The state recognizes and guarantees the human
rights of all persons including their right to equality
and nondiscrimination of these rights, the right to
human development, the right to health which
includes :
• Reproductive Health
• Right to Education and information
• Right to choose and make decisions for
themselves in accordance with their religious
convictions, ethic, cultural beliefs
• Demands of responsible parenthood

• It refers to a complete physical, mental and
social well-being and merely the absence of
disease relating to the productive system and
to its functions and processes.
• It also implies that people are able to have a
responsible, safe and consensual sex life.
Family Planning
• Couples and individuals to decide freely and
responsibly the number and spacing of their
children and to have the information and
means to do so, and to have access to a full
range of safe, affordable, effective, non-
abortifacient modern and artificial methods of
planning pregnancy.

1. Natural Planning
- A method of birth control that involves abstention fro sexual
intercourse during the period of ovulation

Access to Family Planning
• All accredited facilities shall provide a full range
of modern family planning methods
• Private health facilities may provide services for
a pay but will also likewise provide free services
to indigents (except for those non-maternity
specialty hospitals and those owned by religious
group)
• Minors will not be allowed to access moderns
methods of family planning without parental
consent (except if the minor is a parent or has
had a miscarriage)

and Standards
• Products and supplies for modern family
planning methods shall be part of the National
Drug Formulary

• Included in the purchase of essential


medicines and supplies (FDA)

• DOH shall procure, distribute to LGU’s and
monitor the usage.

• Distribution shall be based on:


-number of women in their reproductive age
and couples who want to space or limited their
children
-Contraceptive prevalence
-Cost of family planning supplies
