Phase 1: 5 Priority Flyovers
OBJECTIVE:
Centunion aims to introduce its steel flyover technology to the
Philippine government by way of Unsolicited Proposal for the
development of the above flyovers, with financing facility through
grant from the Spanish government.
 
However, the Unsolicited Proposal needs to be supported by
feasibility studies to prove the viability of each proposed flyover
before it could be presented to the Philippine government for
approval hence, this proposal.
THE PROJECT
a. Quimpo Flyover, Davao City

b. Carmen flyover, Cagayan de Oro City

c. Marcos Flyover, Cagayan de Oro City

d. Gusa Flyover, Cagayan de Oro City

e. Sto. Tomas Flyover, Batangas

SCOPE OF WORK:
a. Compile all readily available traffic and transport data;
b. Conduct traffic surveys to establish existing traffic volumes and Level of Service (LOS)
of existing roads and intersections;
c. Conduct environmental, social and gender surveys;
d. Perform engineering studies;
e. Prepare preliminary design for substructure, existing road fit-out;
f. Conduct an Initial Environmental Examination in accordance with prescribed DENR-
EMB standard;
g. Conduct an initial Gender and Development assessment in accordance with the
toolkit for Making Road Infrastructure Projects Gender Responsive, as provided
under Department Order No,48, Series of 2011;

h. Establish the socio-economic characteristics of the Study areas;

i. Develop reliable estimates of future traffic volumes by vehicle classes that are
expected to benefit from the proposed flyover projects; and
j. Perform economic feasibility analyses.

CLIENT’S RESPONSIBILITY
The Client shall support the Consultant in this undertaking and will provide the
following:
 
• Available information/data upon the request of the Consultant, including
furnishing copies of previous related studies such as concept masterplan.
• Assistance in coordination with other agencies related to the Survey
requirements;
• Provision of Steel Flyover designs and criteria/design analysis as basis for
foundation designs; and
• Other information and assistance that may come up during scoping and initial
discussions that are logically should be provided by the Client.
