Chelsea residents might see an increase in water and wastewater utility charges for the 2012-13 budget. City council held a public hearing on the proposed changes to the utility rates, millage and budget for the next fiscal year at Tuesday evenings regular meeting. Although the city operations millage rate will stay at 13.15 mils, the city anticipates a 3 percent increase for water and an 18 percent increase for wastewater. Electric rates are expected to stay where they are. The increase means a family of four with a threequarter-inch meter will pay another $11.73 per month for their services. According to City Administrative Director Kim Garland, the increases the city makes are based on a utilities rate study that is done every two to three years. All increases have been drawn from previous rate studies, she said. We bring in an expert on utilities. They do some very detailed analysis for us, and then provide us with a detailed report. Garland said those reports are presented to the public, and citizens should be encouraged to attend. City Manager John Hanifan said another utility study rate is due during the 2012-13 fiscal year.
