GENERAL

School Policies

the policies as deemed necessary.
Proper
Decorum
 Students are expected to observe the usual norms of
courtesy and etiquette at all times. They are to refrain
from any scandalous display of amorous behavior but
not limited to using words that are vulgar, indecent or
blasphemous.

 All students are expected to follow classroom policies and


procedures set by the school and their teachers. They shall refrain
from boisterous conduct, and actions that disrupt and disturb the
teaching- learning process.
 Boycotting or defeating the right and obligation of a
teacher to teach his/her subject or the right of the students
to attend classes shall be subjected to disciplinary action.

 Loitering or staying in the corridors is not allowed in order to ensure


favorable learning environment. Silence must be observed whenever passing
along the hallways. To ensure an orderly and easy flow of human traffic,
keeping right whenever walking on stairways and hallways must be
observed.

 All students are expected to manifest cooperation in keeping and


maintaining a learning environment conducive for learning.
 Using mobile phones or any electronic gadgets inside the
classroom is strictly prohibited. The in-charge teacher has the
authority to confiscate the unit as part of discipline. The said unit
shall be turned over to the Office of the Student Affairs for
proper disciplinary action.

 Students may be subjected to disciplinary measures for improper


conduct in the college. Any students’ misbehavior shall be
reported immediately to the Office of the Student Affairs. A
written report from the teacher shall be submitted to the College
Dean, through the respective Course Coordinator.
Person in
Authority
 Students are required to extend courtesy to all teaching and non-
teaching personnel at the College as well as fellow students and
visitors at all times.
 School administrators, faculty members, office personnel, maintenance staff,
security force and other school officials are all deemed person in authority both on
and off the campus in the exercise of duties and responsibilities as employees of
the National College of Science and Technology. As such, they shall have the right
to apprehend and refer any erring students to the Office of Student Affairs for
appropriate action.

 Abusive behavior or discourtesy towards college officials, faculty


members, staff, security guards, students and visitors shall be dealt with
appropriate disciplinary action.
Student
Uniform
 All students (morning, afternoon and evening sessions) are required to wear
the prescribed school uniform properly during class days except Wednesday
and Saturday, which are wash days and during summer classes.

 FOR MALES, the prescribed school uniform is white polo with embroidered
NCST’s logo on the upper left portion of the chest, white sando inside,
regular cut of navy blue pants and closed black leather shoes.
Maong/corduroy jeans, cargo pants, sandals and rubber shoes are not
allowed.
 FOR FEMALES (all courses except for Office Management students), the
prescribed uniform is off-white blouse with embroidered NCST logo on the
upper portion of the chest, regular cut of navy blue pants and closed black
shoes. Maong jeans/corduroy, sneakers, sandals, rubber shoes, slippers, step-
ins are not allowed.
 FOR OFFICE MANAGEMENT STUDENTS, the prescribed
school uniform is off-white blouse with embroidered NCST’s
logo on the upper left portion of the chest, above the knee navy
blue pencil-cut skirt.

 FOR PHYSICAL EDUCATION CLASS, the prescribed school


uniform is blue jogging pants with NCST print, white T-Shirt
with NCST’s logo and any color of rubber shoes.

 For CWTS immersion activities, the prescribed school


uniform is denim pants, NCST T-shirt, and any color of rubber
shoes.
 In the case of working students, they can be only exempted from
wearing the prescribed school uniform if they are wearing their
official company uniform. Such must be duly supported by their
original copy of certificate of employment, photo copy of
company ID and registration form and issued working permit
approved by the Office of the Student Affairs.

 All students in the practicum are required to wear the prescribed


school uniform.
 FOR MARRIED PREGNANT STUDENTS, uniform
exemption may be applied in the Office of Student Affairs.

 Although the students are given the privileged to wear civilian


clothes every Wednesday and Saturday, it is the responsibility of
the student to dress in a proper manner to the academic nature of
the College. The College urges the students to promote a
lifestyle that is simple and values-oriented. The students are
required to dress simply, appropriately and decently.
The following are not allowed during washdays and summer classes:
 Any kind of shorts
 Blouses and dresses that are sleeveless with plunging necklines, midriffs,
hangings, backless, off-shoulder, with spaghetti straps, razor back, and body
hugging, see-through, with indecent prints and haltered.
 Micro/mini skirts
 Flat step-ins, slippers
 Tattered jeans or worn-out pants and or with patches
 Hats and caps worn inside the classroom and offices
Wearing of earrings is strictly
prohibited for male students. Students
wearing such should not be allowed to
enter the campus.
Personal
Appearance
 Tattoo is prohibited among students.
 Students who will enroll must have no visible
tattoo
 Students must possess clean cut hair or barbers cut
style
 Hair color is prohibited among students.

