BRIEF HISTORY
Republic Act 6975
Department of Interior and Local Government Act of 1990
January 1, 1991 paved the way for the establishment of the:
Philippine National Police (PNP)

Bureau of Fire Protection (BFP)


Bureau of Jail Management and Penology (BJMP) as separate
entities

The Fire Bureaus charter was created under Chapter IV


(Section 53 to 59) and carried-out through the provisions of Rule VII
(Sections 49 to 58) of the Implementing Rules and Regulations of
the said law.

BFP is responsible for ensuring public safety through


prevention and/or suppression of all destructive fires on buildings,
houses, and other similar structure, forests, and land transportation
vehicles and equipment, ships/vessels docked at piers, wharves or
anchored at major seaports, petroleum industry installations.

VISION STATEMENT
A modern fire protection agency working towards a safe and
progressive society.

MISSION STATEMENT
To prevent and suppress destructive fires, investigate its causes,
provide emergency medical and rescue services, and enforce
other fire related laws with active involvement of the
community.

GUIDING PRINCIPLE
The BUREAU OF FIRE PROTECTION was created by virtue of R.A. 6975
primarily to perform the following functions:
1. Be responsible for the prevention and suppression of all destructive fires
on:
a. Buildings, houses and other structures;
b. Forest;
c. Land transportation vehicles and equipment;
d. Ships or vessels docked at piers or wharves or anchored in major
e. Petroleum industry installations;
f. Plane crashes; and
g. Other similar incidents

2. Be responsible for the enforcement of the Fire Code of the Philippines (P.D.
1185) and other related laws.
3. Shall have the power to investigate all causes of fires and, if necessary, file
the proper complaint with the city or provincial prosecutor who has
jurisdiction over the case.
4. In time of national emergency, all elements of the BFP shall, upon direction
of the President, assist the AFP in meeting national emergency, and
5. Shall establish at least one (1) fire station with adequate personnel,
firefighting facilities and equipment in every city subject to standards, rules
and regulations as may be promulgated by the Department of the Interior
and Local Government.

Basic Strategic Issue 1:

PERSONNEL

1. Conduct workplace environment

A. Hire outside expert to conduct
required training for all employees.
B. Establish annual refresher training
program.
C. Review and comply with all Town
and department personnel policies.

A. Establish department newsletter.
B. Clarify and enforce proper use of the chain of
command.
C. Improve and utilize department website for relaying
information to Personnel.

maintain high morale.

TRAINING

1. Create a user-friendly database system.


A. Evaluate and implement additional computer based
training programs for staff members.

2. Establish a daily training curriculum for all


career firefighters
A. Continue to develop a mission oriented training
curriculum for daily rotation through all shifts that
include basic job knowledge, skills, and abilities.
B. Task each shift Captain to ensure delivery of the
daily shift training program.

MEDICAL SERVICE

1. Continue to adhere to the established three or four


year ambulance replacement program.
A. Develop specifications for replacement vehicles.

B. Ensure availability of suitable funding through the


ambulance receipt account.
2. Reevaluate zone response times.
A. Evaluate and identify current response times.
B. Develop and implement a plan to meet expected response
times.

Basic Strategic Issue 4:

FIRE PREVENTION

1. Enhance community involvement through the


improving current and implementing new fire
and life safety educational programs.
A. Assess community fire safety education needs.
B. Establish improved relationships with community
organizations and schools.
C. Provide venue for all department members to participate
in community relations and enhancement of fire and life
safety programs.
