FLIGHT OPERATIONS LETTER

FOL PHE500-006/14
ORIGINAL
SUBJECT: ADS-B OUT STATUS
October 1st, 2014
APPLICABILITY: Phenom 100 fleet

DESCRIPTION

I – Overview and Benefits

ADS-B Out is a functionality of the transponders that allows the broadcast of information
such as airplane identification, position, altitude and velocity. The use of ADS-B provides
accurate information and frequent updates to airspace users and controllers, being the ideal
tool for improved use of airspace, reduced ceiling/visibility restrictions, improved surface
surveillance and enhanced safety through the conflict management. ADS-B Out
incorporates improvements in air traffic control allowing a much more precise air traffic
monitoring and aircraft separation.

The implementation of this system is possible through a new VHF network that must be
installed on ground to receive the airplane information broadcast. This information will be
transmitted to the air traffic controllers that can monitor the aircraft position and intentions
much more precisely. On the aircraft, there are also modifications to its transponders in
order to broadcast all the information needed for this new system.
This new technology is currently under implementation or already implemented. Some
countries placed mandates in order to make ADS-B out mandatory equipment in their
airspace.

ORIGINAL Another technology called ADS-B In, utilizes the same ground network and aircraft
October 1st, 2014 transponder to broadcast information to the aircraft, such as traffic, weather or even
transmitting position between aircraft with ADS-B out capability. Today, no mandates are
foreseen for ADS-B In.
II - Mandates
The ADS-B OUT transponder follows a technical standard called RTCA DO-260. This
technical standard is, currently, on revision B, which modifies the requirements that the
transponder must comply with. However, each country is requirement a different revision of
the DO-260 and this impacts on the transponder solutions available and lead-time to
develop new solutions.
The mandates in Asia Pacific and Canada allow compliance with either DO-260 revision “A”
or “B”, and the mandates defined for US and Europe require DO-260 revision “B”
compliance. The ones that comply with DO-260B also comply with the former revision of
DO-260. The table below shows the known mandates.

III – Phenom Fleet Solution

Phenom 100 with Garmin transponder (GTX33 -TCAS I) has a solution available via SB
500-34-0010 for FAA and ANAC certification. Certification for EASA is expected to happen
before the updated mandates established by the European Commission Regulation take
place.
The Service Bulletin SB 500-34-0010 consists of the replacement of the transponders by a
new model. This modification is complies with most restrictive DO-260, the revision B.
For Phenom 100 with ACSS Transponder (aircraft with TCAS II installed), Embraer is
working together with the supplier to develop a new transponder that will operate in
compliance with DO-260B. This solution for ADS-B out is expected no early than 2Q16.
For operators that will need to comply with ADS-B OUT before 2Q16, alternative solutions
via Supplemental Type Certification (STC) may be available. Please, contact Embraer
Customer Support Contact Center or your local Field Service Representative for further
information.
Embraer is also evaluating ADS-B In solutions and no release date has been defined yet.
