(ICESCR)
• A multilateral treaty* adopted by the United
Nations General Assembly on 16 December 1966
through GA.
• It commits its parties to work towards the
granting of economic, social, and cultural rights
(ESCR) to the individuals, including labour
rights, the right to health, the right to education,
and the right to an adequate standard of living.
• *A multilateral treaty is a treaty to which three
or more sovereign states are parties*
Committee on Economic, Social and Cultural
Rights (CESCR)
• The independent expert body appointed to oversee
implementation of the ICESCR.
• It consists of 18 independent experts.
• They are elected by secret ballot.
• Serve four-year terms.

 All states parties are bound to submit regular reports to
the committee on implementation of rights by them.
 During a meeting in Geneva, the committee reviewed
Pakistan’s initial report on the ICESCR.
 It was submitted by a Pakistani delegation led by Federal
Minister for Human Rights Senator Kamran Michael, and
showed satisfaction with the implementation of various
provisions of the convention in the country.
 States must report initially within two years of accepting
the Covenant and thereafter every five years.
