Cooperative Line And Staff HR Management

Line managers and human resource managers both have same human resource management
duties. But it is useful to ask?

Exactly which HR duties are carried out by line managers, and by staff
managers?
Important generation

There is no single division of responsibilities between line mangers and staff managers.

But the most important generation is that line mangers and staff manager should be cooperative.
Cont..

For example :
In recruiting and hiring, the line manager describes the qualifications employees
need to fill specific positions. Then the human resource team takes over.

Cooperative duties of Line Manager and Staff Manager

 Develop sources of qualified applicants.

 Conduct initial screening interviews.
 Administer the appropriate tests.
 Refer the best applicants to the Line Manager , who interviews and
selects the ones he or she wants.
 In training, the Line Manager again describes what he or she expects the employee to be
able to do.
 Then the HR team devises a training program, which the Line Manager then administers.

Activities done by HR department

Employers split most activities, such as

 Employment interviews
 Performance appraisal
 Skills training
 Job descriptions
 Disciplinary procedures, between HR Manager and Line
Manager.

 Human Resource Managers do and how they do is changing.

Reasons for these changes

Globalization

Deregulation

Changes in demographics

Changes in nature of work

Economic changes
Globalization

The tendency of firms to extend their sales ,ownership. Basically

globalization refers to the integration of an organization’s operations,
processes and strategies into diverse cultures, products, services and
ideas.

Globalization has a deep impact on the way companies manage their

employees.
Cont..

For business people means more competition ,more pressure to be

world class to lower costs to make employees more productive to do
things better and less expensively.
Both workers and companies have to work harder and smarter than they
did without globalization.
Globalization therefore brings both benefits and threats.
For example :
For consumer it means lower prices and higher quality on products from
computers to cars but for workers it means the prospect of working harder.

Globalization

Globalization has triggered changes in how companies organize, manage, and use their
HR departments. It has brought benefits in developed countries including
• Education • Employment
• Trade • Culture
• Technology • Organizational
• Competition Structure
• Investments

Why globalization is a good thing?

To people in richer countries globalization brings lower cost goods from abroad, which
leaves them with spending power to spare and a higher standard of living. It also brings
opportunities for productive investment in high growth industries in developing countries.
Indebtedness (Leverage) and De-regulation

Deregulation basically means to cancel the old policies that were practiced and regulate
new policies that are implemented due to changes in concerns , environment and trends.

In the United States and Europe, for example, the rules that prevented commercial
banks from expanding into new businesses, such as stock brokering, were relaxed.

Technological Trends
Virtual online communities, virtual design environments, and Internet-based distribution
systems have enabled firms to become more competitive.

Use technology for many HRM type applications, such as looking for jobs( E-Recruiting,
wearable tech , mobile apps, digital platforms, virtual reality and artificial reality
Changes in the Nature of Work

Jobs are changing due to new technological demands.

1. High-Tech Jobs – More jobs have gone high tech, requiring workers to have more
education and skills. Even traditional blue-collar jobs require more math, reading,
writing, and computer skills than ever before.

2. Service Jobs – Most newly created jobs are and will continue to be in the service
sector.