 Criminology students must maintain the prescribed haircut


which is flat top, military cut or crew cut for Male and pony
tail for Female.
 Any violation of the above
provisions may serve as a
ground for denying entry to the
campus.
Identification
Card
 An official identification card shall be issued to each enrolled
students in the college. An ID card shall be validated each
enrollment period.

 An ID card shall be worn visibly at all times while inside the


campus. Entrance to the campus and its premises shall be denied
to any students without the official ID card. Defaced or tampered
ID shall be confiscated for replacement after the required fee has
been paid.
 An ID card is non-transferable. Any form of tampering, defacement,
unauthorized use or lending to others is strictly prohibited and may
result in confiscation, revocation or disciplinary action.

 School officials, faculty members and staff may confiscate the ID card
when a student commit a violation of school rules and regulations. The
confiscated ID should be forwarded to the Office of Student Affairs for
appropriate action. Security guards or other persons in authority have the
right to ask for students’ ID when need arises.
In case the student lost his ID Card, he/she should:
 Report the loss to the Office of the Student Affairs within 48 hours.
 Secure an Affidavit of Lost
 Apply for a new ID Card at the Registrar’s Office
 Pay the necessary amount for the new ID card at the Treasury Office.
While the new ID card is being processed, the Registrar’s Office issues a
Temporary ID Card that the student may use until the time that the new ID
card is made available. The temporary ID card shall be surrendered to the
Registrar’s Office upon receipt of the new one.
A student proven to have violated the
foregoing rules shall be subjected to
disciplinary measures.
CLASS
ATTENDANCE
 Punctuality and regularity of attendance are expected
from all officially enrolled students. A student is
considered officially enrolled only if his/her name
appears in the official master list issued by the
Registrar’s Office.

 First day of classes is immediately a regular school


day. Time lost due to late enrollment shall be
considered as absence. Students residing in far places
are not excused from coming to school late.
 All regular students are required to attend school activities whenever needed.
Non-attendance in any required school activities constitutes an absence. The
assigned teacher is expected to monitor the attendance of the students in any
subject. Such attendance report shall be submitted to the office of the Student
Affairs through Course Coordinators.
 Student who incurs absences of more than twenty percent (20%) of prescribed
number of classes or laboratory period during the school year or term should
be given a failing grade and a no credit for the course or subject. Thus, twelve
(12) unexcused absences in one complete semester are significant grounds for
the student to disqualify himself/herself from earning any unit for the subject
and shall be given a failing grade.
 A student is considered absent from class if he/she
arrives after the 15 minutes for a one-hour class; the
first 20 minutes for a one-hour and a-half class and
30 minutes for a three-hour class.

 A student is considered late or tardy if he/she arrive


in class with the time schedule describe above.

 Three incidences of tardiness shall be considered one


absence from class.
Although faculty members are expected to begin
their classes promptly, various unavoidable
circumstances may cause them to be late in class.

In such cases the following guidelines are to be


observed:
 For one-hour class, students should not leave unless fifteen
(15) minutes have passed after the start of classes.

 For one hour and-a half -class, students should not leave unless
twenty (20) minutes have passes after the start of classes.

 For the three-hour class, student should not leave unless


thirty (30) minutes have passes after the start of classes.
 When an instructor arrives late, but within the above
time limit, he/she will mark absent any student who left
his/her classroom after the required waiting time passed.
In case the instructor has not sent any prior notice and has
not arrived in class within the required waiting time,
he/she will be considered absent. He/ She cannot impose
on his/her students to wait for him/her or mark the student
absent if they left.
 Three (3) unexcused absences shall be reported by the teacher
concern to the Guidance and Counseling Office who shall call
for the student and notify his/her parents/guardian.

