In 2005, President George W. Bush warned about a Pandemic.

Pres. George W. Bush in 2005: "If we wait for a pandemic to appear, it will be too
late to prepare." "A pandemic is a lot like a forest fire," Bush said at the time. "If
caught early it might be extinguished with limited damage. If allowed to
smolder, undetected, it can grow to an inferno that can spread quickly beyond
our ability to control it."

"The War Against EBOLA is Real."

“If this outbreak is not quickly contained in the region, it could spread at a fast pace in a more inter-
connected world since the “Bubonic Plague” which began in1347. The developed world is moving
quickly to ensure that this deadly disease does not find its way onto their doorsteps. Countries like
The United States and The United Kingdom may be advanced, but they cannot afford it and they
definitely do not wish to see their healthcare systems become overwhelmed by people fleeing the
crisis and coming onto their shores for medical attention. The leadership of the most powerful nation
on the planet is “conducting business “in its own interest, hence the need to understand and act
promptly to bring a swift end to this deadly disease for the sake of the whole world!”

“Leaders urged to strengthen global health security in wake of Ebola epidemic.”

Hoping to make the most of the world’s attention in the wake of the Ebola outbreak in West Africa, President Obama and other
leaders will try again to strengthen a longer-term strategy to enhance global health security.

The White House, which launched an initiative in February aimed at preventing the global spread of infectious-disease epidemics,
will host a meeting Friday of officials from 44 countries to discuss how to develop basic disease detection and monitoring systems
to contain the spread of deadly illnesses.

The United States has pledged to help 30 countries bolster their capacity to deal with infectious disease and bio¬terrorism threats
over the course of five years; a total of 100 nations have committed to take action in connection with the administration’s initiative.

"Here’s the bottom line. Patients can beat this disease. And we can beat this
disease. But we have to stay vigilant. We have to work together at every level

because the best way to stop this disease, the best way to keep Americans
safe, is to stop it at its source — in West Africa."

“The Obama Administration's Response to Ebola.”

On top of expanding the network of hospitals that can assess, respond, and treat patients, the U.S. government is
enhancing our domestic preparedness in these key ways:
• Increasing the number of Ebola testing labs throughout the U.S. that can quickly and safely screen a potential
Ebola specimen
• Educating more than 150,000 health care workers on how to identify, isolate, diagnose, and care for patients
under investigation for Ebola
• Developing countermeasures — including the first Ebola vaccine to progress to Phase 2 testing — to prevent and
treat Ebola
• Converting at least 10 of the Ebola Treatment Centers into long-term Regional Ebola and Pandemic Treatment
Centers for long-term readiness for years to come
• Helping state and local public health systems accelerate and improve their operational readiness and
preparedness for Ebola or other infectious diseases

The United States Announces Assistance To Combat the Novel Coronavirus - United States Department of State

Press Statement | The United States Announces Assistance To Combat the Novel Coronavirus - United States Department of
State

This week the State Department has facilitated the transportation of nearly 17.8 tons of donated medical supplies to the Chinese
people, including masks, gowns, gauze, respirators, and other vital materials. These donations are a testament to the generosity
of the American people.

Today, the United States government is announcing it is prepared to spend up to $100 million in existing funds to assist China
and other impacted countries, both directly and through multilateral organizations, to contain and combat the novel coronavirus.
This commitment – along with the hundreds of millions generously donated by the American private sector – demonstrates
strong U.S. leadership in response to the outbreak.

This assistance only adds to what the United States has done to strengthen health security programs around the world. For the
last 20 years, the United States through USAID has invested over one billion dollars to strengthen the capacity of more than 25
countries to prevent, detect, and respond to existing and emerging infectious disease threats. Since 2015, under our
commitment to the Global Health Security Agenda (GHSA), this support has helped improve surveillance and laboratory
systems, risk communication, outbreak response, and address the rising threat of anti-microbial resistance.

The United States is and will remain the world’s most generous donor. We encourage the rest of the world to match our
commitment. Working together, we can have a profound impact to contain this growing threat."

“Trump Has Sabotaged America's Response to the
Coronavirus Pandemic.”

As it improvises its way through a public health crisis, the United States has never been less prepared for a pandemic.

“When Ebola broke out in West Africa in 2014, President Barack Obama recognized that responding to the outbreak
overseas, while also protecting Americans at home, involved multiple U.S. government departments and agencies, none of
which were speaking to one another. Basically, the U.S. pandemic infrastructure was an enormous orchestra full of talented,
egotistical players, each jockeying for solos and fame, refusing to rehearse, and demanding higher salaries—all without a
conductor. To bring order and harmony to the chaos, rein in the agency egos, and create a coherent multiagency response
overseas and on the homefront, Obama anointed a former vice presidential staffer, Ronald Klain, as a sort of “epidemic czar”
inside the White House, clearly stipulated the roles and budgets of various agencies, and placed incident commanders in
charge in each Ebola-hit country and inside the United States. The orchestra may have still had its off-key instruments, but it
played the same tune.

Building on the Ebola experience, the Obama administration set up a permanent epidemic monitoring and command group
inside the White House National Security Council (NSC) and another in the Department of Homeland Security (DHS)—both of
which followed the scientific and public health leads of the National Institutes of Health (NIH) and the Centers for Disease
Control and Prevention (CDC) and the diplomatic advice of the State Department.”
