Roaming Control
 Roaming control is used to control the roaming scopes of
subscribers by configuring an interworking public land mobile
network (PLMN) table and performing relevant operations. Only
the subscribers of the PLMN configured in the interworking
PLMN table can access the USN9810. When a subscriber roams
to an area and the subscriber does not belong to the PLMN
configured in the interworking PLMN table, the subscriber cannot
access the USN9810.

QCI Extension Based on Subscriber
Class
 If the network side delivers the extended QoS class identifier
(QCI) but the user equipment (UE) supports only the standard
QCI, the mobility management entity (MME) must convert the
extended QCI to the standard QCI.
 If the QCI value delivered by the network is 64 but the UE does
not support the extended QCI, the MME must convert the
extended QCI value to the standard QCI value that can be
identified by the UE.

Inter-RAT Interoperation
 The interoperations between a GERAN/UTRAN network and an
LTE network refer to the packet switched (PS) interoperations
performed over Gn/Gp interfaces. A user equipment (UE) is
allowed to move between a coverage area of an eNodeB
connected to a USN9810 (in an LTE network) and an RNC
connected to an SGSN (in a GSM/UMTS PS network), including
the following procedures :
 Handover between an LTE network and a UMTS PS network
 Reselection between an LTE network and a UMTS network
 Reselection between an LTE network and a GSM network

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page44
Inter-RAT Interoperation: Handover
between LTE and UMTS networks
 Handover from an LTE network to a UMTS PS network
 When a UE is accessing services in an LTE network that coexists
with a UTRAN network, the eNodeB can initiate a procedure for
handing over the UE to the UMTS network if the signals of a UMTS
network are better than those of the LTE network or the eNodeB has
a heavy load.
 Handover from a UMTS network to an LTE network
 When a UE is accessing services in a UMTS network that coexists
with an LTE network, the RNC may initiate a procedure for handing
over the UE to the LTE network to better serve the UE if the UE
moves to a coverage area of the LTE network.

Inter-RAT Interoperation: Network Re-
selection Between LTE and UMTS
 After an UE camping on an LTE network moves to a coverage area of a UMTS
network and initiates an attach procedure, the UE camps on the UMTS network.
 Reselection from an LTE network to a UMTS network
 After a UE moves from the coverage area of both the LTE network and the
UMTS network to a coverage area of the UMTS network, the UE reselects a
cell, initiates an RAU procedure, and then camps on the cell of the UMTS
terrestrial radio access network (UTRAN).
 After a UE camping on a UMTS network moves to a coverage area of an LTE
network and initiates an attach procedure, the UE camps on the LTE network.
 Reselection from a UMTS network to an LTE network
 When a UE moves to a coverage area of both the LTE network and the
UTRAN network, the UE starts the cell reselection and initiates a TAU
process to camp on an LTE cell if the LTE has a high priority.

Inter-RAT Interoperation: Network Re-
selection between LTE and GSM
 After a UE camping on an LTE network moves to a coverage area of a GERAN
network and initiates an attach procedure, the UE camps on the GERAN
network.
 Reselection from an LTE network to a GERAN network
 After a UE in the idle state moves from a coverage area of both an LTE network and a
GERAN network to a coverage area of the GERAN network, the UE reselects a cell,
initiates an RAU procedure, and then camps on a cell of the GERAN network.
 After a UE camping on a GERAN network moves to a coverage area of an LTE
network and initiates an attach procedure, the UE camps on the LTE network.
 Reselection from a GERAN network to an LTE network
 When a UE in the idle state moves from a coverage area of the GERAN network to a
coverage area of both the LTE network and the GERAN network, the UE starts cell
reselection and initiates a TAU process to camp on an LTE cell if the LTE has a high
priority.

