INTRODUCTION
Solid waste management is the systematic
administration of activities that provide for the
collection, source separation, storage, transportation,
transfer, processing, treatment, and disposal of solid
waste.
According to ZEMA regulations, Solid waste is defined
under the Environmental Protection and Pollution
Control Act (EPPCA) as garbage, refuse, sludge, and
other discarded substances resulting from industrial
and commercial operations and from domestic and
community activities

Solid waste management is a crucial part of the


overall management of an urban settlement
Avondale is a low density township in Lusaka, the
capital city of Zambia, located 20 km from the centre
of town going east.
For the past 12 years its waste collection has been
handled by a private company named Twincare.

BACKGROUND
Solid waste management was solely in the hands of the
Local Authority, Lusaka City council.
The efficiency in this mandate still left a lot to be desired
due to their limited capacity
Major concerns included:
Littering, uncollected garbage, and indiscriminate dumping
of waste;
Health hazards due to indiscriminate disposal of waste.
Potential for contamination of soils and
underground/surface water.

In 2004 it was noted that on average in the country,


less than 10% of residential areas, were being
serviced correctly
As a means of improving the status of affairs, the
participation of the private sector was solicited.

PROBLEM STATEMENT
The purpose of this research is to assess the impact of
private sector participation with respect to the
objectives of solid waste management, in order to
determine the

RATIONALE

Legislation on waste management and the resultant


national strategic plans warrant the participation of
the private sector for the purpose of increased
efficiency. In this vein, the need to assess their
performance is imperative, in line with the specific
problems associated with poor solid waste
management in Avondale.

RESEARCH QUESTIONS
How have waste related diseases in Avondale
occurred since the onset of private sector
participation?
Has the participation prompted an increment in
subscription by Avondale residents?

MAIN OBJECTIVE
To assess the impact of private sector participation in
Avondale.

SPECIFIC OBJECTIVES
To carry out research on the occurrence of waste
related diseases in and around Avondale over the past
12 years.
To determine the quantities of waste collected in
Avondale over the past 12 years
To determine the pattern of subscription to waste
collection services over the past 12 years.

SCOPE
The study will be limited to municipal solid waste in
Avondale

LITERATURE REVIEW
Literature reviewed so far;
The Environmental Protection and Pollution Control Act
amended in 1999 (EPPCA), which established the
environmental council of Zambia (now Zambia
Environmental Management Agency)
Provides the legal framework for licencing of transporters of
waste or operate a waste disposal site.
The National Solid Waste Management Strategy for Zambia2004, which outlines the problems with solid waste
management and expresses mitigation measures, among
which private sector participation is a part.
