STEP 1
Review the types of housing loans.
SSS offers 4 basic types of housing loans, each of which have their own eligibility
requirements. The different types of housing loans also may have slightly different
application processes. Generally, you must be an SSS member under the age of 60 who has
made social security contributions for at least 36 months. That 36 months must include 24
continuous contributions for the 2-year period immediately before your application.

• If you're buying a new home or building a home on land you own, look at a direct
housing loan. There are 2 types, one for those who are members of a registered workers'
organization, and another for OFWs.

• If you already own your own home, you may be interested in either a loan for repairs and
improvements, or for an assumption of mortgage loan. The assumption of mortgage
essentially allows you to refinance an existing mortgage at a lower rate.

The Overseas Filipino Workers (OFWs)
These are the accepted conditions in order to be
considered as an OFW:

• Currently deployed with a contract processed through


the POEA or authenticated by the Embassy abroad.

• Those with employment contracts which are awaiting


renewal/deployment; however, release of loan shall be
made upon renewal/deployment.

• Citizens or immigrants of foreign countries but are


interested in buying housing units for their
families who are still in the country.

• Long-term resident overseas Filipinos who wish to


avail of housing packages either for themselves when
they retire or when they visit the Philippines and/or
for their extended families.

The Direct Housing Loan Facility for Workers'


Organization Members (WOMs)
WOMs refer to any association of workers in the private sector
duly registered with the DOLE, the Securities and Exchange
Commission, or the Cooperative Development Authority. It shall
include any trade union center, federation, national union,
local/chapter or independent union as defined in Book V of the
Labor Code.

SSS aims to provide socialized and low-cost housing to workers


who are bonafide members of duly registered and accredited
workers' organizations.

Housing Loan for Repairs and/or Improvement
• Major repairs, particularly for dilapidated and structurally unsafe
housing units;
• Improvements which shall apply to:
• Extension or expansion and enhancement of economic and
aesthetic value of an existing housing unit. Said improvements
shall be permanently attached to the house.
• Completion of an occupied bare house
• Construction of concrete fence and steel gate
• Installation of deep well and motor pump

Assumption of mortgage
• is a lending program of the Social Security System (SSS) allowing a
member in good standing to assume the updated principal balance of
an existing SSS housing loan.

STEP 2
Gather documents to file with your application.

The specific documents required depend on the type of


housing loan you're applying for. You must submit originals
of some documents. For others, you must submit both the
original and a photocopy.

Required documents for the loan FOR OFW

These documents must be submitted upon application:


• Mortgagor’s Application for Housing Loan with 1” x 1” ID pictures of Principal Applicant and
Spouse (Original).
• Certificate of Loan Eligibility (Original) – (P100 Service Fee).
• Certification from POEA, DOLE, OWWA, SSS Foreign Representative Office or Philippine
Embassy/Consular Office (Original).
• Latest Contract of Employment (Photocopy notarized).
• Contract to Sell with statement of latest balance (Original).
• Owner’s copy of the Original/Transfer Certificate of Title (Certified True Copy).
• Latest Property Tax Declaration and Realty Tax receipt (Photocopy).
• Lot Plan with vicinity map duly signed and sealed by Registered Surveyor or Geodetic Engineer
(Blue Print).
• Building plans/specifications/picture of the house (Blue Print).
• Confirmation of Completion and Appraisal from Home Guaranty Corporation located at Jade
Bldg., 335 Sen. Gil Puyat Avenue, Makati City with tel. no. 895-90-11 (Original).
• A set of twelve (12) postdated checks covering twelve (12) monthly installments and shall be
repeated every 12 months thereafter until the loan is fully paid.
• Certificate of Acceptance and Occupancy duly signed by the borrower if house is 100%
complete at the time of loan filing (original).
• Special Power of Attorney (if filing is thru a representative) (original).
• Certified True Copy of the Original Transfer Certificate Title issued by the Registry of Deeds.

• SS Form E-1 (and E-4, if any). If self-employed, SS Form RS-1; Employer Membership
Certificate and Business License;
• Certification of Employment, Compensation and SSS Premium Contributions duly signed by
the employer's SSS authorized signatory. If overseas worker, Certification and Contract of
Employment (duly authenticated by the Philippine Consulate);
• Deed of Sale with Assumption of Mortgage and latest Statement of Account from
Investment Accounting Department (IAD), 9th floor;
• If existing housing loan with the SSS is a Joint Applicant, written conformity of the other
Joint Applicant; and
• Affidavit of undertaking to continue paying monthly SSS Premium Contributions for the
duration of loan for Voluntary and Self-employed members only.

Complete your application for a house repair or
improvement loan.

If you're applying for a loan to repair or improve a house


you already own, your can download an application form
from the SSS website. There are not forms available for
other SSS housing loans.

STEP 4
Apply in person for a direct housing loan.

Take all of your documents and copies together with your application to an SSS
branch in person to apply for a housing loan. You can also apply at the Housing and
Business Loans Department at 5/F, SSS Building, East Avenue, Diliman, Quezon City.

• If you're applying for a direct housing loan, you may need to fill out an
application form at the SSS branch. Make sure you bring appropriate
identification.

STEP 5
Sign your loan documents.
Provided you meet the eligibility requirements, you'll be provided
with documents to sign to finalize your loan. Read these documents
carefully, and make sure you understand the payment terms.[
While your loan remains outstanding, you are responsible for
maintaining appropriate fire, mortgage redemption, and home
guaranty corporation insurance coverage on your home.
The application fee of 1/2 of 1 percent of the loan amount, or P 500,
whichever is higher, will be deducted from your loan proceeds when
they are released.

Screening Process

1. Reviewing the Application form and other important

2. Verification of the members eligibility to avail the program.
3. If the applicant is eligible/ qualified to avail the loan: - there will
be an issue of acknowledgment stub with signature over printed
name of member service representative. *If the applicant is not
eligible to avail the program -Return the application form to the
applicant and write the reason for rejection.
