2 TheLoudounCountySchoolBoardmustreturnunspentcapitalprojectfundsinthesumof morethan$11.5millionbacktothecounty. Thepossibilityofusingthosefundsforotherprojectsisnotpossible.Thatisduetothefact thattherestrictivelanguageusedinthebondreferendumrestrictsitsuse,JeffMorse (Dulles)said. AccordingtoSuperintendentDr.EdgarHatrick,thereisnormallyatwoyeargapbeforethe schoolscandeclareasurplusonaproject.Thisyear,J.MichaelLunsfordMiddleSchools gymprojectwasthemajorityofthereturnaprojectlessthantwoyearsold. ThisisanexceptiontotheruleJeffPlatenberg,assistantsuperintendentforthe DepartmentofSupportServicessaid.J.MichaelLunsfordMiddleSchool(MS5)was appropriatedintheFY06CIPintheamountof$39,675,000andwasallocatedtothe schoolsinOctober2005.Thetimelineestablishedfortheprojectanticipatedanopeningin thefallof2008.Siteavailabilitycausedtheprojecttobedelayedandduringthisperiod,LCPS decidedtoalterthemiddleschoolprototypefromaonestorydesigntothatofatwostory. Anotherschool,LibertyElementary,wasconstructedonaprofferedsite,Platenbergsaid.The sitehadminimalsitedevelopmentcostsandnoregionalroadimprovementsthatLCPSwas responsiblefor,sothebidswerebelowwhatstaffexpected,headded. ThesearesurplusCIPdollarsandwedohavetogivebacktothecountyifwedontuseitfor theCIPprojects,KevinKuesters(BroadRun)said.AlltheseCIPprojects,withthe exceptionofonethatsonthelist,havebeencompleted. In2008,LCPSrequested$12.2millioninsupplementalfundingforatwostoryconceptand design,accordingtoPlatenberg.Therequestalsofactoredinconstructionfundingand inflationthatcameouttoatotalfundingforLunsfordof$51.9million. SinceLunsfordwasdelayedforthreeyears,constructionwaslessduetotheeconomic downturn,Platenbergsaid. Tenmilliondollarsofthesurplusfundingproposedforreturnisaheadofthescheduled completionperiodandrepresentsthereducedconstructioncostsinwhatcontinuestobea volatileschoolconstructionmarket,Platenbergexplained. Theboardpassedthereturnunanimously.
