 US believed it is wealthy nation and has all the strengths to fight –they are a
wealthy nation , a hub of technology , and scientific innovation a democratic society
with free-flowing information, and a leader in handling global-health crises.
 Whereas INDIA was already aware of the medical facilities and advancements and
took the pandemic seriously announcing complete lockdown with first 550 patients .
 United States has dealt with numerous disease outbreaks abroad in recent years,
including SARS, Zika, and Ebola, this is the first time that many of its residents are
experiencing such a traumatic, overwhelming public-health emergency. 
 Whereas in India rapid actions to limit travel by suspending visas and quarantining
all incoming travelers has helped. All international passengers entering India
undergo Universal Health Screening. According to health officials, more than 1
million passengers have been screened at airports, limiting the entry of
coronavirus.
The response also mirrors India’s reaction to previous disease outbreaks,
including Ebola in 2014 and Nipah in 2018, when people were quickly put into
quarantine or under surveillance. 
 In the United States, moreover, “we have not just cultural
fragmentation but political fragmentation” in terms of how power is
divided among government agencies and between the federal
government and states and localities United States, with its
individualistic creed and decentralized power structure, hasn’t yet
imposed a nationwide lockdown despite suffering much higher number
of coronavirus deaths.
 Whereas in India a complete lockdown was imposed when first 550
patients were discovered ,lowering the rate at which the virus spreads.
Government states -“While these measures will have short-term
economic impact, they will ensure the safety and welfare of Indians.”
 US is a individualistic country that they have buyed all the toilet paper
and stocked up cold medications . And also used celebrity status to get
a COVID-19 test .
 Whereas in India being a collectivistic country people are coming

 The COVID-19 infection rate in India remains low relative to population size.
 Some credit fast government action to quarantine people and shut borders.
 Response is “impressive” says the World Health Organization.
 But officials are still preparing for broader outbreak and community
transmission.
 Despite being the world’s second most populous country, with more than
1.3 billion people, the nation has reported three deaths and around 150
cases, giving rise to questions about why the virus has not spread as
rapidly as elsewhere.
 For some, the answer is the fast action that India’s government took as the
virus spread from China to many parts of the world. And if the relatively low
number of cases continues, it could make the nation a blueprint for others
seeking to limit the impact.
 India’s economic growth could take a hit of up to half a percentage
point in FY21 because of the disruptions caused by the Covid-19
outbreak, early estimates by the government suggest. But independent
economists see a deeper cut of up to one percentage point. “There will
be a hit of 0.3-0.5% on the GDP in the next fiscal year,” said one of the
officials aware of the estimate.
 Growth in the first two quarters of the next fiscal could be as low as 4-
4.5%,” another official added 
 The economy is forecast to grow 5% in current fiscal, the slowest in 11
years. The Economic Survey had forecast 6-6.5% rise in FY21, but
Covid-19 has hurt recovery prospects.

Prime Minister Narendra Modi has asked top verticals within the
government, including the Nitti Aayog, the Economic Advisory Council
to the PM and finance ministry to assess the economic impact of the
novel coronavirus.
 “India is relatively insulated from the global value chain and to that
India enters 'total lockdown' after
spike in cases
 India's Prime Minister Narendra Modi has imposed a nationwide
lockdown in an attempt to slow the spread of the coronavirus.
 The restrictions came into force at midnight local time (18:30 GMT) and
will be enforced for 21 days.
 "There will be a total ban on venturing out of your homes," Mr. Modi
said in a televised address.
 He appealed for people not to panic - but crowds quickly mobbed stores
in the capital, Delhi, and other cities.
 He added: "To save India, to save its every citizen, you, your family...
every street, every neighborhood is being put under lockdown.“
 Mr. Modi warned that if India does not "handle these 21 days well, then
our country. will go backwards by 21 years".
 "This is a curfew," he said. "We will have to pay the economic cost of
this but [it] is the responsibility of everyone."
The United States leads in
coronavirus cases, but not pandemic
response
 United States set a grim record, surpassing all other nations in
the reported number of people infected with the coronavirus
that causes COVID-19. As of this morning, 
officials have documented nearly 190,000; the death toll neared
4100

 Even President Donald Trump—who just 1 month ago claimed
the virus was “very much under control”—has warned that the
pandemic is about to get much worse.
 The absence of strong nationwide coordination has highlighted
the division of legal power be­tween the federal and state
governments, observers say.
 As the pandemic has deepened, governors have gone their own
ways, with some adopting stringent measures and others
shrugging off the need for immediate action.

the coronavirus pandemic

 President Trump is issuing a proclamation under section 212(f) of the


Immigration and Nationality Act (INA) to restrict travel to the United
States from foreign nationals who have recently been in certain European
countries.
 Section 212(f) of the INA only applies to the movement of human
beings, not goods or cargo.
 The restriction applies to foreign nationals who have been in the
Schengen Area, 26 countries in Europe with open borders agreements, in
the last 14 days.
 Those who are exempt from these restrictions, such as American citizens,
will be directed to a limited number of airports where screening can take
place.
 There is extensive travel back and forth between Europe that heightens
the risk here in the United States.
LOOKING OUT FOR AMERICAN BUSINESSES AND
WORKERS: President Donald J. Trump is
committed to protecting American businesses
and workers from the impacts of coronavirus.
 The President is announcing an economic assistance package to help support
businesses and workers who have been harmed by this outbreak.
 President Trump has instructed the Small Business Administration (SBA) to exercise
available authority to provide loans to businesses affected by the coronavirus.
 These loans will help overcome disruptions caused by the coronavirus.
 The President is calling on Congress to increase funding for this program by an
additional $50 billion.
 The President will be instructing the Department of the Treasury to defer tax payments
for certain individuals and businesses negatively impacted by the coronavirus.
 This action will provide more than $200 billion of additional liquidity to the
economy.
 President Trump is calling on Congress to immediately pass payroll tax relief.
 The President announced that he will soon be taking emergency action to provide
financial relief for workers who are ill, quarantined, or caring for others due to the
coronavirus.
 The President also called on Congress to take action to extend this relief for workers.
 In USA, certain measures for social distancing have been taken by imposing
lockdown and closure of public places like schools, libraries, museums, etc. but
these measures have not been strictly imposed. In Arizona, restaurants, bars
and businesses have not yet been shut down and in Arkansas, the government
has given the freedom to restaurants to remain open upon their own choosing
and based upon market demand.
 In contrast with US, India has been very firm and strict with the decision of
lockdown. Nearly all the restaurants, bars, markets, etc. have been shut down
across the country. The only places that are allowed to remain open are the
ones which provided people with the necessary items like the general stores.

 In US, Trump has announced that the lockdown in the country would be eased
since the latest data is "encouraging" saying the numbers have "put us in a
very strong position to finalize guidelines for states on reopening the country".
Trump has made decision on reopening parts of country despite being warned
that it would require an increase n tests and personal equipment.
 In India, the lockdown has been extended further with the PM stating that it
was the best precautionary measure to fight the pandemic.
 In US, the lockdown measures were imposed very gradually. They took
their time to gradually shut down the schools, colleges, museums, etc.
They did not take a very aggressive approach in imposing the
lockdown.
 While in India, the 21day lockdown was announced from the time when
it had just 550 cases and it has been imposed with the utmost
strictness. India was quick in its response as compared to US and the
process of shutting down of public places happened much faster.
Long term vs short term orientation

 India's informal sectors account for roughly 94% of total employment in


the country and contribute about 45% of output.

 So the Major policies declared by the Indian government are catering to


these sectors they have set up a task force led by minister sitharaman
which will ensure that all steps are taken to reduce the economic
difficulties and execute them effectively
 This shows that India is long term orienented
 Whereas US government has announced an unprecedented rescue
package of 367 billion dollars which would give a direct one-time
payment of $1,200 per adult and $500 per child directly to the public.

 This shows that US is using a short term solution and is short term
oriented in nature.
