Administration and Government

What is administration?
• Administration refers to the management of organizations. In politics, administration means the
management or organization in or of government. In broad concept, administration is the process of
organizing the activities of government for the development of the country and its people.

What is Government?
• Government is a group of people with the authority to govern a country or a state. It consists of
legislature, executive and judiciary. Prime minister is the head of government in parliamentary
government system. In Bangladesh, president is the head of the state and prime minister is the head of the
government.
Forms of Government in Bangladesh

• Nature: The government of Bangladesh is a parliamentary democracy. The popular party with the
highest members in parliament form the government with the leader becoming the prime minister
of the chancellor. President appoints the prime minister who belongs to the supreme decision-
making committee. The cabinet is makes the supreme decision and the prime minister is the head
of the cabinet.

• Three Organs/Branches of government:


 The executive branch (48-64)
 The legislative branch (65-93)
 The judiciary branch (94-117)

Local Government
What is Local Government?
• Local government is the decentralization and de-concentration of central
government. It is the freedom of locality to make decision or planning for its own
area. It is the government that controls and makes decisions for a local area such as a
town, city, or county.
• Structure:

Constitutional description

• Article 59 and 60:


1. Local government will be formed with the representative elected by the local
people.
2. The functions of local government will be-
a. To govern the local administration
b. To control the public discipline
c. To prepare economic plan and actualization of development
program for local need.
3. The local government can impose tax, form budget and preserve the account
for local need.
