What is a constitution?
A constitution is the supreme
or fundamental law of the land.

Malolos Constitution (1899 Constitution)
• The Malolos Constitution was the first
republican constitution in Asia.
• It was drafted by Felipe Calderon and aided by
Cayetano Arellano.
• Inaugurated in Malolos, Bulacan on January
21, 1899
•Enacted and ratified by the Malolos
Congress
•The three branches of the government:
• Executive
• Legislative
• Judicial
•The separation of church and state

Commonwealth Constitution (1935
Constitution)
• The 1935 Constitution was written in 1934, approved
and adopted by the Commonwealth of the Philippines
and later used by the Third Republic of the Philippines
(1946-1972).
• It was drafted by Claro M. Recto together with his
fellow delegates of the constitutional convention.

1943 Constitution
• The 1943 Constitution was drafted by a
committee appointed by the Philippine
Executive Commission.
• Jorge B. Vargas was the head of the latter in
which he initiated the draft of the 1943
Constitution.

Martial Law Constitution(1973 Constitution)
• The 1973 Constitution, promulgated after Marcos'
declaration of martial law, was supposed to introduce
a parliamentary-style government.
• Diosdado Macapagal was elected as president of
the constitutional convention in 1971 that
drafted what became the 1973 constitution.

1986 CONSTITUTION or FREEDOM
CONSTITUTION
• When the late Pres. Ferdinand E. Marcos was deposed,
the next president, Pres. Corazon C. Aquino, promulgated
on 25 February 1986 a Provisional (Freedom)
Constitution.
• The constitution also granted the president powers to
remove officials from public office, reorganize the
government and hold a new Constitutional Convention to
draft a new constitution.

1987 Constitution
• The current constitution that we follow nowadays.
• Cecillia Palma and Ambrosio Padilla headed the
Constitutional Commission that drafted the 1987
Constitution.

1987 Preamble
We, the sovereign Filipino people, imploring the aid of
Almighty God, in order to build a just and humane
society, and establish a Government that shall embody
our ideals and aspirations, promote the common good,
conserve and develop our patrimony, and secure to
ourselves and our posterity, the blessings of
independence and democracy under the rule of law
and a regime of truth, justice, freedom, love, equality,
and peace, do ordain and promulgate this Constitution.
