Definition:
It is the statutory or official body which
supervise and standardize the medical
profession in Pakistan.
OFFICE:
It’s office exists in the capital of
Pakistan (Islamabad)

► Evaluate and recognize medical
qualifications and courses of studies.
► Appoint inspectors of Medical

1. Spells out competent authorities to issue medical
certificates / qualification i.e. recognized college /
Universities / college of physicians & surgeons.

a) Imprisonment from 1-5 years
(b) Fine up to Rs. 50.000/-
3. PROFESSIONAL DEATH SENTENCE:
Permanent cancellation of Registration (cannot do
medical practice)
INTERNATIONAL CODE OF MEDICAL ETHICS
At the time of being admitted as a
member of the medical practitioners I solemnly
pledge (promise) myself to consecrate
(devote) my life to the security of humanity.
1. I will give to my teacher the respect and
thankfulness (gratitude) which is their due
2. I will practice my profession with conscience and
dignity, the health of my patient will be my first
consideration
3. I will respect the secrets which are confined in me
4. The health of my patients will be my first priority
consideration.
5. I will maintain by all the means in my power,
the honor and the noble tradition of the
medical profession.
6. My colleagues will be my brothers / sisters.
7. I will not permit consideration to religion,
nationality, race, party politics or social
standing to intervene between my duty and
my patient.
8. I will maintain the utmost respect of human
life from time of conception, even under
threat, I will not use my medical knowledge
contrary to the laws of humanity
9. I make these promises solemnly, free and
upon my honors
PUBLIC DUTIES OF REGISTERED
MEDICAL PRACTITIONER
A) COMPULSORY DUTIES:
Compulsory notification: Birth, death,
infectious diseases, Food poisoning and
industrial diseases.
ii) Responsibility of state: Military
services, reporting cases of homicidal
deaths, poisoning and cases of
privileged communication.
B) VOLUNTARY DUTIES:
i) Responsibility to patient (continue
treatment with reasonable care & skill.
No disclosure of patient secret without
privileged communication, not do
anything beyond your skill, special care
& precautionary measures in treatment
of children & old peoples, special care in
prescription of dangerous drugs &
consult to senior colleagues in difficult
situations.
II) MEDICAL EXAMINATION
a) Consent
b) Result should be kept in secrecy
c) X-Ray should be done in
accidental case.
III) OPERATIONS:
a) Consent
b) Nature, extent and consequence
explanation to the patient.
c) Precautionary measures to avoid

D. COURT DUTIES
a) He should obey the summons served to him
for court attendance
b) He should leave the court with permission of
the court.
INFAMOUS CONDUCT IN PROFESSIONAL
RESPECT
(PROFESSIONAL MISCONDUCT)
If a Medical man in the pursuit of his
profession has done something which is
unreasonable, and dishonorable with regard to
it which will be reasonable by his professional
brother of good repute and competency is
called professional misconduct. Then it is open
to the medical council to allocate him guilty of
infamous conduct in professional respect.

MISCONDUCT / INFAMOUS CONDUCT
I) ABUSE OF DOCTOR PRIVILEGE:
a) False medical certificates
b) Prescribing of drug of addiction
c) Disclosure of patient secret
II) ABUSE OF DOCTOR PATIENT
RELATIONSHIP
● Indecent assault / adultery etc. with patients
● Adultery with the attendants of the patients
III) ABUSE OF PROFESSIONAL KNOWLEDGE
a) Conduction of criminal abortions
b) Illegal removal of organs e.g. kidney for sale
IV) ABUSE OF DRUG OF ADDICTION( ALCOHOLISM)
a) Alcohol drunkenness during duty e.g.
operations
b) Addiction of other e.g. heroin, morphine etc.
V) ASSOCIATION WITH UNQUALIFIED PERSONS
a) Assisting an unqualified person in running his
business e.g. clinical laboratory, maternity
home or clinic.
b) Taking share from other doctor by sending
patient to their clinic, hospital and clinical
labs.
c) Breaking the patients of other doctor through
agents.
VI) ADVERTISEMENTS AND
CANVASSING
With a view of gains by unfair means of
advertisements and canvassing e.g. by
writing degrees and diplomas which are
not confer to him and skills which he has
not achieved.
