Span Rectification Project


ON-BOARD SUPERVISION

15TH JULY 2008


Introduction
On-board supervision shall be performed on the
installation vessel to assure the following:
1 operation is done in a safe manner for both the
scheduled works and the environment
2 Operation is done according to the
Specification, Scope of work and approved
installation procedures
3 Operation is done Economically and within
budget
4 Minimum requirements for Reporting
5 It is also the intention that any pertinent
information will be readily to hand to assist
where discrepancies or disputes occur.
Duty and Responsibility
1. Non Operation works
 Review and assure all project
documentation including permits and
licences in place.
 Assure all equipment, personnel and
material for the works fulfil the project
 Witness and approve all
instrument/equipment calibration where
necessary
 Prepare check/approval lists
2. Operation is done in a safe manner for both the
scheduled works and the environment

 Review Health, Safety and environmental


documents (HSE).
 Note and bring to contractors attention any HSE
violations
 Assure integrity of the pipeline (Damage
anchoring)
 Prepare and submit HSE reports if necessary
3. To assure the operation is done according
to Specification, Scope of Work and
approved installation procedures

 Have full understanding of project documentation


 Note and bring to contractors and companies
attention any deviations to specification and
procedures
 Instruct company where necessary on non
conformance practice, personnel and product
 Prepare NCR and assure no NCR prior to
demobilization
 Approve Daily progress reports
4. INSTALLATION ISSUES

 Review and approve as found condition. Note any


deviation from project documentation
 Review and in consultation with company
approve any installation deviation and or change
order
 Assure no over stress to the pipeline during
operation
 Review and approve sectional as installed
documentation
5. To Assure Operation is achieved Economically
and within Budget

 Avoid downtime and any re-works applicable to


company
 Avoid any un-necessary tasks
REPORTING
General Information …
 Has the Contractor completed the specific
scope of work?
 Highlight areas where there was loss of
data or inability to complete the scope.
 Was the data of an acceptable quality?
 Is the information reliable?
 Were there any contractual issues?
 Is there any commercial impact from
those contractual issues?
Performance Appraisal …
 Introduction – Who’s doing what, for whom, with which(!),
when, etc etc.
 Operational Report –
– Narrative of the operation, including items such as time and
date the ship departed and arrived back, where did it go, etc
(one page and a quarter maximum)
– Contracted Scope of Work: Was this completed, were there
any variations, were there any contractual issues?
– Summary of hours worked: Mob, Ops, breakdown, weather,
etc
- Overall summary interpretation by provide an informative
overview.
 Performance Appraisal for the As-built: Quantitive
assessment of accuracy and reliability of equipment
 Conclusions and Recommendations
Daily Reporting …
 Daily reports should include a précis of the days
activities, problems incurred and solutions
used/needed, proposed activities for next 24
hours, summarize any anomalies found or items
requiring more detailed inspection and any
factors which affect the defined scope of work