Intelligent Gateway Selection
 The intelligent gateway selection feature enables the USN9810 to
select a combined serving gateway (S-GW)/packet data network
(PDN) gateway (P-GW) or the topologically closest S-GW and P-
GW. In addition, this feature enables the USN9810 to blacklist
unavailable P-GWs.
 A resolution records: ADD DNSH
 NAPTR resolution records: ADD DNSN
 DNS Group Configuration: ADD DNSGRPCFG

Voice via CSFB (GU)
 The most important interface is the SGs interface that connects the
MME to the MSC server. The SGs interface is used for mobility
management and voice service paging between the EPS and the
CS domain.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page49
SMS over SGs (GU)
 Short message service (SMS) over SGs indicates that the SMS
messages of the user equipment (UE) are transmitted between the
evolved packet system (EPS) network and the traditional circuit
switched (CS) domain, and the UE does not need to fall back to
the target CS domain.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page50
E2E Subscriber Tracing
 During end-to-end subscriber trace, you can perform the following
operations with the tools provided by the element management
system (EMS):
 Create, delete, or check a trace task.
 Collect trace signaling.
 Analyze collected signaling.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page51
Flexible Authentication Based on
Subscriber Group
The subscriber-group-based
authentication feature allows
carriers to divide subscribers
into groups based on their own
operation policies and apply
differentiated security policies
to different subscriber groups.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page52
O&M Protected by SSL
 The USN supports the Secure Sockets Layer (SSL)
protocol, and encrypts the operation and
maintenance (OM) transmission channel through
this protocol.
 The functions of the OM SSL/OM supporting SSL
are :
 Identity authentication
 Connection privacy
 Data integrity

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page53
Regional Roaming Restriction
Roaming enables subscribers to
access networks other than their
home network when they move to
different locations. The roaming
area restriction feature allows the
USN9810 to define specific
locations from which a specific
subscriber group can access a
network. One or several such
locations can be defined. You can
configure a restriction policy for a
subscriber group.
A subscriber group is a group of
subscribers defined based on the
operation policy of a carrier. Each
subscriber group is identified by
an IMSI prefix.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page54
Alias APN
To meet the requirement for expanding network
services, a specific access point name (APN) is
mapped to different alias APNs. To meet the
requirement for consolidating network services,
specific APNs are mapped to a specific alias APN
and the alias APN is used to replace the
negotiated APN for the domain name server
(DNS) resolution. In this manner, APN differences
can be shielded and the requirements for APN
configurations by users are reduced.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page55
NAS Encryption and Integrity Protection
(SNOW3G)
SNOW3G encryption algorithms are
used to secure NAS signaling.

When a UE is interacting with an

EPS network, the UE can enable
the encryption and integrity
protection feature to ensure that
the integrity of messages
exchanged subsequently is
protected by the SNOW3G
algorithm.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page56
SRVCC
The single radio voice call continuity (SRVCC) feature
ensures voice call continuity when a subscriber requires a
handover from a long term evolution (LTE) to a global
system for mobile communications/universal mobile
telecommunications system (GSM/UMTS). Huawei
UGW9811 provides a solution for SRVCC, ensuring voice
call continuity in a handover from the LTE to the
GSM/UMTS.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page57
IMEI Check (S13 interface)
The IMEI check feature allows the
MME to obtain the international
mobile equipment identity (IMEI) of a
user equipment (UE) requesting
attach and then send the IMEI to the
equipment identification register
(EIR) for IMEI validity check. The
MME then allows or denies the
access of the UE based on the check
result returned by the EIR.
IMEI checks ensure that the network
is accessed by only valid UEs.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page58
Intelligent Paging
The intelligent paging feature enables the
USN9810 to preset the priorities of the paging
scopes and perform paging in each paging scope
until the paging succeeds. The intelligent paging
procedure is initiated when the user equipment
(UE) and the network are disconnected and the
network needs to send downlink data or signaling
to the UE. This optimizes the paging success rate
and saves network resources.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page59
QoS Control based on IMSI
QoS control is implemented by using configured AMBRs instead
of subscribed AMBRs. That is, after receiving an Update
Location Answer message from the HSS, the MME will replace
the subscribed AMBR with a configured AMBR. QoS control
involves three procedures: the attach procedure triggered by
location update request, inter-tracking area update (TAU) and
the procedure that HSS modifies subscription data.

IMSI-segment-based AMBRs in a QoS restriction configuration

table take precedence over subscribed AMBRs, irrespective of
their values. AMBRs in the QoS restriction configuration table
are generally smaller than subscribed AMBRs.

Copyright © 2010 Huawei Technologies Co., Ltd. All rights reserved. Page60
NACC
The support network assisted cell change (NACC) (RIM)
feature enables the USN9810 to assist UEs in performing cell
changes. But the target cell may be serving different access
devices and the access parameter information cannot be
transmitted between different access devices. In this case,
the USN9810 enabled with this feature can transmit access
parameter information between different access devices,
enabling the UE to complete the cell change.
