THE THIRD SECTOR

What is Third Sector?

‘Third sector organization's is a term used to describe the range of


organizations that are neither public sector nor private sector.

It includes voluntary and community organizations (both registered


charities and other organizations such as associations, self-help
groups and community groups), social enterprises, mutual's and co-
operatives.
Third Sector Organizations (TSOs) generally:

• Are independent of government.

• Are ‘value-driven’. This means they are motivated by the desire


to achieve social goals (for example, improving public welfare, the
environment or economic well-being)

For this reason TSOs are sometimes called ‘not-for-profit’


organization’s or ‘not-for-personal-profit’ organization’s.
Non-governmental: Although they often work with or alongside
government agencies, and may receive government funding or
commissions, third sector organizations are independent from the
government.

Non-profit: Third sector organizations raise funds and generate


financial surpluses in order to invest in social, environmental, or
cultural objectives. They do not seek to make profits.

Values-driven: Third sector organizations pursue specific goals


which are often aligned with particular social and political
perspectives. They may be associated with or work with
political parties, but a political party is not a third sector
organization.
Third sector organizations include:

• Charities
• Voluntary and community organizations
• Social enterprises and cooperatives
• Think tanks and private research institutes (this does not include
universities and colleges)
What does The Third Sector do?

Third sector organizations devote themselves either to a particular


issue which needs to be solved or to a particular group in society
who requires support.

Some organizations may work on a whole range of issues, but apply


a particular philosophical and political filter.

Their focus maybe local, national, or global.


They try to achieve their aims through a wide range of activities
such as fundraising, providing services, or providing other forms of
direct support and advice to the groups they help.

These organizations usually also want to back up direct assistance


with long-term or systemic change, involving changes to relevant
local, national, or international policies.

They seek to bring these policy changes in a lot of different ways,


all of which offer potential opportunities for academic collaboration
or input.
Importance of Third sector

• Allocation of resources:

The third sector is involved in the allocation of resources , through


the production of many public goods & services (in the field of
health, education & environment and so on ).

• Re-distribution of resources:

The third sector has a role of re-distribution of resources , via the


voluntary contributions (in cash , in kind or through volunteering)
and through the provision of a wide range of free or virtually free
services to deprived people.
• Empowerment:

Third sector organizations provide vehicles of participation and


association among similarity situated people , making it possible for
them to act on matters of common concern.

• Monitoring:

Third sector organizations can be important not only in changing


laws but also in ensuring their enforcement. This can take the form
of monitoring implementation, publicizing, enforcement lapses, and
initiating legal action where necessary to ensure that laws are
effectively applied.
• Tailoring services to Community Needs:

Rooted as they often are in the communities affected by


exclusion, third sector organizations are in a position to know
community needs. They can therefore tailor responses to the
needs of excluded groups and ensure more sensitive responses to
their needs.
