Players in Start-up Ecosystem and Their

Roles
• Government- Government plays a crucial role in developing start-up ecosystem in the state. It can provide monitory and
other supports, make operation of start-up easy and increase inclination of people towards entrepreneurship.
Government, through Uttarakhand Start-up Policy 2017, has provided many allowances, subsidiaries, infrastructure and
other supports to entrepreneurs operating or willing to operate in Uttarakhand. It has also made provisions to encourage
institutions to produce entrepreneurs. Some of the Supports provided by the Government are:
• Monthly allowances;
• Marketing support;
• Support in precuring intellectual property;
• Tax benefits;
• Encouraging institutes to setup entrepreneurship cells;
• Provisions to setup Entrepreneurship Promoting Bodies in IIT, Roorkee and IIM, Kashipur.
• Private Players- Private players may play a key role in providing monitory support to
entrepreneurs, mentoring young entrepreneurs and helping them networking. Uttarakhand has
many big industries and corporate houses which can help young entrepreneurs in managing
operations, reaching customers and growing their business. Big private players also have huge
network of market stakeholders at their disposal. They can provide access to such network to
young entrepreneurs and help them establish their business in market.
• NGOs- Opposite to the conventional belief, NGOs can play a major role in developing a startup
friendly ecosystem in any region. Startups can facilitate government registration process for
startups and can help startups in availing benefits and supports provided by the government.
NGOs can also provide recommendations to government in order to improve their startup policy
to get better results. NGOs can also act as a whistle blower in case any government agency is
hurdling the smooth working of the startups. Furthermore, Focus areas listed in Uttrakhand
Startup Policy, 2017, includes Education and Health which are also the focus area of many NGOs.
Education and healthcare focused NGOs can work hand-in-hand with Startups working in those
areas. This will help startups in network development, increasing reach and marketing.
Entrepreneurial challenges in Uttarakhand

• Lack of Raw Material: Due to hilly region it is becomes difficult to procure basic raw material. For
raw material they have to depend on urban areas as many industries operate in rural areas. This
also leads to increase in transportation cost.
• Lack of technology: There is unavailability of high technology which can have revolutionary effect
in the production process. There is no awareness and have lack capital funds to acquire latest
technology.
• Non-availability of Skilled Labours:
