Discussion and Argumentation VS Debate

 (Debate) a FORMAL DISCUSSION on a particular topic in a public


meeting or legislative assembly, in which opposing arguments are
put forward. (Bounded by rules and procedures)

 (Argumentation) a reason or set of reasons given with the aim of


persuading others that an action or idea is right or wrong.
an exchange of diverging or opposite views, typically a heated or angry one.
Discussion and Argumentation VS Debate

 Discussion is conversation about a topic, or


thematically similar topics. Arguments
and Debates are both types of discussions.

 Debate is competitive arguing, and as such, there's

 Debating helps you to develop essential critical


thinking skills – the ability to make reasoned and
well thought out arguments in addition to
questioning the evidence behind a particular stance
or conclusion.

 In parliamentary debating, “This House” is used to
describe the assembly of debaters.

The Veto

 In each round of Asian Parliamentary debates,


debaters are given a set of 3 motions

 The teams would rank the motions with 1(as their


favourite), 2 and 3(least favourite)

 The rankings of the opposing teams will be


added, and the motion that gets the lowest score
will be debated

Points of Information

 Interjections offered to speakers

 Could be used to ask questions, state facts that may cast a


shadow or doubt in the argument, point out inconsistencies

 Can only be raised between 1st and 6th minute of speaker’s speech

 MUST only last for a maximum of 15seconds

 The speaker has the right to decline a POI offered to him/her

Prime Minister

Prime Minister(Tips)

 Stating your Policy is equivalent to defining in


Policy debates

 Can’t rebut? Try to be pre-emptive and


comparative as much as possible.

 As much as possible, argue Necessity (why do we


need to do this?) and Legitimacy (is this the right
thing to do?)
Leader of opposition

 Presents the team’s Clash


 Counter-prop
 Status Quo/Re-contextualization

 Counter-Stance

 Rebuts the Arguments of PM


 Presents his/her argument/s
 The only speaker who can challenge the definition
Leader of opposition (Tips)

 As a team, it is important to decide whether or not


the Opposition agrees that there is a Problem that
needs to be solved or none. This should be made
clear in the LO’s speech.

 Re-contextualization is likely to be necessary when


running an Status Q case (extents, counter-trends,
etc.)
Deputies (DPM and DLO)

 Rebuts any or both of the previous opposing


speaker

 Rebuilds the Arguments of their PM/LO

 Extends their team case


Deputies (TIPS)

 When Rebuilding your teammate’s case, also revive


the arguments that were not responded by the
opponent

 Be flexible to what the team needs

 Devote your prep time in helping to build the First


Speaker (PM/LO) speech
Whips (GW and OW)

 Rebuts the cases presented by the opposing


speakers

 Identifies Issues and resolves them in their


team’s favor

 NOT allowed to present new arguments


Reply Speeches

 A biased adjudication of the debate

 Lasts 4 minutes

 Usually discusses technical aspects of the debate.


(I.E. a lack of a clear policy, missing links in
argumentation, unresponsiveness of the opposing
team, etc.)
 ***Opponents can no longer raise POI
