Leadership is key Honest, incorruptible and capable leader is needed. Capable leaders will be able to make the right decision that benefits on the country and its people instead of just bending towards popular will. Reward for work, work for reward Promotes Singapores progress as reward is based on individual performance and merit. Meritocracy ensures that when one will enjoy opportunities when ones performance is good. It encourages one to do well in order to get reward, and promotes countrys economy growth. It directly ensures that the best people are identified and selected into positions of influence. Capable leaders can then be put into first place to guide the nations progress. A stake for everyone, opportunities for all Recognizing and listening to Singaporeans view through feedback sessions achieve it. Opinions of people are taken into consideration in decision-making. This ensures people stay rooted to Singapore and it helps push Singapore into greater level of development and progress. This way the government can win trust of people and give them a greater sense of belonging to the country. It also ensures social cohesion and harmony for the government. Stay relevant, anticipate changes A good government who is able to plan ahead to meet future needs and overcome constraints. Being forward looking helps government to secure long-term commitment that will ensure Singapores development can continue unhindered. Able to anticipate change also ensures that the country is never left stranded and stay relevant as it allow Singapore to remain competitive in an increasingly changing world.

Principles of Governance.

Population Policies

Initially facing a rapid increase of population in the 1950s, the government has introduced the stop at 2 policy to prevent from facing prolonged overcrowding which will cause Singapore to face a lack of fund to develop its economy. Later in the 1980s, the stop at 2 policy had discouraged couple to have more than two children. With the impending problem of aging population not replacing itself, country will become an aging population, which will also drain the countrys resources, as it will be channeled into providing the senior citizens instead of other area development. Attracting foreign talent is also used, as a strategy to effectively overcome Singapores manpower needs. Aging population has increased the stress on medical infrastructure and government resources. More community-based services will be needed to help family look after older relatives. Public area will have to be equipped with more facilities suitable for senior citizens. This increases government spending and leads to fewer fund for economic development. Aging population also appears less attractive to investors as they prefer younger workers whom are more productive, affecting directly on Singapores productivity. Positive Impact Provides valuable skills, knowledge, working experience and talent. Enable women to work as grandparents look after the grandchildren. Negative Impact Increase stress on working population. Fewer fund for economic development. Less attractive to investors. Workers no longer as young and productive.

Traffic Policies

To control car usage: Electronic Road Pricing It replaced ALS in 1998 as ALS was labor intensive and inconvenient. ERP had used up-to-date technology to monitor flow and regulate traffic flow. It becomes more efficient and effective. Area Licensing Scheme It was used to manage traffic flow in the CBD by having to pay to use certain roads and restricted zones. Supported by increasing the cost of parking in CBD and Park-and-Ride facilities. Initially motorists were unhappy with the ALS, but it had worked effectively to reduce the number of cars in CBD. Park-and-Ride It was introduced the same time as ALS. Motorists are encouraged to park their cars at specific car parks outside city area and take public transport from these areas into CBD. Many switched to public transport or drove into CBD before 7.30 am, thus it was ineffective. Still used today. Vehicle Quota System It was introduce to control car population in Singapore as it allowed the Land Transport Authority determine number of new motor vehicles. Implemented through the Certificate of Entitlement where car buyers must first bid before buying car. They will the pay quota premium based on number of bids received. Entitled motorist are allowed to own the car for 10 years.
