Unit 3

Capacity building

 Capacity building is an ongoing process that equips

officials, stakeholders and the community to perform
their functions in a better manner during a
crisis/disaster. ... There are a number of other training
institutes which are engaged in training and capacity
building in the area of disaster management
 The term capacity building refers to different types of
activities involved in improving the skills and
infrastructure to become more effective and sustainable
in dealing with any kind of disasters

Acts for environmental protection in
INDIA
 The indian forest act 1927

Methods to predict Natural disasters

Fractal method
Dilatancy Theory
Scientific Method of disaster
prediction
Animal Behavior
Fractal method

 Earth Scientists Use Fractals To Measure And Predict

Natural Disasters by using mathematical formulas.
Summary:Predicting the size, location, and timing
of natural hazards is virtually impossible, but now, earth
scientists are able to forecast hurricanes, floods,
earthquakes, volcanic eruptions, wildfires, and
landslides using fractals.
Dilatancy Theory

 theory of earthquake prediction

 The theory of dilatancy (that is, an increase in
volume) of rock prior to rupture once occupied a
central position in discussions of premonitory
phenomena ofearthquakes, but it now receives
less support.
Scientific Method of disaster prediction

 Advanced meteorological and satellite

systems
Animal Behavior

Ithas been observed by several

scientists that the behavior pattern of
animals , birds and insects change
before an disaster

Different stages of disaster management
Disaster Prevention and Mitigation

 Disaster prevention and mitigation refers to the

activities which are undertaken to prevent or mitigate
the adverse effects of a disaster in short and and long
term. On the one hand they include political, legal,
administrative and infrastructural measures; while on
the other hand it includes educating vulnerable
communities influencing their lifestyle and behaviour in
order to reduce their disaster risk.
Disaster Preparedness

 The intention of Disaster preparedness is to prevent or

minimize the losses and damage in case of a disaster.
This would include the preparedness of a all civic
bodies such as civil administration, fire-brigade,
hospitals, police etc. Preparedness denotes the third
phase of emergency management.
Response, Recovery and Reconstruction

 The response phase includes the search and rescue;

fulfilling basic humanitarian needs of victims ;
assistance by regional, national and international bodies
etc. Recovery phase starts after the immediate threat to
human life has subsided. The immediate goal of the
recovery phase is to bring the affected area back to some
degree of normalcy. During reconstruction, the location
or construction material of the property is considered.
