1.0 INTRODUCTION

1.1 Project Overview


The OML58 is an onshore producing oil and gas asset located approximately 70 km northwest of
Port Harcourt in the eastern Niger Delta, Nigeria. The field was discovered in 1964 near Obagi,
with three appraisal wells drilled in 1972, 1979, and 1984. OML58 currently produces oil and gas
from two fields, Obagi (Ogbogu Flow Station) and Ibewa, with an average oil production of 16
kbopd and average gas production of 10 MSm³/d.
Produced fluids are treated and exported through five facilities:
• Ogbogu Flow Station (3 flares)
• Obite Treatment Center (3 flares)
• Ibewa (2 cold vents)
• Rumuji (1 flare)
• Owaza (1 flare)
At present, the total flaring rate is 90 kSm³/d, with 85% of flaring attributed to Ogbogu Flow
Station (Obagi).
A pre-project study conducted between September 2023 and March 2024 identified early tie-in
and full FGRS tie-in scopes for HP and LLP flares. While the LP flare was initially excluded due
to process stability concerns, the current FEED scope now covers all three flare systems (HP,
LLP, and LP), ensuring a comprehensive solution.
The primary objective of this FEED project is to develop a Closed Flare Gas Recovery System
(FGRS) for OML58, with a focus on the Ogbogu Flow Station. The project shall address the HP,
LLP, and LP flare systems to ensure significant reduction in routine flaring and associated
methane emissions, while enabling compliance with Company and regulatory commitments. The
project business drivers are:
• Reduce routine flaring to <0.1 MSm³/d by 2025
• Achieve zero routine flaring by 2030
• Reduce methane emissions by 50% by 2025 (vs. 2020 baseline)
• Prevent potential shut-in of the fields’ production
• Reduce methane emissions by 80% by 2030 (vs. 2020 baseline)

1.2 Purpose
This specifications defines the technical, design, and functional requirements for the Fire and
Gas System (FGS) associated with the Obagi Flare Gas Recovery System (FGRS) Project at the
Ogbogu Flow Station.
It establishes the design, installation, and integration criteria for all new FGS field devices,
junction boxes, cables, and interfaces, ensuring complete fire and gas protection coverage for the
new FGRS package units (P3 type) and associated piping and tie-ins.
The specification ensures compliance with the TotalEnergies General Specifications (GS, 2022
Edition) and relevant international standards, while ensuring seamless integration with the
existing Integrated Control and Safety System (ICSS), which comprises the PCS, PSS/ESD, and
FGS subsystems.

1.3 Scope
This specifications covers the following:
• Design, engineering, supply, installation, configuration, and testing of Fire and Gas detection
devices and associated equipment for the new FGRS process areas.
• Integration of new FGS field devices and junction boxes with the existing Ogbogu FGS
architecture.
• Specification for flame detectors, gas detectors, manual call points, beacons, sounders,
junction boxes, cables, and earthing systems.
• Interface requirements with PCS, PSS/ESD, and FGS subsystems, in accordance with the
stored ICSS Integration Philosophy – NG-OBA-OGBOGU 81-DORI-070001.
• Testing, commissioning, and functional verification of all new FGS components prior to
handover.
This document does not redefine the existing FGS system architecture except where expansion
is necessary for integration of the new FGRS facilities.

3.0 SYSTEM OVERVIEW


The FGS is an integral subsystem of the existing ICSS at Ogbogu FS.
It provides detection, alarm, and mitigation functions for fire and gas hazards across process
areas.
For the Obagi FGRS Project, the FGS scope covers the new HP, LP, and LLP Flare Gas
Recovery Packages (P3 type) and associated Flare Closure Mechanism (FCM), tie-in piping, and
open process areas.
Each FGRS package includes a Unit Control Panel (UCP) for local control and safety
management, interfacing with the FGS and ICSS subsystems as follows:

4.0 SYSTEM DESIGN REQUIREMENTS

4.1 General
• The FGS design shall conform to GS GR HSE 314 and GS EP INS 143 for detection
coverage, zoning, and functional performance.
• The design shall ensure no single point of failure results in loss of fire and gas protection.
• Detection layout and coverage shall be based on Fire Zone risk assessment, consistent with
the existing Ogbogu FS Fire Zone Philosophy.
• The FGS extension shall utilize existing FGS logic solvers and marshalling panels, with
additional I/O only where required.

