1. Promotion of integrated and sustainable
management
• Establishing of the national policy and plan committee on
marine and coastal resources management.
• Consisting of deputy prime minister as chairperson, minister
of natural resources and environment as vice-chair person and
representative from all concerned ministries, scholars and also
qualified member as members of the committee to share their
view in making decision on management of marine and
coastal resources. The committee will also act as an advisory
committee to the government on the issues concerning the
sustainable use of marine and coastal resources in Thailand,
for example, proposing of the national marine and coastal
policy.

1. Promotion of integrated and sustainable
management
• The integrated work of marine and coastal resources
management was also applied to 24 coastal provinces by
establishing provincial committee on marine and coastal
resources.
• The committee comprise of representative from concerned
provincial public sectors and representative from coastal
communities to share their view in making decision on
management of marine and coastal resources in their
province.
• The province will develop their own policy and plan for the
management of marine and coastal resources with all
stakeholders participation.

2. Promotion of public participation
• In section 16, Stated that DMCR shall provide assistance
and support to coastal community to encourage the
participation of the community and the local
administration organization in the expression of opinions
for the formulation of national and provincial policies and
plans on marine and coastal resources management.

• DMCR also give advice to the communities and resource
conservation network on the management, planning,
maintenance, conservation, restoration and exploitation of
marine and coastal resources including to assist and
support the implementation of work, project, activity of
the communities in such regard.

3. Promotion of the protection of marine and
coastal resources
• In section 17, DMCR will protect marine and coastal resources
by declaring measures when it appears that any person causes
severe damage to marine and coastal resources. In doing that,
Director-General shall have the power to order such person to
stop an action or activity immediately. These marine and
coastal resources include mangrove forest, coral, sea-grass,
and beaches or coastal area that eroded by human activities.

3. Promotion of the protection of marine and
coastal resources
• In section 18, 20, 21 In the interest of the preservation,
conservation and restoration of the marine and coastal resources to
remain in natural good condition, the Minister (natural resource
and environment) shall have the power to issue the Ministerial
Regulation to the area that will be designated as marine and
coastal resources conservation or protected area. (include:
conserved mangrove forest, marine protected area and coastal
erosion protected area)

3. Promotion of the protection of marine and
coastal resources
• In section 22, when it appears that marine and coastal resources
may be destroyed or severely damaged at a critical level or it is
utmost necessary to preserve, protect or conserve the marine and
coastal resources for the benefit of or for the creation of the
abundance of the resource or ecosystem, the Minister shall
propose to the Council of Ministers for the approval to the use of
measures to protect marine and coastal resources.

4. Promotion of regulation enforcement

• In section 24, 25, 26 Set of direction how to enforce the


regulations by competent official. For example;
• How to enter the property.
• How to search the property or vehicle during working hours.
• How to seize or confiscate properties, objects or documents.
• How to order any person to leave the area or to stop taking
action.
• The identity card of the competent official.

4. Promotion of regulation enforcement
In section 27, 28, 29. Penalties. Any person who:
• Fail to comply with an order given under section 17
Imprisonment not exceed 1 year
Fine not exceed 100,000 baht or to both
• Violates or fail to comply with protection measures in section 18, 20, 21
Imprisonment not exceed 1 year
Fine not exceed 100,000 baht or to both
• Violates or fail to comply with protection measures in section 22
Imprisonment not exceed 2 year
Fine not exceed 200,000 baht or to both