 An approved absence is authorized by writing to the Coordinator


of the Office of the Student Affairs and noted by the College Dean
because the student concerned has officially represented the
College at some function or affair. The student is held responsible
for the missed course requirements. The department coordinator
shall inform the faculty member concerned.
 Whenever required by the department
coordinator concerned, a student who has
absent himself/herself from class must also
obtain an excuse slip from the Office of the
Student Affairs.
 Absences from reason of illness, death of immediate family member and natural
calamities are considered excused that absences, which shall be applied to the
Office of the Student Affairs, provided that the following requirements were
submitted:
In case of sickness:
Medical Certificate (more than two-day absences)
Letter from parent (one-day absence)
In case of death:
Letter from the Parent
In case of natural calamities:
Certificate from Barangay Captain
Letter from Parent
 Excused absences are for the time
missed only. All work covered by the
class during the student absence will
have to be made up by the student
within a reasonable period of time.
Command
Responsibility
 Students who invite guests from outside the
campus, are required to inform the Office of the
Student Affairs, and the Security Officer about the
name of the visitors, the purpose of the visit and the
expected time of arrival and departure for
appropriate action. The students are responsible for
the behavior of the persons or outsider who came
into the campus on their behalf. If visitors are
invited to a particular class, permit should be
secured from the College Dean.
STUDENT
REPRESENTATION
 Student shall obtain a written approval from the
Office of the Student Affairs for any function
that bears the name of the school whether inside
or outside the school campus. Students are
expected to conduct themselves properly in such
function and to use the name of the school
responsibly without written authority, the student
participation shall be unofficial.
 Students may be subjected to disciplinary
measures for irresponsible use of the name of
the college.
 Students are prohibited for posting nude videos
and online interactions that show disrespect to
the institutions in the internet, Facebook,
Instagram and other forms of media and
unauthorized recording of conversations
against the students, faculties and employees.
RESPECT
FOR
SCHOOL
PROPERTY
 All students are expected to manifest deep concern with
the school property including its buildings, facilities and
equipment. Thus, vandalism or any form of malicious
destruction or damaging of school properties is strictly
prohibited.
 Students should turn off the lights, air conditioning units
and ceiling fans when not needed especially at dismissal
time.
 Students should neither loiter on the corridors and stairways
nor sit on the ledges.

 Students should observe proper disposal of trash. Eating and


drinking are not allowed in the classroom, laboratories, library
and chapel.

 Students are discouraged to commit abuse of academic materials


such as intentionally or knowingly destroying, stealing or
making inaccessible library or other source of materials.
 Prior approval must be given by the Office of
the Student Affairs whenever entering the
school and/or using school facilities during
Sundays and Holidays.

 Unauthorized use of facilities shall be


charged either major or minor offense.
 Any student who uses facilities without proper authorization
and /or damages the property of the school or others shall be
subjected to disciplinary measures. The damaged property must
be repaired, replaced or in some cases repaint at the expense of
student concerned.

 Any school personnel shall have the right to confiscate the


students’ ID card if the caught causing damage to school
property. Violations of this policy shall be reported to the Office
of the Student Affairs for disciplinary measures.

Smoking
Policy
 Smoking is strictly not allowed within the
college premises. The college adheres to
Republic Act 9211, the Tobacco
Regulations Act of 2003 and its
implementing Rules and Regulations.

DRUG FREE AND
ANTI-SUBSTANCE
ABUSE POLICY
 Pursuant to Republic Act 9165, otherwise known as the
Comprehensive Drugs Act of 2002, sale, use and /or possession
of prohibited drugs and substance are strictly prohibited. The
College adapts to the government random drug testing policy.
 Possession and/or consumption of alcoholic beverages within the
college are strictly prohibited.
 Any student under the influence of liquor within the college shall
be denied to enter and/or will be asked to leave the premises and
shall be subjected to disciplinary action.
Anti-
Gambling
Any form of gambling
is strictly prohibited in
the College.
Fraternity
and
Anti-Hazing
 Membership in any unrecognized groups, clubs,
organizations such as fraternities or sororities including
gangs and participation in any hazing activity of whatever
form are not allowed in the College. Violation of school
regulations such as participation in fraternity rumbles are
punishable by expulsion.
 Students threatened to join in any fraternities or hazing
activity have the obligation to report this threat
immediately to the Office of the Student Affairs.
ANTI-SEXUAL
HARASSMENT
Pursuant to Republic Act No. 7877,
otherwise known as Anti-Sexual
Harassment Act of 1995, the College
does not tolerate nor condone acts of
sexual harassment. Any form of
sexual harassment has to be reported
to the Office of Student Affairs for
proper action.
PUBLIC
DISPLAY OF
AFFECTION
 Public Display of Affection (PDA) is not
tolerated in the College. Proper conduct and
behavior befitting their status as students are
expected at all times and places.

