Constitutional
Commissions
• Directly created by the Constitution
• Supreme within their own sphere
• Separation of powers
• No financial interest in any business of sorts.
• Salary of the Chairman and Commissioners are fixed by
law and shall not be decreased during their tenure.
• ConComs shall appoint their officials and employees in
accordance with law
• Multi headed bodies

• Categorized as independent by the Constitution
• Powers and functions are defined by the Consti
• Commissioners are required to be natural born
• Terms of office are staggered with a 2 year interval
• Commissioners are ineligible for reappointment for a period
beyond the maximum tenure of 7 years
• Appointment only for the unexpired term
• Commissioners cannot be appointed in temporary or acting
capacity
• Commissioners are only removable by impeachment

Constitutional
Commissions
• Enjoy fiscal autonomy
• Sitting en banc, they are authorized to promulgate its own
rules governing pleadings and practice before it or any of
its offices.
• Decide cases by majority vote within 60 days for the date
of the submission for its decision or resolution.
• Aggrieved party may bring the case to the Supreme Court
on certiorari within 30 days from the receipt of a copy
thereof.

• Administered by: 1 chairman and 2 commissioners
• Natural born
• At least 35 upon appointment
• Proven capacity for public administration
• Must not have been candidate for any elective positions in
the elections immediately preceding the appointment
• Chairman is appointed by the Pres with CoA approval in a
terms of 7 years, A commissioner for five years, and another
commissioner for 3 years without reappointment

CIVIL SERVICE
Commissionn
• Direct control over the civil service system and
empowered to enforce civil service legislations
• Appoint to civil service must be based on merit and
fitness to be determined by competitive examination
• No employee of the civil service shall be removed or
suspended except for cause provided by law

• Means that professionalized body of men and women
who have made of the government service a lifetime
career.

• Same qualifications as those in the CSC
• Chairman and Commissioners  7 years term without