• Equipment shall comply with GS GR HSE 303 and IEC 60079 for hazardous area
classification and certification.

4.2 Safety Integrity Level (SIL)


• FGS detection and mitigation loops shall meet minimum SIL 2 reliability as per GS GR HSE
306 and IEC 61511.
• SIL classification, validation, and proof-test intervals shall be defined and recorded within the
SIL demonstration documentation and associated Performance Standards for each Safety
Instrumented Function (SIF).
• Safety lifecycle documentation, including reliability analysis and verification results, shall be
maintained and made available for Company review.

4.3 Fire Zones and Tagging Philosophy


• The new FGRS process units (HP, LP, and LLP compressor packages, Flare Closure
Mechanism, and associated piping manifolds) shall each be assigned dedicated Fire Zones,
except where equipment is located in close proximity or falls entirely within an existing Fire
Zone.
• Fire Zone classification and boundary definition shall be carried out during FEED in
accordance with GS GR HSE 314 and GS GR HSE 303, ensuring each zone reflects the
specific fire and gas risk potential of the covered area.
• Where Fire Zones are newly created or extended, their numbering and identification shall
follow the existing Ogbogu FS Fire Zone Tagging Philosophy, maintaining continuity with the
facility’s FGS database and cause-and-effect logic.
• All new detectors, alarm devices, and FGS field equipment shall be tagged according to the
existing site tagging convention.
• Fire Zone boundary updates shall be validated jointly by the Contractor and Company during
FEED and recorded in the updated Fire and Gas Detection Layouts, Zoning Drawings, and
Cause & Effect Matrix.

5.0 DETECTION AND ALARM DEVICES

5.1 Gas Detectors


• Gas detectors shall comply with GS EP INS 143 and GS GR HSE 314.
• Detectors shall be infrared or catalytic type, suitable for hydrocarbon gas monitoring in open
process environments.
• Each detector shall provide 4–20 mA with HART output, local indication, and fault
supervision.
• Installation areas: compressor skids, manifolds, flare closure assemblies, and vent piping.
• Detectors shall be Ex d / Ex e certified and IP65 minimum.

5.2 Flame Detectors


• Flame detectors shall be multi-spectrum IR or UV/IR type, certified for SIL 2 applications, self-
testing, and compliant with GS EP INS 143.
• Locations: compressor discharge, flare valve area, and gas-handling equipment.
• Devices shall be immune to false alarms from sunlight and welding.

5.3 Manual Call Points (MACs)


• Explosion-proof, non-addressable type.
• Installed at all FGRS unit entry points and accessible locations along escape routes.
• MACs shall be installed on large plates located on instrument stands. Plates shall be painted
diagonally red/white to clearly identify the call point.

5.4 Sounders and Beacons


• Sounders and beacons shall be installed to ensure acoustic and visual coverage across the
FGRS Fire Zones.
• Additional outdoor sirens/beacons shall be installed only where existing alarms do not provide
full coverage.
• Minimum sound level: 85 dB(A) above ambient; beacons shall be visible up to 30 meters.
• Each device shall be linked to the relevant Fire Zone alarm logic.

6.0 FIELD INSTALLATION AND CABLING

6.1 Junction Boxes (JBs)


• JBs shall be 316L stainless steel, IP66-rated, Ex e/Ex d certified, in accordance with GS EP
INS 106.
• Dedicated JBs shall be provided for FGS signals and labeled per existing facility tagging
philosophy.
• Terminal identification and glanding per GS EP INS 106.
• Junction boxes shall be installed on adequately fabricated supports and shall be at a
maximum height of 1.80 meters from the top of the Junction Box to grade or platform.

6.2 Cables
• All cables shall comply with GS EP INS 116.
• Use low smoke, zero halogen (LSZH), fire-rated cables.
• Minimum conductor size: 1.5 mm² for signal circuits, 2.5 mm² for power.
• Use twisted, shielded pairs for detector loops.

6.3 Earthing and Bonding


• Earthing shall comply with GS EP INS 115 and GS EP ELE 032.
• Provide separate instrument and safety earths.
• Cable screens to be grounded at marshalling end only.