Violations of such policy shall


be subjected to disciplinary
measures.
Gestures that are considered PDA are the following:
 Petting
 Necking
 Kissing
 Embracing with the opposite sex
 Sitting on the lap of the opposite sex
 Arms on shoulders/hips of the opposite sex
 Partners staying at the dark place
 Physical imposition of sexual desire
 Partners staying in the closed classroom, parked vehicles with lights
off and closed windows.
ACADEMIC
DISHONESTY
As an educational institution that
promotes character, integrity and
academic honesty, the college
strictly prohibits plagiarism, and
falsification and /or fabrication in
any forms.
POSTING OF
ANNOUNCEMENTS
 Announcement shall be posted on the bulletin board
only designated for each department. Walls should
not be used for posting of announcements to maintain
cleanliness and orderliness. Posters and notices may
only be posted after being approved by the Office of
Student Affairs. Courtesy dictates that the College
Dean should be informed when posting
announcements related to the college activity.
 Students who post announcement without prior
approval of the Office of the student Affairs shall
be reprimanded accordingly. Posters and
streamers from outsiders must be approved by the
same office.
Students caught defacing, mutilating or removing
posters within the validity period shall be
subjected to disciplinary sanctions.
PERSONAL
BELONGINGS
Valuable personal belongings should not be left
unattended. Should this rule be disregarded, the
College shall in any way be held responsible for
the loss/es. However, the College may provide
assistance to students who report to the Office of
the Student Affairs the incidence of loss,
including facilitating police assistance, if
necessary.
SUSPENSION
OF CLASSES
Classes are deemed suspended by the official
announcement of the proper government agency.
In case where the suspension of classes is
discretionary on the part of the College, classes
shall be deemed on-going unless otherwise
officially announced by the school
administration.
ACADEMIC
RIGHTS
The College promotes
academic freedom and respect
student’s academic rights.
STUDENT
ACTIVITIES
 The College fully recognizes the value of student activities in the
development of personality of the students. Thus, all students are
encouraged to participate in various institutional and departmental
activities (co-curricular and extra-curricular activities), which
afford, spiritual, cultural, educational, literacy and social
development as well as congenial and desirable social
relationships. However, the students are also expected to maintain
good academic standing. If such activities may affect their
academic performance, the Coordinator of the Office of the
Student Affairs, together with the College Dean reserves the right
to limit, exclude or suspend the student’s participation in the
activities.
 Waivers must be signed by the parents/guardians of the
participants before submitting them from the Office of
the Student Affairs at least three (3) days prior to the
approved activities. Financial report should be submitted
one week after the activity.
 No activity should be scheduled one week before and
during the major examinations unless approved by the
Office of the Student Affairs and the College Dean.
STUDENT
ORGANIZATIONS
 All students may participate in existing recognized
organizations. A recognized student organization is any
association, club, council or any form of organized
group of students granted permission to operate within
the College by the Office of the Student Affairs upon
the recommendation of the Department Coordinator.
 No student organization shall exist, hold office or
promote any activity, directly or indirectly within the
school or use its name without prior recognition from
the Office of the Student Affairs.
 Only bona fide NCST students may join in any
recognized student organization. A student who wishes
to join in any recognized school organization will only
be allowed to hold one key position.
 The officers of student organization shall be elected by
members, subject to the provisions of respective
constitution and by-laws.
STUDENT
DISCIPLINE
 Discipline is a system for training to obtain expected behavior. Students are
expected to cooperate with the college and help it attain its goal of providing an
orderly environment conducive to learning and based on principles of student
involvement and participation, personal responsibility, respect for others and the
right of others and good citizenship. Disruptive behavior on the part of a student
is a violation on the right of the students and therefore, will subject him/her to
disciplinary action. Violating the culture, policies and procedures of the college
could likewise become a basis for disciplinary action.
 All matters pertaining to student discipline come under the jurisdiction of the
office of the Student Affairs. Thus, all cases must be filed at the Office of the
Student Affairs.
The following are the members of the Committee on
Discipline:
o The coordinator of the Office of the Student Affairs,
who shall create and chair the investigating committee.
o The members of Investigating Committee shall be the
Guidance Counselor, Coordinator of the
course/department involved and the adviser of the
students involved.
 The students are expected to exercise the freedom
and maturity in the process of self-development.
This involves the ability to distinguish between acts
that shall promote their well-being as persons and
