4. Solution
The reasons for RRC setup rejection due to resource congestion. RRC_REJ_POWER_CONG_CELLIn this case, the RRC setup rejection is due to the power congestion. It is means the configuration of CAC parameters should be considered whether it is reasonable, if this indicator is always high, it is means that the cell load reaches the threshold. The network needs expansion or balancing the load.

Right-click on the RNC Daily Report and choose the Execute option.
Set the date in the Generate Performance Report dialog box. To generate the daily report, the begin date should be as same as the end date.

3. Focus the mains reasons of CS call drop on the Top10 worst cells.
RNC releases the RAB, which is triggered by the RF failure in CS domain (synchronization failure on the uplink)

4. Solution
In this case, we can find the main reason of CS call drop is due to UL synchronization failure. It should be caused by some problems of coverage or neighbour missing or abnormal handover parameters, we recommends to check these. If the problems were still exist after checking all parameters, the next step is to analyze the engineering parameters to improve the coverage, for example, to adjust the down tilt and azimuth of the antenna. If the adjustment to antenna cannot remove the coverage hole, we recommend to add new sites or repeaters.

5. After the optimization, generate the RNC Weekly Report to check the KPI performance.
After the optimization on the worst cells, the call access rate in the CS or PS domain increases and call drop rate decreases.
