Introduction
• Unique Identification is the prestigious and visionary planning of Govt. of India. The PMO (Prime Minister Office)
has appointed Mr. Nandan Nilekani as a chief of UID authority on June 25th 2009. Mr. Nandan gets independent
charge of this authority. It will issue the UID card and own, operate and maintain the unique identification number
database. No  govt. agency will interfere in the planning, implication and any process of authority. UID cards
distribution will start in 2011. Its role is to develop and implement the necessary institutional, technical and legal
infrastructure to issue unique identity numbers to Indian residents. It is a huge exercise to identify each and every
citizen of India. These cards are not only for the identification of Indian citizens but for the NRIs, and foreigners
also.

• In issuing a unique identification number, the system uses three metrics — a photograph, an iris scan and a
fingerprint. When a person comes to a UID counter to get a number, the software can instantly run the fingerprint
and iris scan against a database to see if the applicant has already been issued a number. A 16 digit randomly
allotted number will be printed on the card, which will ensure the identity of a particular person.
• The UID number will be based on, both personal and biometric information of a person, such as, name, sex, father
and mother’s name, DOB, POB, nationality, marital status, spouse name, current and permanent address, work
occupation, photo and fingerprints. UID card will be issued to every individual of above fifteen years.

• The identity card has a 16kb microprocessor chip that will contain all the information and will be secured against
card tampering and cloning. The UIDAI will get all this data from National Population Register, which will be
created to maintain the database collected by census. The NPR will work as a comprehensive and credible identity
database for country.
 
• Once the database would be finalized, the UIDAI will start issuing UID cards after 6-8 months. The UID number will
be added in National Population Register. The NPR would be authentically updated on the minute basis, this way it
will keep information about a particular person from birth.

Features
• 1 The UID number will be based on, both personal and biometric information of a
person, such as, name, sex, father and mother’s name, DOB, POB, nationality,
marital status, spouse name, current and permanent address, work occupation,
photo and fingerprints.

• 2 The UID card is that it will help to differentiate between Indian citizen and
foreigners.

• 3 The card will meet with different security concerns, decrees or stop the illegal
immigration, help to identify the terror suspects and other insurgents, easy
identification of criminals etc.

• 4 It is closely related with individual privacy.

• 5 An individual’s biometrics like finger prints, iris scan and facial features will be
stored in the database and any person seeking any kind of service will have to
prove his identity using these biometrics.
Benefits
> 1 No doubt, that UID cards will bring a huge change in mode of governance and administration. This
one card will serve all purposes, now people do not need to keep various identification documents
say, ration card, credit, debit cards, driving license, voter ID card etc.

• 2 Whether one needs to open a bank account or verification of a person for a specific purpose,
valid security entrance at a building or establishment, UID card can be used anywhere, everywhere
as it will serve as an id proff.

• 3 This card will effectively check the leakage /corruption in public subsidy system.

• 4 Besides that, no one will be able to buy or sell property without UID card, which will not only
control the spread of black money in economy but also increase the tax collection.

• 5 It will boost the E-governance and further make Indian administrative and economic setup, high
tech in the actual sense.

• 6 The UID card is that it will help to differentiate between Indian citizen and foreigners.

• 7 It would be better to make the new system more secure and strong against any odds. Therefore,
it should be able to make people’s life easier, convenient and painless.
Problems faced by UIDAI
> Programming mistakes in set-uid programs have been
a real source of security headaches. A single security
hole in just one set-uid root program can be all that is
needed for an attacker to gain root access.

> An iris scan can be a issue as iris scan cannot be done


on people with corneal blindness or corneal scars.
There are an estimated 6-8 million people in India with
corneal blindness.

> Misuse of UID


Steps taken by Government
• 1 Government has sanctioned various funds for UID as it
has approved about Rs.3023.01 crore for this scheme.

• 2 For the benefit of UID project, Nilekani was given a room


in the Planning Commission because this project was earlier
come under an inter-ministerial council, where the
decision-making process is slow.

• 3 Government has provided new recruitment’s to ensure


proper attendance and coverage at remote locations.
QUESTIONS ???
Conclusion
• The UID can not increase the competency of government in
either the case of security of citizens or the welfare of poor
lot. The incompetent government and government officers
may waste any amount of money on any such UID card, but
I doubt it would help even a bit, yet the economic cost of
the UID program is excessively high, that money could have
been used for some real welfare purpose. Secondly, the
UID will again threaten the individual liberty and
government will further start controlling the innocent
citizens while it is simply incompetent to catch and control
Naxals, Maoists and Islamic terrorists.
“Just as we must not allow terrorists to threaten our lives,
we must not allow government to threaten our liberties.”
