic congestion and limited space reduce feasibility.

• IT Park: Offers a tech-oriented, high-activity environment with potential for mixed-

use integration, but ongoing development and limited available land create

constraints.

• Cebu Business Park: Exhibits high accessibility, commercial synergy, and

potential for vertical, mixed-use development. Its location supports integration with

existing infrastructure, pedestrian networks, and business activities, making it the

most viable choice for a four-story parking structure.

Significance and New Knowledge

This study contributes actionable insights for urban planners, architects, and local

government units. It demonstrates how lessons from international parking designs can

inform local projects to address urban challenges effectively. Key contributions include:

• Integrating aesthetic and functional elements to create visually appealing yet

practical parking solutions.

• Applying mixed-use design strategies to optimize land use and support nearby

commercial activity.

• Providing a structured approach to site selection based on SWOT analysis, which

prioritizes accessibility, commercial value, and long-term urban planning goals.

Comparison with Previous Work

The findings of this study align with prior research emphasizing the importance of

multi-level parking structures in addressing urban congestion and optimizing land use.

International studies, such as those on automated vertical parking systems in Japan,

highlight innovative design strategies that maximize capacity while minimizing footprint.

Similarly, local studies on large-scale commercial parking facilities, like Ayala Center

Cebu, focus on high-volume efficiency and user convenience. What sets this research

apart is its combination of these perspectives, applying lessons from international

precedents to a localized context in Metro Cebu. By evaluating specific potential sites

with a SWOT analysis, this study provides a practical, actionable framework for

integrating both functional and aesthetic considerations into urban parking design. It

bridges the gap between general theoretical discussions and real-world application,

demonstrating how conceptual designs can respond directly to site-specific urban needs.

Limitations

The study is limited to conceptual and observational analysis, relying on secondary

sources without structural, financial, or detailed traffic assessments. The SWOT

evaluation considers current conditions but cannot predict future policy, economic shifts,

or site-specific constraints that may affect feasibility.

Implications

• Policy and Urban Planning: Results can guide Metro Cebu authorities in

promoting vertical parking solutions as a strategy to alleviate urban congestion

and optimize land use.

• Design Practice: Architects can apply insights from both case studies to balance

efficiency, aesthetics, and functionality in multi-level parking designs.

• Future Research: Recommendations include structural feasibility studies, cost-

benefit analyses, traffic impact modeling, and incorporating community feedback

to ensure the design meets both functional and social needs.

CONCLUSION AND RECOMMENDATION

Conclusion

The findings of this study highlight that a multi-level parking structure is an effective

response to the growing challenges of parking shortages and traffic congestion in Metro

Cebu. Through the examination of international and local case studies, it was observed

that parking facilities can successfully combine functionality, user experience, and

architectural aesthetics. The Chesapeake Car Park One demonstrates how design

elements such as natural lighting, clear wayfinding, and passive safety measures can

elevate a parking structure beyond a purely utilitarian function. Meanwhile, the Ayala

Center Cebu Parking Complex exemplifies the importance of integrating high-capacity

circulation and accessibility within a commercial environment, ensuring efficiency for

large volumes of vehicles.

The SWOT analysis of the three proposed sites Cebu Provincial Capitol, IT Park, and

Cebu Business Park indicates that Cebu Business Park offers the most advantageous

location for a 4-story parking building. Its strengths lie in its strategic accessibility,

proximity to commercial establishments, and high visibility, all of which align with the

functional and economic requirements of the project. While challenges such as potential

construction costs and urban traffic management exist, the site’s opportunities for mixed-

use development, improved land utilization, and long-term urban growth outweigh the

risks. Overall, this study reinforces that a thoughtfully designed multi-level parking facility

can address urban mobility challenges while contributing positively to the surrounding

urban landscape.

Recommendation

Based on the conclusions drawn, it is recommended that stakeholders, including local

government units, urban planners, and private developers, prioritize the development of

a 4-story parking structure in Cebu Business Park. The design should incorporate clear

and intuitive circulation, safety features, and sustainable practices to maximize usability

and environmental performance. Integrating commercial or mixed-use elements within

the building could further enhance its value and engagement with the community.

Future research should focus on structural design considerations, detailed traffic impact

assessments, and financial feasibility studies to ensure that the project is both technically

sound and economically viable. Additionally, monitoring and evaluation mechanisms

should be established once the facility is operational, to continuously improve its

efficiency, user experience, and contribution to Metro Cebu’s urban development goals.

By applying the insights gained from both local and international precedents, this project

can serve as a model for sustainable urban infrastructure, demonstrating that parking

structures can be both practical and architecturally meaningful in rapidly growing cities.