6.4 Cable Routing and Protection


• Cable routing shall follow GS EP ELE 311.
• Existing routing systems shall be reused wherever technically and physically feasible,
provided they comply with project design, integrity, and safety requirements.
• Where reuse is not feasible, new routing systems shall be installed in accordance with GS EP
ELE 311 and project standards.
• Cable trays and supports shall have anti-corrosion coating per GS EP COR 354 and thermal
protection per GS EP COR 771.

7.0 INTERFACE WITH ICSS


• All new FGS signals shall terminate in existing FGS marshalling panels.
• Alarm and trip signals exchanged with PCS (Modbus TCP/IP) and PSS/ESD (hardwired).
• Firewater System interface shall trigger deluge valves and fire pump start where applicable.
• Communication security shall follow GS EP INS 135 cybersecurity architecture and DMZ
segregation.
• All interfaces shall conform to GS EP INS 134 ICSS integration requirements.

8.0 PASSIVE FIRE AND CORROSION PROTECTION


• Structural supports, instrument racks, and trays within Fire Zones shall have PFP coatings as
per GS GR HSE 315.
• Metallic equipment and junction boxes shall receive anti-corrosion coatings as per GS EP
COR 354.
• Thermal insulation for nearby hot surfaces shall comply with GS EP COR 771, ensuring non-
flammable and low-toxicity materials.

9.0 TESTING AND COMMISSIONING


• Factory Acceptance Test (FAT): Validate detector function, output, and alarm logic per GS
EP INS 143.
• Site Acceptance Test (SAT): Confirm proper field installation, address configuration, and
integration with existing FGS.
• Loop and Continuity Testing: Verify continuity, polarity, and insulation resistance for all
circuits.
• Cause and Effect Verification: Perform full FGS logic validation as per approved C&E
Matrix.
• All testing shall align with IEC 61511 safety validation standards.

10.0 DOCUMENTATION AND DELIVERABLES


Contractor shall provide:
• FGS layout and Fire Zone drawings.
• Detector and alarm device lists with tag numbers.
• Updated zoning diagrams and cause & effect charts.
• JB wiring and loop diagrams.
• FAT/SAT procedures and reports.
• Calibration certificates and as-built documentation.

11.0 CYBERSECURITY AND SYSTEM RELIABILITY


• All FGS interfaces shall conform to GS EP INS 135.
• Implement role-based access control, audit trails, and patch management.
• Minimum system availability: 99.9% with redundancy for logic solvers and power supplies.

12.0 SPARES AND MAINTENANCE


• Provide 10% spare detectors of each type.
• Minimum 20% spare I/O capacity in FGS marshalling panels, if new I/O card required.
• 10% spare terminals in each JB.
• Detectors shall include self-testing capability.
• Provide spare calibration kits and consumables.

13.0 PACKING, STORAGE AND TRANSPORTATION


• All Fire and Gas detection devices, junction boxes, cables, and accessories shall be packed,
handled, and stored in accordance with the manufacturer’s recommendations and GS EP INS
143, section 10 and GS EP INS 106.
• Equipment shall be vacuum-sealed or moisture-proof packed to prevent condensation and
corrosion during transport and long-term storage.
• Packing shall be designed to protect against vibration, impact, and mechanical damage,
ensuring full preservation of IP rating during shipping and handling.

• Temporary electrical or cable entry points shall be sealed or plugged to maintain enclosure
protection integrity.
• Each package shall include a detailed packing list, clearly stating tag number, item
description, gross/net weight, handling instructions, and storage conditions.
• Sensitive electronic components, such as flame and gas detectors, shall be individually
wrapped in anti-static, shock-absorbing material, with protective dust caps installed on sensor
heads.
• Spare parts shall be separately packed and clearly labeled.
• All items shall be suitable for storage in tropical humid environments for at least 12 months
without degradation.
• During construction, unpacked instruments shall be protected from dust, moisture, and
contamination, using approved covers or greasing where applicable.
• Transportation and handling shall comply with GS EP INS 106 to avoid damage or
misalignment.
• Any equipment found damaged upon receipt or during storage shall be quarantined,
inspected jointly with Company, and replaced at no cost to the project.

14.0 TRAINING AND HANDOVER


• Provide detailed training to operators and maintenance staff covering operation,
troubleshooting, and C&E logic interpretation.
• Handover documentation shall include training records, calibration data, FAT/SAT reports,
and all as-built documentation.