those that shall threaten this. The following are acts
considered detrimental to the dignity of the members
of the College.
The following are classified as minor offense:
 Threats or quarrels without physical injury in or out of the campus.
 Littering or throwing of any garbage or trash in any place other
than the garbage can, leaving things scattered or disorderly.
 Improper act such as pushing each other, spitting anywhere,
throwing objects etc.
 Incomplete or improperly worn uniform.
 Wearing of inappropriate campus attire or failure to comply with
dress code.
 Not wearing the prescribed school ID.
 Drawing, writing or posting immoral, obscene drawing, wordings or pictures on one’s
property.
 Not surrendering letters or notices to parents issued by the College.
 Staying within the school campus after 10:15 p.m., the official curfew time of NCST.
 Uttering obscene words or making foul sign language.
 Disrupting or disturbing classes or making excessive noise within the premises of the
campus.
 Using cellphones, pagers and other similar communication devices during classes.
 Misbehavior during school programs, activities or competition.
 Prosecuting or promoting one’s faith by attacking or humiliating others religious
beliefs.
 Disobeying the College Regulations
 Selling merchandise inside the campus without
proper permission.
 Public Display of Affection
 Cutting classes and/or escaping from school
 Cheating during performance tests such as
quizzes, long/major exams and laboratory test.
The following are classified as major offenses:
 Bringing into and/or drinking alcohol or any intoxicating beverages in the
campus.
 Coming into the campus under the influence of alcohol or prohibited
substances.
 Possession, use or trafficking of illegal substances on campus.
 Possession of deadly weapons
 Acts of disrespect or discourtesy directed towards any NCST personnel or
students in the campus or during official school function outside the campus.
 Sexual misconduct
 Physically assaulting others in the campus or in any school sanctioned
function
 Threatening students, faculty members or school authorities or preventing
them from discharging their duties that include attending classes or entering
school premises.
 Instigating or engaging in activities resulting in injury or moral damage to
persons.
 Stealing
 Deliberate damage or vandalism of school property in any form.
 Disturbing or disrupting a class or a school function without just cause.
 Gambling in the campus
 Organizing or being involved in groups not recognized by the school or organizations,
which use violence, maintain secrecy of existence and or/activities, require
members/applicants to act in any manner that is personally degrading and not directly
related to what the group or organization is aiming to accomplish, and /or express their
exclusion of others through disrespect for and disregarded of the rights and dignity of
members and or/non-members.
 Disregarding the Code of Discipline by frequently committing offenses.
 Repeatedly violating rules and regulations of the college or auxiliary units.
 Cheating during major examination, which is defined at but not limited to talking,
whispering, making unnecessary noise, calling the attention of others, looking around,
looking at the papers visible to others, and or behaving suspiciously.
 Tampering with and /or falsifying school or public documents, including official
administrative, departmental and activity bulletin boards or obtaining and/or using such
documents.
 Bringing pornographic materials into the campus.
 Committing scandal on campus or during school-sanctioned
function.
 Smoking in any place of the campus and within meters’
margin.
 Unauthorized use of the name of the College for any purpose,
such as solicitation of funds, donation, unauthorized gathering,
parties and other activities.
 Any act inside/outside the campus that may cause negative
impression or destroy the name of NCST.
The following are the penalties for minor offenses:
First Offense
 Oral reprimand from the Coordinator of the Student Affairs
 Written apology from the student
Second Offense
 Written Reprimand from the Coordinator of the Student Affairs
 Written Apology from the Student
Note: The Office of the Student Affairs shall be given the copy of the written
reprimand and apology letter of the student to be furnished by the Discipline
Officer.
Third and Subsequent Offense
 The student shall be charged with a major offense
and the case shall be forwarded by the Discipline
Officer to the Coordinator of the Office of the
Student Affairs for proper sanction.

Note: A student found guilty of the offenses after has been granted a due process
shall be subjected to suspension of not less than 3 days but not more than 10 days.
Major offenses shall warrant one of the combination of the following
penalties:
 Probation- the duration and conditions of which shall be determined
by the Committee on Discipline with automatic suspension for such
time as the committee may determine if any condition of the
probation is violated.
 School service
 Formation/counseling Session
 Suspension – the period and condition of which shall be determined
by the Committee on Discipline and shall be recommended to the
 Dismissal
 Expulsion
 Non-issuance of Good Moral Certificate- any student who
voluntarily transfer or is advised to transfer will not be
given a good moral Certificate if he/she committed any
major offense.
 One-year observation before issuance of Good Moral
Certificate
